Week of November 20,1989
The Grant County Commissioners session was called to order
at 9:00 a.m. by Chairman Glenn Chamberlain. All of the Commissioners
were in attendance with the Clerk of the Board.
The Commissioners signed the request for transfer in the Civil
Service Department in the amount of $2388.53.
Chairman Chamberlain was authorized to sign the Notice of
Separation or work interruption of Kirsten Jenicek of the Juvenile
Department effective November 10,1989.
Chairman Chamberlain was authorized to sign the Liquor License
Transfer from Gerald A. Brown, et ux to Brownies Korner. He also signed
Transfer from Gerald A. Brown, et ux to Roy J. Davis and Rhonda K. Davis.
The Commissioners sent a letter to Grant County Juvenile Depart-
ment regarding the formula to determin leave benefits on regular part-
time employees.
A motion was made by Commissioner Goodwin and seconded by Com-
missioner Chandler that Resolution Number 89 -114 -CC relating to the
facts requiring an appropriation and expenditure of funds for the Current
Expense Fund, Various Departments in the amount of $171,105 be passed.
The motion carried. Public Hearing will be held December 12,1989 at
1:30 p.m.
The Commissioners approved the Petition for Property Tax Refund
for Roy Massey, #89-30 in the amount of $465.80.
A motion was made by Commissioner Chandler and seconded by Com-
missioner Goodwin that Resoluiton Number 89 -115 -CC relating to the facts
requiring an appropriation and expenditure of funds for the Emergency
Services Fund ;102, Department #144 in the amount of $564.00 be passed.
The motion carried. Public Hearing will be held December 12,1989 at
1:30 p.m.
The Commissioners received signed Contract Amendments with
Department of Social and. Health Services on Contract #6500-75513(2)
and Contract #3820-72601(3) with Grant County Mental Health.
The Commissioners traveled to the Royal Slope with the Grant
County Pest and Disease Control Board members regarding problems of
mutual concern.
As there was no further business the session was continued
until November 21,1989.

The session was continued at 9:00 a.m. with all the Commis-
sioners in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Department regarding
Bid Award Recommendation -Pup Trailers, Bridge #202,#242,#243 & 'N' NE.,
Contract Extension Request -Basin Tree Service, Consultant AGreement
Amendment -B & V Waste Science & Tech.
The Commissioners awarded Dellinger Enterprises,Inc. of Ken-
newick the contract for Bridge #202,#242,#243,& N -NE Road in the
amount of $688,915.15.
The Commissioners approved the Public Works Recommendation that
the Contract for Pup Trailers be awarded to Lynnwood Truck Equipment,Inc.
of Lynnwood,WA in the amount of $60,082.87.
The Commissioners signed Amendment No. 1 to Agreement between
B & V Waste Management,lnc. and Grant County for the Ephrata Landfill
Compliance Project.
As of this date the Baord by a majority vote does approve for
payment those vouchers included in the list filed in the Auditors Office
11/21/89 in the total amount of $278,153.06.
Chairman Chamberlain was authorized to sign the Determination
of Non -Significance for the OF Group for the location and operation of
a Vodka Distillery.
The Commissioners appointed Dave Canfield to a position on the
Civil Service Commission effective January 1,1990 to replace Bill Robin-
son who did not choose to serve another term.
The Commissioners received a Claim for Damages by David Smouse.
The matter was referred to the Prosecuting Attorney for handling.
The Commissioners met with various Department Heads and Elected
Officials regarding matters of mutual concern.
As there was no further business the session was adjourned until
November 27,1989.
