Week of May 15,1989
The Grant County Commissioners session was called to order at 9:00 a.m.
by Chairman Glenn Chamberlain. All of the Commissioners were in attendance
with the Clerk of the Board.
The Commissioners approved the minutes of the preceeding session.
The Commissioners were notified by the Sheriff Department that Deputy
Keith Carlile is to be removed from the Sheriff's Budget and added to
the ORV budget. Deputy Frank DeTrolio is to be removed from the ORV
Budget and added to the Sheriff's Budget, both to be effective June 1,
1989.
The Commissioners approved the salary of Merrilou Gilmore of tide
District Court Department at $993.60 per month effective January 30,
1989.
The Commissioners approved out of state travel for County Coroner,
Penny Sibley from May 14 thru May 18,1989.
The Commissioners approved the salary of Jane Montaney at $993.60
per month effective May 2,1989, in the District Court Department.
The Commissioners approved the salary of Maureen Haker of the District
Court at $993.60 per month effective May 8,1989.
The Commissioners approved the salary of Gary Weir of the Sheriff
Department at $1,272.60 per month effective May 5,1989.
The Commissioners notified the District Court Judges of the results
of the Position Evaluation Committee review of the Legal Process Assist-
ant #I and #II positions.
The Commissioners notified the Accounting Department of the increase
in points for the Secretary/Clerk position in the Commissioners Office
presently held by Gwen Palmer.
The Commissioners notified Cliff Harmon of the results of the review
by the Position Evaluation Committee of the Mail Clerk position.
The Commissioners approved the following Petitions for Property Tax

The Commissioners received a response from the Department of Ecology
for a Clarification of RCW 70.105.240 regarding siting standards for
Hazardous Waste Management Facilities.
The Commissioners received correspondence from the Environmental
Security Corp. regarding the actions of the Planning Commission.
The Commissioners met with Jeff and Tom Earl regarding problems
with indigent appointments for Quincy District Court. District
Court Judge Carl N. Warring was notified that all appointments from
Quincy District Court for indigent defendants should be made to Charles
Richens of Earl and Earl,Inc. effective immediately.
The Commissioners appointed Stan Kaufmann and O.D. Dale Gibson to
served on the Advisory Committee of the farm and agricultural land
current use program.
As there was no further business the session was continued until
May 16,1989.

The session was continued at 9:00 a.m. with all the Commissioners
in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Department regarding
Award Recommendation-Auctioneering Services, Franchise Ordinance -
northwest Signal Cable,Inc., FCAAP Grant -Ephrata Flood Diversion Channel,
'9' NE-Repair/Re-construction Estimates, Franklin County Weed District
Request -Purchase of No. 202, Excess R/W Request -'20' NE, Excess R/W
Request -'26' SW, Personnel -Shop Manager/Diesel Mechanic, 10:00 a.m.-
Discussion with Sheriff's Department.
The Commissioners signed the Public Works Claims Fund Voucher
Approval #4-1 through 4-172 in the total amount of $534,285.67.
The Commissioners approved the Public Works Recommendation in
the Bid Award for Auctioneering Services to Northwest Auction Company
at 9.74% of gross sales. The auction date was to be June 17,1989.
The Commissioners received a request from the Town of Coulee City
regarding surfacing on Road "I" NE.
The Commissioners acted on options available to repair road '9' NE
from 'M' NE to 'N' NE, the decision was made to convert that section
of the road to gravel.
A motion was made by Commissioner Goodwin and seconded by Commis-
sioner Chandler that Resolution Number 89 -46 -CC in the matter of a
County wide surplus equipment and merchandise auction sale be passed.
The motion carried. Auction will be held June 17,1989 at 9:00 a.m.
A motion was made by Commissioner Chandler and seconded by Commis-
sioner Goodwin that Resolution Number 89 -47 -CC, and Ordinance No.
89 -47 -CC in the matter of an ordinance grant a franchise to Northwest
Signal Cable,Inc. be passed. The motion carried.
The Commissioners received several requests about the addition of a
north -south roadway through the Lakeview Park area that would connect
the traffic from the Lakeview Park area to Road 20 NW.
A motion was made by Commissioner Chandler and seconded by Commis-
sioner Goodwin that Resolution Number 89 -48 -CC relating to the establish-
ment of a new fund to be named the Emergency Services Communications
District Fund #121, Department #163 be passed. The motion carried.
The Commissioners signed a notice of Public Hearing to set a time
for the requested supplemental budget for the Prosecutors Crime Victim
Comp. Fund #120, Department #162 in the amount of $3,272. Public
Hearing will be held June 6,1989 at 1:00 p.m.
The Commissioners met with various Department Heads and Elected
Officials regarding matters of mutual concern.
As there was no further business the session was adjourned until
May 22,1989.
