The Grant County Commissioners session began at 9:30 a.m. with Commissioners Carter and Stone in
attendance. Commissioner Jones was out and excused but participated in some meetings via WebEx.

Pursuant to RCW 42.30.110(1)(c) Commissioner Carter called an Executive Session to order at
1:30 p.m. to go until 1:43 p.m. regarding Real Estate Sale. In attendance were Commissioners
Carter, Stone and Jones; Dan Kirsey, Milton Miller and Richard Hanover of the Port of Moses
Lake; and Damien Hooper, Development Services. Commissioner Carter closed the session at
1:43 p.m.

The session was continued to 10:00 a.m. with Commissioners Carter and Stone in attendance.

11:00 a.m. —11:30 a.m. Open Record Public Hearing, Community Development Block Grant
(CDBG) Amendment A- Closeout
The Commissioners held an Open Record Public Hearing to report on the County's use of funds
and prepare for the closeout of the 2019 CDBG Public Services Grant, Amendment A. Janice
Flynn, Grant County's Administrative Services Coordinator, will provide additional information.
Janice Flynn, Administrative Services Coordinator stated that present at today's hearing is Maria
Vargas of Grant County Health District who is serving as a Spanish interpreter, if needed. Is
there any one present today that needs an interpreter?
The following handouts are available today in both English and Spanish:
1) Grant County's CDBG Citizen Participation Plan with Grievance Procedure Form. (GC
has a high likelihood of applying for Community Development Block Grants in the future
and would welcome citizen participation. The plan outlines eligibility guidelines and
steps GC will take to procure CDBG funding and community involvement. The grievance
procedure form is included. Any input or grievances regarding CDBG grants can be
forwarded to me, Janice Flynn at GC Commissioner's Office, PO Box 37 or 35 C Street
NW, Ephrata, WA 98823.)
2) Dept of Commerce's Community Development Block Grant Program Handout (This
gives the purpose of CDBG grants)
3) Federal Citizen Participation Requirements for Local Government Applicants to the
State CDBG Program. (outlines requirements of the federal government to receive CDBG
funds)
4) Letter to Public Hearing Attendees (indicates the Citizen Participation Coordinator and
GC's open-door policy)
Any individuals interested in or requiring technical assistance to become knowledgeable with
the CDBG program or who desire to contribute ideas to solving some of the community's needs
will be provided assistance upon request to the County's CDBG Citizen Participation
Coordinator. (Janice Flynn)
The purpose of the Community Development Block Grants (CDBG) provided by the WA State
Dept of Commerce with federal funds is to grow and improve jobs in WA State by championing
thriving communities, a prosperous economy and suitable infrastructure. Economic
Opportunity Grants are for state and local priority projects.

Amendment A to contract #19-62210-005 increased the amount of funding to the original CDBG
grant by $145,270.00 with CDBG Economic Opportunity Grant funding to expand the scope of
work to include urgent, CDBG eligible COVID-19 response service activities and extended the
date to 02/28/2021.
Maria Vargas, Grant County Health District gave a report of the program activities that were
undertaken with the Amendment A funds. There were 1,834 COVID positive cases reported to
the Health District for December. Contract tracing was performed, and they offered services if
needed (food, care kits). Isolation and quarantine mandate letters were sent.
They assisted Grant County schools with positive cases and made weekly contact with long term
care facilities. They now assist with testing and vaccine rollout.
A motion was made by Commissioner Stone, seconded by Commissioner Carter to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in attendance.
Commissioner Stone moved to accept the closeout of the CDBG Public Services Grant No. 19-
62210-005 Amendment A as presented. Commissioner Carter seconded and the motion passed
with 2 Commissioners in attendance. The hearing adjourned.

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve item 1 on
the agenda as presented. The motion passed unanimously.
1. Request to accept Change Order No. 2 from Parametrix, Inc.to KRCI and pay for the Old Landfill
repairs on the final cover system of Project No. 555-3746-001 (05.02). This change order covers
costs for the expanded work in Exhibit A. The additional budget under Change Order No. 2 is
$114,266.39 which brings the total authorization under the original contract to $2,370,377.48.

2:30 p.m. — 3:00 p.m. Consent Agenda AND Misc. ASC Action Items (Items 1 through 17)
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1
through 6,-7 8 through 12, and 14 through 17 on the agenda as presented. The motion passed
unanimously. Items 7 and 13 were held for further review.

Consolidated Homeless Grant (CHG) No. 20-46108-10, administered through the Grant County
Housing Authority, in the amount of $43,095.89. (Approved)
5. Reimbursement Request #6 on Washington State Department of Commerce Eviction Rent
Assistance Program (ERAP) Grant No. 21-4614C-108, administered through the Housing
Authority of Grant County, in the amount of $56,111.45. (Approved)
6. New liquor license application for Weinstein Beverage Co. in Moses Lake, WA from the
Washington State Liquor and Cannabis Board. (Approved)
7. Recommendation from the Grant County Health and Wellness Committee to increase the
Wellness Program incentive from $50.00 to $500.00 for the 2021 calendar year. (Held for
further review)
AUDITOR'S OFFICE
8. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$439,349.04)
CENTRAL SERVICES
9. Request to.reallocate the keyless entry funds in the amount of $98,000.00 that were budgeted
for the Public Works Department (they no longer wish to go forward with the project) and use
them for the doors project in general and to internal improvements at the Courthouse.

10. Request to purchase a new desk, standing legs and pedestals (with installation) for the Human
Resources Department in the amount of $8,081.43 from Contract Design Associates off of the
Omnia Partners contract #2002000622 and #2020000604. (Approved)
PROSECUTING ATTORNEY
11. Appointment and Oath of Office of Special Deputy Prosecuting Attorney for Brian Ferrasci-
O'Malley of No-ssaman, LLP to perform and render legal assistance and advice relative to
environmental, Superfund Site and Landfill matters, and other matters as assigned. Term is
through December 31, 2021. (Approved)
TECHNOLOGY SERVICES
12. Purchase Order No. 351 to AccTech — A Systems Integrator for Microsoft Dynamics GC (License
Maintenance and Updates) in the amount of $111,145.49. (Approved)
