The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m. — 9:00 a.m. Elected Official Roundtable
9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 10)
A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items 1
through 10 on the agenda as presented. The motion passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Contract Amendment, Prevention Services, on Washington State Health Care Authority, Division
of Behavioral Health and Recovery, HCA Contract No. 1763-94250, Amendment No. 2 with Grant
County, by and through Grant Integrated Services. (Approved)
3. AIA Document B105-2007, Standard Form of Agreement between Owner and Architect between
Grant County and Design West Architects to provide construction consultation for the
renovation of Cityview (Residential Treatment Facility — DOH -CRS Feasibility Study) located in
Moses Lake, Washington. (Approved)
4. Memorandum of Understanding regarding Community Truancy Boards between the Warden
School District and Grant County, by and through Grant County Juvenile Court and Youth
Services. Term is September 1, 2018 through August 31, 2019. (Approved)
5. 2018 Agreement Regarding Use of County Property for Public Purpose between Grant County
and the American Legion, Art Semro Unit Post 28 and American Legion Auxiliary, for its annual
Patriot Day event to be held September 11, 2018 in front of the Grant County Courthouse (at
noon). (Approved)
6. Memorandum of Understanding regarding Community Truancy Boards between the Grand
Coulee School District and Grant County, by and through Grant County Juvenile Court and Youth
Services. Term is September 1, 2018 through August 31, 2019. (Approved)
7. Contract amendment#1 from White Bluffs Consulting for services rendered during the state -
mandated 2018 Comprehensive Plan Update. The original budgeted amount for this contract
was $110,000.00. The contract needs to be amended to accommodate an overage to the
original contract in the amount of approximately $520.00. There will be no additional invoices
from White Bluffs Consulting for this contract and the project is closed upon payment of the
final invoice. (Approved)
8. Request from the Port of Mattawa on Strategic Infrastructure Program (SIP) #2018-07, Sentinel
Gap Industrial Park, for one reimbursement to be made prior to completion of the project in the
amount of $151,779.00. (Approved)
9. Amendment #2 to Beacon Facility Agreement entered into by and between Beacon Health
Options, Inc. and Grant County, by and through Grant Integrated Services which modifies
Exhibits A and B. The Amendment changes are effective July 1, 2018. (Approved)

10. Reimbursement Request (A-19) for contract work performed by Grant County, by and through
Grant Integrated Services' Prevention and Recovery Center (PARC), during June 2018 on
Washington State Department of Social & Health Services Division of Behavioral Health and
Recovery Contract No. 1763-94250 in the amount of $12,927.00. (Approved)
9;30 a.m. — 9:40 a.m. Open Record Public Hearing, Central Services Budget Extensions
The Commissioners held an Open Record Public Hearing to consider a budget extension request
for Central Services Fund #126, Department #168 in the amount of $9,148.74 to complete
projects at the Fairgrounds before the 2018 Fair that includes fencing, electrical service, rock
picking, audio installation, door repairs, etc.
Tom Gaines, Central Services Director is submitting this request using current expense funds. It
was later determined that REET funds will be used instead.
Commissioner Taylor asked about the rock picking at the rodeo grounds. Discussion ensued.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Taylor seconded and the motion passed unanimously. Commissioner Taylor moved to approve
the budget extension, using REET funds. Commissioner Carter seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No. 18 -080 -CC)

The Chair of the Board was authorized to sign a special occasion liquor license application for The

8, 2018.
The Commissioners sent notice of the 2018 Budget Call and Preparation Review Areas to all Grant
County Offices and Departments.

Final Prospectus for the following roads: (3 -Approved)
o Stratford Road (20 -NE to RRX) — BST surface, horizontal curve project and widened
0 4-NW/NE (Dodson to Hiawatha) - BST surface and widened
o H -SE (12 -SE to SR 262) — BST surface, replacement of existing timber Bridge #418 and
replaced with a pre -fabricated concrete bridge, widened
2. Resolution No. 18 -081 -CC notice of hearing for vacating a portion Old County Road 491 (aka 1 -

2:00 p.m. — 2:10 p.m. Open Record Public Hearing, Hillcrest Water Users Association Franchise
The Commissioners held an Open Record Public Hearing to consider an application from the
Hillcrest Water Users Association to construct, operate and maintain a domestic water system
under, across, and along certain County roads in Grant County, Washington, lying within the
following described portion of the County, to -wit: That portion of Airway Drive NE, Hillcrest
Drive NE, Lybbert Drive NE, moon Drive NE, and Fairview Place NE, all being within a portion of
the south half of S 9, T 19 N, R 28 E, WM.
Jeff Tincher, Public Works Director gave a brief review of the project and stated he recommends
approval.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Taylor seconded and the motion passed with 2 Commissioners in attendance. Commissioner
Carter moved to approve the franchise as presented. Commissioner Taylor seconded and the
motion passed with 2 Commissioners in attendance. The hearing adjourned. (Order granting
franchise signed)

1. Commissioners Office and Public Defense Vouchers. (Approved)
AUDITOR'S OFFICE—ACCOUNTING DEPARTMENT
2. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amounts of
$733,910.36 and 24.79)
CLERK'S OFFICE
3. Recommendation to amend Ordinance No. 03 -155 -CC approved November 25, 2003
establishing fees for filing requests for Mandatory Arbitration and/or Trial de novo of an
arbitration Award. The Clerk would like to increase the fee for civil/mandatory arbitration from
$220 to $250 and the fee for trial de novo of a civil arbitration award be increased from $250 to
$400. (Approved, the Civil Deputy Prosecuting Attorney will draft an Ordinance for signature)
GRANT INTEGRATED SERVICES
4. Request to declare surplus their 2002 Ford Taurus and dispose of it at a local scrap yard. This
vehicle was totaled in a collision in 2017. (Approved, Resolution No. 18 -082 -CC)

JUVENILE COURT AND YOUTH SERVICES
5. Request for a budget transfer in the amount of $975.00 from the Juvenile General Fund Current
Expense account (001.117) to the to the Central Services account (001.112) to take over their
generator maintenance and service. (Approved)
TECHNOLOGY SERVICES
6. Request to purchase a new phone system and support from Ednetics in the amount of
$60,660.00 (excluding tax). This will be a one-time purchase with a monthly service/support fee
of $7,581.00 per month. This will replace the current county phone system and funding would
come from the QUAD and Technology Services funds. (Approved)
7. Request to surplus county property: miscellaneous computer equipment, items to be delivered
to TruRecycle for disposal. (Approved, the public hearing was scheduled for September 24,
2018 at 2:00 p.m.)
8. Request to surplus six (6) cases of Sony LT06 back up tape drives with the intent to sell them on
Ebay for no less than $400.00. (Approved, Resolution No. 18 -083 -CC)
TREASURER'S OFFICE
9. Application from Joseph Dahlke for Resale of Tax Title property for Parcel Nos. 16-2112-014 and
16-2114-005 with a starting bid of $1,400.00 for both parcels. The Treasurer recommends
approval of the offer. (Approved and the Commissioners signed the County Commissioners
Order)
