A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to approve items 2
through 8 on the agenda as presented. The motion passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc.
2. Grant County Reimbursement for Reimbursement No. 5 on CDBG Public Services Grant No. 17-
62210-005 for the period of April 30, 2018, with the Department of Commerce and
administered through the OIC of Washington in the amount of $15,331.56. (Approved)
3. Maintenance Contract Quotation to Grant County Juvenile Court and Youth Services from
Crosshatch in the amount of $929.66 and an accompanying CMT Advantage Equipment
Maintenance Plan between Grant County and CrossMatch for fingerprinting software and
equipment, Contract #021884. (Approved)
4. Grant Agreement No. K2499 between State of Washington, Department of Agriculture, Fairs
Program and Grant County Fairgrounds for a capital improvement project funding not to exceed
$500,000 to replace bleachers at the Grant County Fair Facility. Term is June 30, 2019.

5. 2018-2021 Health Services Agreement (Grant County Jail) between Grant County, by and
through the Sheriff's Office, and Correctional Medical Associates (CMA) for the provision of
reasonable and necessary basic medical care to the inmates of the Grant County Jail and/or
satellite Work Release Facility. (Approved)

6. Contract between Grant County and Cost Less Carpet Moses Lake for work and materials for
scope of work at 35 C Street NW, specifically, The Prosecuting Attorney's Office in Ephrata.
Project completion is set for June 11, 2018. Project cost will be $11,087.78. (Approved)
7. Two documents: (1) Port of Ephrata Use Agreement with Grant County for use of abandoned
taxi way for the purpose of conducting a Vehicle Driving Skills Course on May 29, 2018; and (2)
Release of All Claims, Covenant Not to Sue and Indemnify Agreement for the same
training/location on May 29, 2018. (Approved)
8. Gorge Amphitheater Alcohol Operating Plan, May 2018, between Grant County, by and through
the Grant County Sheriff's Office, and Legends Music, LLC and Live Nation Worldwide, Inc. Term
is May 21, 2018 through December 31, 2018.

1. Authorization to Purchase a Sheriff Vehicle through Washington State Contracts 1 each 2018
Ford Police Interceptor AWD Pursuit -Rated Utility/SUV in the amount of $35,117.26 including
$2,721.26 sales tax from Columbia Ford through DES contract #05916. (Approved)
2. Voise Property Acquisition: request approval for Jeff Tincher, Public Works Director/County
Road Engineer to be the Signature Authority on all documents related to the purchase of the
Voise Property to be used for a County quarry site. (Approved)
3. Resolution No. 18 -053 -CC for Notice of Hearing to consider an ordinance modifying Ch.
11.36.020 of the Grant County Code titled "Vehicles and Traffic" allowing the use of Wheeled
All -Terrain Vehicles (WATV) upon designated county roads. Specifically, the roads within
Sunland Estates and Crescent Bar Road. The public hearing is to be scheduled for June 5, 2018 at
1:45 p.m. (Approved)

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1,
and 3 through 10 on the agenda as presented. Item 2 was not ready for signature. The motion passed
with 2 Commissioners in attendance.

3. Budget extension request from the Administrative Services Coordinator in the amount of
$884,000.00 to the Economic Enhancement Strategic Infrastructure Program Fund (113.155) for
the following SIP Projects: (Approved, the public hearing was scheduled for June 12, 2018 at
10:00 a.m.)
a. #2018-06 Port of Ephrata, Overhead Cranes, $75,000 grant
b. #2018-07 Port of Mattawa, Sentinel Gap Industrial Park, $195,000 grant and
$195,000 loan
c. #2018-08 City of Warden, Waterwaste System Lift Station, $419,000 grant
4. Request from the. Board of Equalization Chairman to reduce the Board's member count from
five to three members. This is allowable per RCW 84.48.014. (Approved)
5. Special occasion liquor license application for Zacky's Charity Events for their event being held at
Sagecreek Campground from June 22-24, 2018, from the Washington State Liquor and Cannabis
Board. (Approved)
6. New liquor license application for Sun Red Cider, 7514 Road U -NW, Quincy, from the
Washington State Liquor and Cannabis Board. (Approved)
7. Assumption liquor license application for Block 40 Country Market, 10578 Road 10 -NE, Moses
Lake, from the Washington State Liquor and Cannabis Board. (Approved)
CENTRAL SERVICES
8. Request for a budget transfer in the amount of $4,738.62for the extra costs associated with the
purchase of the metal detector equipment from Rapiscan for the new security initiatives in the
Law and Justice building. The transfer will be from Facilities Travel (001.112.518304300) to
Facilities Small Tools (001.112.518303564). (Approved)

9. Proclamation declaring May, 2018 as Mental Health Awareness Month. (Approved)

Pursuant to RCW 42.30.110(1)(i) Commissioner Stevens called an Executive Session to order at
3:00 p.m. to go until 3:10 p.m. to discuss with legal counsel representing the agency matters
relating to agency enforcement actions, or to discuss with legal counsel representing the agency
litigation or potential litigation. In attendance were Commissioners Stevens, Taylor and Carter,
Jim Mitchell, Civil Deputy Prosecuting Attorney, Melissa McKnight, Assessor, and Darryl
Pheasant, Treasurer. Commissioner Stevens closed the session at 3:10 p.m.
Once out of Executive Session, a motion was made by Commissioner Stevens, seconded by
Commissioner Carter, to sign a Mediated Agreement regarding Moses Lake Irrigation and
Rehabilitation District (MLIRD) v. Darryl Pheasant as Treasurer of Grant County and ex officio
Treasurer of MLIRD (Pheasant). The motion passed unanimously.
