RESOLUTION AUTHORIZING FEES RE, SOLUTION No. 18- /03 -cc
TO CHARGE AND COLLECT FROM
THE GRANT COUNTY
CONSERVATION DISTRICT
WHEREAS, pursuant to RCW 89.08.405, the Grant County Board of Commissioners
("the Commissioners") are authorized to approve a system of rates and charges to finance the
natural resources conservation activities of the Grant County Conservation District ("the
District"); and
WHERE, AS, Resolution No. 17 -077 -CC dated August 22, 2017 was adopted by the
Commissioners approving the revenues to the District by fixing the rates and charges on lands
within the District, and
WHERE, AS, RCW 36.29.180 states that in all instances where required by law to handle,
collect, disburse, and account for special assessments, fees, rates or charges within the county,
the County Treasurer may charge and collect a fee for services not to exceed four dollars per
parcel for each year in which the funds are collected; and
WHEREAS, The Commissioners met with the District and Treasurer and have agreed
upon the following fees for this service:
$15,000.00 per year, beginning in 2018
Increase by $3,500.00 each year for the next 3 years, until the year 2021
The District will pay at the same rate as all other charged assessment districts
from 2022 forward.
NOW, THEREFORE, BE IT HERE, BY RESOLVE D THAT the Grant County
Board of Commissioners authorize the County Treasurer to charge and collect the above
named fee for services to the Grant County Conservation District.

A RESOLUTION APPROVING REVENUES TO RESOLUTION No. 17 - -CC
THE GRANT COUNTY CONSERVATION
DISTRICT BY FIXING RATES AND CHARGES—)
WHERE AS, pursuant to RCW 89.08.405, the Grant County Board of Commissioners
("the Commissioners") are authorized to approve a system of rates and charges to finance the
natural resources conservation activities of the Grant County Conservation District ("the
District"); and,
WHERE AS, the District is a governmental subdivision of the State of Washington and
organized under chapter 89.08 RCW to protect and conserve natural resources throughout Grant
County ("County"), and is authorized to submit a proposed system of rates and charges to the
Commissioners for approval; and,
WHERE AS, the District has developed and approved a proposed system of rates and
charges to provide basic funding for District activities benefitina lands within the
aforementioned areas; and,
WHERE, AS, the District complied with the public hearing and comment process set
forth in RCW 89,08.405(4) and RCW 89.08.400(2); and,
WHEREAS, RCW 99.08.220(l 1), RCW 36.01.010, RCE 36.32.120 and Chapter 39.34
RCW authorize the District and the County to enter into agreements with one another for joint or
cooperative action;
NOW, THERE, FORE, BE IT HEREBY RESOLVED THAT the Board of County
Commissioners approves revenues to the District by fixing the rates and charges on lands within
the District, as proposed by the District in Grant County Conservation District Resolution
071117-02, attached as Exhibit A to this Resolution.

NOW, THERE FORE, BE IT ALSO REOLVED THAT unless modified by
subsequent District action and County approval, these rates and charges shall be in effect for a
period of ten (10) years, commencing with the 2018 assessment year beginning January 1, 2018,
and continuing through the 2028 assessment year ending December 31, 2028.

Whereas, the Grant County Conservation District Board of Supervisors has determined that significant
natural resource work is needed within the District for which there is insufficient funding from other
available sources, and
Whereas, RCW 89.08.405 provides for a system of rates and charges to fund such work of the District,
Whereas, the consideration, development, acloption and implementation of the rates proposed herein
follows the public hearing held on June 27, 2017, held by the District pursuant to RCW 89,08,400(2),
public notice of which was properly provided by postings throughout the District and through
publication, and
Therefore, be it RESOLVED that the Grant County Conservation District hereby requests thatthe Grant
County Commissioners implement a rate system of rates and charges, for all classified parcels within the
District's boundaries, including those owned by the State of Washington for which the Assessor has
parcel numbers and mailing addresses, shall be at the calculated rates per parcel and per acre per year
for the classilications as follows:

Resolved,that the aforementioned rates are to be charged beginning in January 2018 and thatthe
approved rates continue for a period of 10 years, unless modified by request of the Grant County
Conservation District Board of Supervisors and by action of Grant County Commissioners during the
effective period.
ADOPTED BYTHE BOARD OF SUPERVISORS of Grant County Conservation District, Washington, at a
regular open public meeting thereof, and effective this 111h day of July, 2017.
