GRANT COUNTY, WASHINGTON
A RESOLUTION ESTABLISHING
A CITIZENS COMMITTEE ON
THE GRANT COUNTY HAZARD-
OUS WASTE TREATMENT AND
DISPOSAL FACILITY
RESOLUTION NUMBER 89-76 -CC
WHEREAS, a hazardous waste treatment and disposal facility is
proposed to be located within Grant County, and
WHEREAS, the Washington State Legislature has directed the DOE
to implement a citizen/proponent committee on waste site applications,and
WHEREAS, the interests of the people of Grant County are best
served by full public review and consideration of relevant issues by
knowledgeable representatives of the people affected by the siting of
such hazardous waste facilities, and
WHEREAS, the Environmental Security Corporation has requested that
this Commission establish and support a process for public involvement
in reviewing issues of concern and participating in decisions on mit-
igation measures,
NOW THEREFORE BE IT HEREBY RESOLVED, that a Grant County Citizens
Committee is established for the purpose of examining matters set forth
in this resolution and such other matters which the Committee determines
are necessary in relation to the potential impacts of the Environmental
Security Corporation's hazardous waste facility on the people of the
County, and
BE IT FURTHER RESOLVED, that the Citizens Committee shall consider
the following issues:
Emergency services needs including fire, police and medical
Transportation impacts
Effects on air quality
Impacts on the economy of the county including the construction
phase, operations phase, costs for services related to the
facilities, public revenues generated by the project, effects
on tourism and recreation, economic development and mitigation
measures
Effects on agricultural interests including benefits, of the
free pesticide disposal program -and impacts on the value of
Grant County Agricultural products or land, and
BE IT FURTHER RESOLVED, the Citizens Committee which is hereby
established shall be composed of citizens of Grant County appointed
by the Commissioners and whose numbers shall include people who are
knowledgeable about public health, public safety, business growth and
new business development, agricultural economics and practices, and
environmental sciences, and
BE IT FURTHER RESOLVED, the Citizens Committee shall conduct this
process with the Environmental Secruity Corporation so that the concerns
of the general public of the County may be fully expressed, that these
concerns will be examined fairly in light of the best scientific and
technical information available, that the Committee will make careful
determinations about the need for mitigation measures, and that mitigation
proposals are fully and fairly negotiated with the Environmental Secruity
Corporation, and
BE IT FURTHER RESOLVED, that the efforts of the Citizens Committee
shall be coordinated with the efforts of any group which may later be
established pursuant to Washington Department of Ecology regulations
regarding citizen proponent negotiations.
