GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, JUNE 25, 2018
The Grant County Commissioners session began at 8:00 a.m. with Commissioners Taylor and Carter in
attendance. Commissioner Stevens was out and excused.
8:00 a.m. — 8:50 a.m. R Zolman, Hospital District No. 2 / Quincy Valley Medical Center -
Update
9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 8)
A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items 1
through 5 and 7 and 8 on the agenda as presented. Item 6 was not ready for signature. The motion
passed with 2 Commissioners in attendance.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Grant County Reimbursement No. 6 on CDBG Public Services Grant No. 17-62210-005 for the
period May 31, 2018, with the Department of Commerce and administered through the OIC of
Washington in the amount of $29,391.21. (Approved)
3. Contract between Grant County and A Systems Integrator (ASI) for AS400 Data Conversion
Program. Cost of the contract will be $159,192.00. Term is July 1, 2018 with an anticipated
completion date prior to December 31, 2018. (Approved)
4. Resolution No. 18 -065 -CC Authorizing Execution of Interlocal Agreement between Public Works
and the Town of Wilson Creek for funding a yard waste collection program to town residents.
(Approved, the contract was signed on 6/12/18)
5. Insurance Renewal Quotation for Crum & Forster Storage Tank Pollution Liability Coverage in
the amount of $4,277.99 for insurance coverage on Grant County aboveground and
underground storage tanks at Public Works facilities and the Ephrata Landfill. (Approved)
6. Anticipating: Subrecipient Agreement for CDBG Public Services between Grant County and the
OIC of Washington (on Grant County's grant agreement with the Washington State Department
of Commerce, No. 18-62210-005). (Item not ready for signature)
7. Reimbursement Request (A-19) for contract work performed by Grant County, by and through
Grant Integrated Services, during May, 2018 on Washington State Department of Corrections
contract in the amount of $457.50. (Approved)
8. Washington State Department of Social & Health Services (DSHS) County Program Agreement,
(Community -Based Domestic Violence Program Emergency Shelter & Supportive Services) No.
1863-33308, between Grant County, by and through its New Hope Domestic Violence & Sexual
Assault Services department and DSHS' Office of Children's Administration, Division of External
Affairs & Operations Management. Funding is in the amount of $488,738.00 with a term of July
1, 2018 through June 30, 2019, (Approved)

MISCELLANEOUS ITEMS
Commissioners Taylor and Carter signed the Juan Landeros and Miguel Cervantes (Landeros/Cervantes
Short Plat) File # P 16-0325 (preliminary P 16-0227) Final Plat Submission and Review.
The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the June
22, 2018 payroll.

1. Execution of Contracts for the 4 -NE Reconstruction Project (CRP 16-08) awarded to Tommer
Construction for the bid amount of $939,855.00. (Approved)
2. Resolution No. 18 -066 -CC authorizing execution of Interlocal Agreement between Grant County
and Big Bend Community College (item #3 below). (Approved)
3. Interlocal Agreement with Big Bend Community College (BBCC) for road paving work on 28th
Avenue NE, Moses Lake, to a maximum of $80,000.00. (Approved)
4. Request to County Road Department for Reimbursable Work with Big Bend Community College
(BBCC) to perform road paving work on 28th Avenue NE to a maximum of $80,000.00 to be
completed no later than December 31, 2018. (Approved)
5. Request to purchase 1 each, Lee -Boy 1000G Paver in the amount of $95,500.00 not including
sales tax. This equipment will be purchased from Pape Machinery, Inc. through the NJPA process
Contract #052417-VTL. (Approved)

4. Request to change the funding structure for their new Permit Tech 2 position. Currently the
salaries and benefits are split 80% Building budget and 20% Planning budget. They request to
transfer the previously budgeted Planning 20% to the Building budget to consolidate the
funding. (Approved)
AUDITOR'S OFFICE —ACCOUNTING DEPARTMENT
5. Budget extension request for the Juvenile Court and Youth Services department in the amount
of $230,694.35 to cover miscellaneous salaries/ wages and benefits, Department of Retirement
System's corrections, additional comp payouts due to an formula error, and other expenses.
(Approved, the public hearing was scheduled for July 30, 2018 at 11:00 a.m.)
6. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$351,304.19)
