The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.

11:00 a.m. —11:50 a.m. Association of Grant County Cities and Towns — Cryptocurrency
Discussion
John Williams, Moses Lake City Manager, discussed the Grant County cities and Port of Moses
Lake's concerns regarding cryptocurrency and the businesses that are running this. Moses Lake
has a moratorium on those businesses. The request from the cities is to make sure the counties
and cities are on the same page. The PUD is almost at their maximum in certain areas and won't
provide more power until they have confirmation of developers in those areas.
Commissioner Taylor stated he wished the PUD would do more. Is there a capon residential
use? These cryptocurrency businesses are taking the power from larger business/developments.
It is taking economic development away from the county.
Gil Alvarado, Deputy Manager of the City of Moses Lake, stated the PUD has a way to monitor
usage in residential areas.
Damien Hooper, Director of Development Services stated that 2 businesses are currently
permitted in the county. Power boxes in residential areas are not capable of handling the
cryptocurrency business AND area homes. Warehouse Industrial Use —cryptocurrency. They are
allowed in the county.

The City of Moses Lake is concerned that because of their moratorium, these businesses are
leaving the city and moving to the county. PUD has implemented a new rate structure that will
go into effect 01/01/2019 to address this concern.
Homelessness in Moses Lake and recording fees charged (HB 2160). Currently funding goes to
Housing Authority and New Hope and the city is interested to see if any of those funds can go to
the cities.

MISCELLANEOUS
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their October
12, 2018 payroll.

Defining the goal for the Fairgrounds
• To be financially sound and a facility that county residents recognize as unique and valuable.
• Basically I want to have the grounds break even (Non -capital) in five years.
• Getting buy in from the staff

Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
Request for release of funds on SIP 2016-11, City of George, Industrial Park No. 5 Water System
Improvements (Phase 4) in the amount of $50,000 (Loan) to the City of George and $3,750 to
the Grant County Economic Development Council for its 2.5% Admin Fee. The SIP grant award
approved was in the amount of $100,000 (Grant) and $50,000 (Loan), the grant amount of
$100,000 was paid to the City as Installment No. 1 on January 8, 2018). (Approved)

A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approved items 1
and 2 on the agenda as presented. The motion passed unanimously.

Supplement No. 1 for Centerline and Shoulder Rumble Strips on various county roads.
(Approved)
2. Washington State Department of Transportation Local Agency Agreement No. LA 9395
Supplement No. 1 for Horizontal Curve Signs Phase 3, county wide. (Approved)

A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to approved items 1
through 8 on the agenda as presented. The motion passed unanimously.

2. Commissioners September 10, 17, 24, and October 1, 2018 Minutes for approval. (Approved)
3. Multi -Agency Communications Center MACC Bond Claims Payment Request (Batch 01-81) in the
amount of $25,378.40. (Approved)
AUDITOR'S OFFICE —ACCOUNTING DEPARTMENT
4. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amounts of $42.79
and $1,084,166.78)
5. Property Transaction Form to surplus an Epson ER -A440 Cash Register (Asset ID# 101399). This
item will be taken to the landfill for disposal. (Approved)
6. Request for out of state travel for Jim McKiernan to attend the Western Fairs Association
Convention from January 20-23, 2019 in Reno, NV. (Approved)

TREASURER'S OFFICE
7. Request to begin the process to increase the assessment rate for the Hillcrest Lighting District
from $16.00 per parcel to $19.00 per parcel, in 2019. If approved, a public hearing will be
scheduled. (Approved, the public hearing has been scheduled for November 13, 2018 at 10:30
a.m.)
8. Request to begin the process to increase the assessment rate for the Turnkey Lighting District
from $24.00 per parcel to $19.00 per parcel, in 2019. If approved, a public hearing will be
scheduled. (Approved, the public hearing has been scheduled for November 13, 2018 at

MISCELLANEOUS
The Commissioners signed a 27 Year Dedicated Service Award for Bruce Griffith of Public Works.
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their October
12, 2018 payroll.
