GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, JULY 23, 2018
The Grant County Commissioners session began at 8:30 a.m. with Commissioners Stevens and Taylor in
attendance. Commissioner Carter was out and excused.
8:30 a.m. — 9:00 a.m. Elected Official Roundtable
9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 6)
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1
through 6 on the agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Reimbursement Request (A-19) for contract work performed by Grant County, by and through
Grant Integrated Services' Prevention and Recovery Center (PARC), during May 2018 on
Washington State Department of Social & Health Services Division of Behavioral Health and
Recovery Contract No. 1763-94250 in the amount of $8,230.80. (Approved)
3. Reimbursement Request (A-19) for contract work performed by Grant County, by and through
Grant Integrated Services, during June, 2018 on Washington State Department of Corrections
contract in the amount of $457.50. (Approved and then withdrawn. Incorrect names were
given. A corrected copy will be signed on July 30, 2018)
4. Interagency Agreement IAA19056 Between Washington State Administrative Office of the
Courts and Grant County Juvenile Court for the Support of BECCA Programs and Services for the
purpose of processing Truancy, At Risk Youth (ARY) and Child in Need of Services (CHINS)
programs. Term is July 1, 2018 through June 30, 2019 with compensation in the amount of
$85,690. (Approved)
5. Interagency Agreement IAA19095 Between Washington State Administrative Office of the Court
and Grant County Juvenile Court for the Support of CASA Programs for the purpose of increasing
the number of children served by court-appointed advocates in dependency matters or to
reduce the average caseload of volunteers to recommended CASA standards. Term is July 1,
2018 through June 30, 2019 with compensation in the amount of $77,353. (Approved)
6. E911 County Coordinator Professional Development Contract SFY 2019, E19-019, between the
Washington State Military Department and Grant County, Washington and WSMD Signature
Authorization Form. Funding is in the amount of $44,800 through the WSMD and State
Enhanced E911 Funds. Term is July 1, 2018 through August 15, 2019. (Approved)

AUDITOR'S OFFICE—ACCOUNTING DEPARTMENT
6. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those

as recorded on a listing and made available to the Board. (Approved in the amounts of
$610,189.41 and $7,314.74)

SHERIFF'S OFFICE
7. Request to surplus a 2007 Chevrolet C1 Pickup valued at less than $1,000.00; and a 1997
Chevrolet G3 Van valued at less than $1,500.00. These items are currently used by the Grant
County Search and Rescue. They will assume all of the costs of maintaining and insuring these
vehicles taking the responsibility and liability off the county. (Approved, Resolution No.
18 -069 -CC)
CENTRAL SERVICES / FAIRGROUNDS
8. Budget extension request in the amount of $9,148.74 from the Current Expense fund to
complete projects at the Fairgrounds that need to be completed before the Fair in August
(fencing, electrical service, rock picking, audio installation, door repairs, Mary Ellen's Garden,
and Fire Extinguishers). The entire amount needed is $47,300.00 but there is $38,151.26
currently available in the Fairgrounds Capital Budget to be used. (Approved, the public hearing
was scheduled for August 28, 2018 at 9:30 a.m.)
9. Recommendation to provide Del Sol with a notice to proceed to provide custodial services to the
Fairgrounds during the Grant County Fair for 2018. (This item was approved with the following
amendments: the custodial service will only be for 5 days (not 7) and only 6 employees per
shift (not 8). (Note: Del Sol did not accept this amended)
