HomeMy WebLinkAboutMinutes - BOCCMINUTES GRANT COUNTY BOARD OF COMMISSIONERS MONDAY, MAY 14, 2018 The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance. 8:30 a.m. — 9:00 a.m. Elected Official Roundtable 9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 8) A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to approve items 2 through 8 on the agenda as presented. The motion passed unanimously. 1. Possible vouchers for insurance, legal services, grant administration, etc. 2. Request from the City of Soap Lake on Strategic Infrastructure Program (SIP) #2017-01, Paul Lauzier Community Park Renovation, for reimbursement request #2 to be made prior to completion of the project in the amount of $18,432.16 (due to tight cash flow). (Approved) 3. Grant County Economic Development Council 2018 Municipal Services Agreement with Grant County, Washington. Term through December 31, 2018 with compensation in the amount of $25,000 per year. (Approved) 4. Amended 2018 Agreement Regarding Use of County Property for Public Purpose between Grant County and Ephrata Chamber of Commerce for its Car & Toy Show and Shine event on July 21, 2018 for utilization of a portion of the Courthouse and surrounding area including Parking Lot "F". (Approved) 5. Reimbursement Request (A-19) for contract work performed by Grant County, by and through Grant Integrated Services, during April, 2018 on Washington State Department of Corrections contract in the amount of $228.75. (Approved) 6. Reimbursement Request (A-19) for contract work performed by Grant County, by and through Grant Integrated Services' Prevention and Recovery Center (PARC), during March 2018 on Washington State Department of Social & Health Services Division of Behavioral Health and Recovery Contract No. 1763-94250 in the amount of $6,788.40. (Approved) 7. Saffiretix Addendum between Grant County, through the Fairgrounds, and Saffire to provide online ticket sales for the 2018 Fair via the Fairgrounds website. Term is one year. (Approved) 8. Amendment A to the Washington State Department of Commerce, Community Services and Housing Division, Office of Crime Victims Advocacy Children's Advocacy Center Child Centered Services VOCA Initiative, Grant Contract No. 18-31219-401, with Grant County, by and through New Hope Domestic Violence & Sexual Assault Services. This amendment modifies the budget by shifting funds between line items. They informed him that they were unable to discuss the details before the hearing. Mr. Cassiano discussed inalienable rights, Blacks Addition, 2008 Real Estate Market Crash, urbanizing rural areas, UGA areas, and water quality.. 11:00 a.m. —11:50 a.m. Commissioners at Public Works Road Supervisor Meeting (Public Works, Ephrata) 1:00 p.m. —1:20 p.m. T Jones, Patrol Vehicle Discussion 1:30 p.m. —1:50 p.m. M McKnight, Assessor's Office Update (Did not attend) 2:00 p.m. — 2:10 p.m. Open Record Public Hearing, Central Services and Fairgrounds Budget Extensions The Commissioners held an Open Record Public Hearing to consider the following budget extension requests: • Fairgrounds Fund #309, Department #000 in the amount of $902,000.00 for the grandstand bleacher replacement project (permitting, waste disposal and miscellaneous expenses). $500,000.00 was obtained from a State Health and Safety Grant. The balance will be paid from the sale of the fairgrounds property. • Fairgrounds Fund #309, Department#000 in the amount of $12,050.70 to install an auto - sampling device for the Fairgrounds discharge water to the City of Moses Lake Sewer System. This device is an ISCO brand equipment and will be purchased from Whitney Equipment as it is currently installed on the system and is compatible. Funding will come from the County Fairgrounds Sewer Project monies. • Central Services Fund #127, Department #169 in the amount of $150,611.88 to purchase equipment and hire personnel for security enhancements to the Law and Justice Building. This will include a Rapiscan X -Ray Screening System, Walk -though Metal Detector, Miscellaneous construction costs and Phoenix Protective Corp. personnel. Funding is being requested from the Trial Court Improvement fund. • Central Services Fund #121, Department #163 in the amount of $11,087.78 to purchase carpet for the Prosecuting Attorney's Office. Bond funds were previously going to be used to fund this project but they are no longer available. Funding will come from Law and Justice funds. Tom Gaines, Central Services Director, discussed his requests. Mickey Webb, Fairgrounds Director, discussed his requests. Commissioner Carter moved to close the public comment portion of the hearing. Commissioner Taylor seconded and the motion passed unanimously. Commissioner Taylor moved to approve the budget extensions as presented. (Approved) SHERIFF'S OFFICE 2. Request to purchase Northpointe Suite COMPAS Classification software and licenses from equivant in the amount not to exceed $36,000.00. This was approved in their Capital Expenditures budget and would come from Law and Justice Funds. (Approved, Resolution No. 18 -051 -CC was signed authorizing the sole source purchase) 3. Request for emergency purchase and installation of a compressor unit at their Work Release facility. A quote was received from Basin Refrigeration in the amount of $5,346.00 and a budget extension is also being requested as this was not anticipated in their 2018 budget. They recommend using Law and Justice Funds. (Approved, the public hearing was scheduled for June 12, 2018 at 10:00 a.m.) CENTRAL SERVICES 4. Request permission to publish a Request for Proposal (RFP) for the purposes of converting all data on the AS -400 archival system to a format useable by the departments that must continue to access the data. The anticipated cost is between $125,000.00 - $150,000.00 and the Auditor's O&M Funds are available for this cost. Request to purchase a Clear Ballot voting system in the amount of $150,271.20 as their current system is at "end of Life" and they have no back up system. They are requesting Current Expense funds. (Approved, the public hearing was scheduled for June 12, 2018 at 10:00 a.m.) AUDITOR'S OFFICE — ACCOUNTING DEPARTMENT 6. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $235,093.52) NEW HOPE 7. Request to purchase portable interview equipment from Centurion Building Services LLC in the amount of $8,162.64 using Children's Advocacy Center Child Center Services VOCA Initiative grant funds. (Approved, Resolution No. 18 -050 -CC was signed authorizing the sole source purchase) 8. Request to purchase Laptop computer equipment in the amount of $6,792.68 through CDW-G via Technology Services using Department of Social and Health Services (DSHS) and Sexual Assault grant funds. The motion passed unanimously. 1. Authorization to Call for Bids for the 4 -NE Road Project with a bid opening date of June 5, 2018 at 1:30 pm. (Approved) 2. Authorization to Purchase a JRB Quick Coupler and Attachments on the 2018 Equipment Expense Program through the National Joint Powers Alliance (NJPA) process: One (1) each JRB Quick Coupler with Bucket and two (2) sets of forks attachments in the amount of $28,672.39 not including sales tax. This equipment will be purchased from Pape Machinery, Inc., through the NJPA process, Contract #032515-JDC.
