GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, JUNE 11, 2018
The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m. — 9:00 a.m. Elected Official Roundtable
9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 5)
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1
through 5 on the agenda as presented. The motion passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Working Agreement by and between Grant County Sheriff's Office (Corrections Unit) and
Teamsters Local Union No. 760, Teamsters, Food Processing Employees, Public Employees,
Warehousemen and Helpers —January 1, 2016 to December 31, 2019. (Approved)
3. Department of Commerce Grant Agreement with Grant County, by and through its New Hope
Domestic Violence & Sexual Assault Services department, No. S19-31108-009, for funding in
support of the Domestic Violence Legal Advocacy Program that ensures victim's interests are
represented and their rights uphold within the criminal and civil justice systems. Funding is in
the amount of $24,075.00. (Approved)
4. Reimbursement Request #11 on Washington State Department of Commerce on Consolidated
Homeless Grant, (CHG) No. 17-46108-10, administered through the Grant County Housing
Authority, in the amount of $19,072.60. (Approved)
5. Request for release of funds on SIP 2018-06, Port of Ephrata, Purchase of Overhead Crane for
Heavy Manufacturing Facility in the amount of $75,000 to the Port of Ephrata and $1,875 to the
Grant County Economic Development Council for its 2.5% Admin Fee. (Approved)

3:00 p.m. — 3:20 p.m. Open Record Public Hearing, Ordinance Repealing Ch. 25.16 of the
Grant County Code and creating a new Ch. 1.32 titled "Enforcement and
Penalties" related to Code Enforcement (this hearing is being continued
from June 4, 2018)
The Commissioners held an Open Record Public Hearing to consider an Ordinance Repealing Ch.
25.16 of the Grant County Code and creating a new Ch. 1.32 titled "Enforcement and Penalties"
relating to Code Enforcement. This hearing was first opened on June 4, 2018 but was continued
to today at the request of Sheriff Tom Jones.
Jim Mitchell, Civil Deputy Prosecuting Attorney stated that this ordinance will repeal Ch. 25.16
of the Grant County Code and adding a new Ch. 1.32 titled "Enforcement and penalties" for
code enforcement. This will remove code enforcement from the Planning Department
(Development Services) and put it within the Sheriff's Office. The goals are increased efficiency,
that a commissioned deputy will result in quicker fixes, streamlined the process and added a
District Court component. If the violator requests a hearing, the Sheriff's Office will send the
request to District Court within 3 days. They will then set a hearing within 45 days and send a
notice to the complainant. Or the violator can pay the $500 penalty. The Sheriff's Office can
issue stop work orders, emergency orders, and notices to vacate. The Directors of Development
Services and Public Works will retain capability to enforce and write tickets.
Damien Hooper, Director of Development Services, agrees with the assessments and is hoping
that this concept works and he is in support of the ordinance. The streamlining of the penalty
will assist.

work.
Commissioner Taylor stated that they hope having a uniform deputy out and giving warnings
will have a good effect.
Commissioner Taylor moved to close the public comment portion of the hearing. Commissioner
Stevens seconded and the motion passed with 2 Commissioners in attendance. Commissioner
Taylor moved to approve the ordinance as presented. Commissioner Stevens seconded and the
motion passed with 2 Commissioners in attendance. The hearing adjourned.

MISCELLANEOUS ITEMS
The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the June
8, 2018 payroll.

The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests:
• Sheriff's Office Fund #121, Department #163 in the amount of $5,346.00 for the emergency
purchase and installation of a compressor unit at their Work Release facility using Law and Justice
Funds.

Auditor's Office — Elections Department Fund #001, Department #141 in the amount of
$150,271.20 to purchase a Clear Ballot voting system as their current system is at "end of life"
and they have no back up system, using Current Expense funds.
Economic Enhancement Strategic Infrastructure Program Fund #113, Department #155 in
the amount of $884,000.00 to the for the following SIP Projects:
o #2018-06 Port of Ephrata, Overhead Cranes, $75,000 grant
o #2018-07 Port of Mattawa, Sentinel Gap Industrial Park, $195,000 grant and
$195,000 loan
o #2018-08 City of Warden, Waterwaste System Lift Station, $419,000 grant

Jill Hammond, Administrative Services Coordinator, discussed her request.
Commissioner Stevens read into the record the request from the Auditor's Office — Elections
Department.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Taylor seconded and the motion passed unanimously. Commissioner Taylor moved to approve the
budget extensions as presented. Commissioner Carter seconded and the motion passed

5. Recommendation to award the Request for Proposal (RFP) for the AS -400 Data Migration
Program project to the only submitter "A Systems Integrator" (ASI) in the amount of
$159,192.00 and begin the contract process. (Approved)

6. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,

A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to approve items 1 and

1. Interlocal Agreement with the Town of Wilson Creek for funding a yard waste collection
program for town residents. Term is July 1, 2017 through June 30, 2019 and to be reimbursed
by a Local Solid Waste Financial Assistance Grant from the Department of Ecology not to exceed
$3,400.00. (Approved)
2. Resolution No. 18 -060 -CC awarding a sub grant to Regional Board of Mayors, Electric City, for
the reimbursement of costs associated with oil recycling in the Grand Coulee Dam area.

1:45 p.m. — 2:00 p.m. Open Record Public Hearing, New Columbia Water Users Association
Franchise
The Commissioners held an Open Record Public Hearing to consider a franchise application from
New Columbia Water Users Association for a 50 year franchise to construct, operate and
maintain a domestic water system along certain county roads. Locations are View Place, Granite
Place, Section Place, Lakeview Blvd., NuCoulee Blvd, Spokane Blvd, Alcan Road, Cardinal Road
and Cardinal Place. All are located within S 10, 11, 14 and 15, T 28 N, R 30 E, WM.
Jeff Tincher, Public Works Director, discussed the application and stated that he recommends
approval.
Commissioner Taylor moved to close the public comment portion of the hearing. Commissioner
Carter seconded and the motion passed unanimously. Commissioner Carter moved to approve
the franchise as presented. Commissioner Taylor seconded and the motion passed
unanimously. The hearing adjourned. (Order granting franchise signed)
