Week of August 21,1989
The Grant County Commissioners session was called to order at 9:00 a.m.
by Chairman Glenn Chamberlain. All of the Commissioners were in attendance
with the Clerk of the Board.
The Commissioners approved the minutes of the preceeding session.
Chairman Chamberlain was authorized to sign the Notice of Separation
or Work Interruption for the following:
Jennifer Boyd -Termination date 7/28/89 -Superior Court
Jane Montaney-Termination date 7/27/89 -District Court
Carolie Mullins -Termination date 8/7/89 -District Court
The Commissioners approved the starting salary of Martina Orman of the
District Court Office at $5.50 per hour effective August 14,1989.
The Commissioners approved the salary increase of Merrilou Gilmore of the
District Court Office at $1,117.80 per month effective August 1.,1989.
The Commissioners approved the salary of $5.50 for Carolie Mullins of
the District Court Office effective August 1,1989.
The Commissioners approved the starting salary of Irene Scott of the
District Court office at $993.60 per month effective August 1,1989.
The Commissioners approved the starting salary of Nicholas P. Dirks of
the Sheriff Department at $1,483.20 per month effective August 16,1989.
The Commissioners were notified that the Grant County Alcohol and Drug
Center will be hiring a Clerical/Receptionist at a salary of $1150 per month.
This is a new position approved by the Alcohol and Drug Administrative Board.
The Commissioners approved the request for transfer of the Health District
in the amount of $2,000.
The Commissioners approved the request for transfer of the Mental Health
DD Residential Program in the amount of $650.00.
Chairman Chamberlain was authorized to sign the Special Occasion Liquor
License of the Ephrata Boosters -Ephrata Chamber of Commerce for 9/9/89.
The Commissioners were notified by the Department of Ecology that Grant
County Permit #1989 -2 -Washington State Parks and Recreation Commission was
approved, with construction authorized after August 22,1989.
The Commissioners appointed Richard Hunt to a position on the Grant
County Boundary Review Board.
The Grant County Emergency Service Communication District Chairman Glenn
Chamberlain signed the 9-1-1 Agreement with the City of Moses Lake.
The Commissioners received a letter from the Washington State Parks and
Recreation Commission regarding problems with the Champs De Brionne Winery
Concerts.
Commissioner Chamberlain -was appointed to a position on the WSAC Legis-
lative Steering Committee.
A motion was made by Commissioner Goodwin and seconded by Commissioner
Chandler that Resolution Number 89 -78 -CC resolving that Robert Bendickson
is no longer a Grant County Designated Mental Health Professional be passed.
The motion carried.
A motion was made by Commissioner Goodwin and seconded by Commissioner
Chandler ,that Resolution Number 89 -79 -CC resolving that Dale Morris is no
longer a Grant County Designated Mental Health Professional be passed. The
motion carried.
A motion was made by Commissioner Chandler and seconded by Commissioner
Chamberlain that Resolution Number 89 -80 -CC relating to the facts requiring an
appropriation and expenditure of funds for the D.D.Residential Program 402-176
and setting a public hearing for September 12,1989 at 1:30 p.m. be passed. The
motion carried.
A motion was made by Commissioner Goodwin that seconded by Commissioner
Chandler that Resolution Number 89 -81 -CC authorizing application by the
Grant County Sheriff Department for Interagency Committee for Outdoor Recreation
funding assistance for Outdoor Recreation Project be passed. The motion
carried.
The Commissioners met with Alan Croft of the Department of Labor,and
Industries about matters of mutual concern.
The Commissioners met with various Elected Officials and Department
Heads about matters of mutual concern.
As there was no further business the session was continued until August
22,1989.
August 22,1989
The session was continued at 9:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Public Works Department regarding Trans-
portation Study -Moses Lake Area, Trinidad Creek Restoration, Temporary Employees,
Ephrata Landfill -Groundwater Monitoring, Road Department Operations.
The Commissioners appointed Commissioner Goodwin to the WSDOT Moses Lake/
1-90 Urban Area Transportation Study advisory committee.
A Public Hearing was held and a motion was made by Commissioner Chandler
and seconded by Commissioner Goodwin that Resolution Number 89 -82 -CC author-
izing an appropriation and expenditure of funds for the Current Expense Fund,
Operating Transfers -Out Department in the amount of $5,346 be passed. The
motion carried.
A Public Hearing was held and a motion was made by Commissioner Chandler
and seconded by Commissioner Goodwin that Resolution Number 89 -83 -CC author-
izing an appropriation and expenditure of funds for the Emergency Services
Fund x{102, Department x{144 in the amount of $8,404 be passed. The motion
carried.
A Public Meeting was held and a motion was made that Resolution Number
89 -84 -CC adopting the Planning Commission Recommendation on the Bruce Hetsler
zone change request be passed. The motion carried.
A continuation on the Denton Plat Public Meeting was held and a motion
was made to continue the matter until August 29,1989 at 10:30 a.m. to dis-
cuss the roads in the proposed plat. The motion carried.
A Public Meeting was held and a motion was made by Commissioner Goodwin
and seconded by Commissioner Chandler that Resolution Number 89 -85 -CC adopting
the Planning Commission recommendation on the Tyler Dean Brown Gone Change
request be passed. The motion carried.
The Commissioners appointed Julie Grammer to a further term on the Grant
County Housing Authority Board.
The Commissioners sent a letter to the Auditors' Office regarding the
processing of accounts payable.
The Commissioners received a claim for damages in the amount of $1700
from Hughie Reynolds. The matter was referred to the Prosecuting Attorney
for handling.
As there was no further business the session was adjourned until August
28,1989.
