GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, APRIL 16, 2018
The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.
9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 8)
A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items 2
through 8 on the agenda as presented. The motion passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc.
2. Reimbursement Request (A-19) for contract work performed by Grant County, by and through Grant
Integrated Services' Prevention and Recovery Center (PARC), during February, 2018 on Washington
State Department of Social & Health Services' Division of Behavioral Health and Recovery Contract
No. 1763-94250 in the amount of $6,926.22. (Approved)
3. Request from the City of Soap Lake on Strategic Infrastructure Program (SIP) #2017-01, Paul Lauzier
Community Park Renovation, for one reimbursement to be made prior to completion of the project
in the amount of $21,281.54 (due to tight cash flow). (Approved)
4. Addendum to Commercial Lease Agreement dated April 21, 2017, by and between Mario and Cindy
Padilla as Lessors, and New Hope, As the Lessee (Grant County) for New Hope office space that will
include the additional space for Children's' Advocacy Center. The increase in rent will be
$800/month. (Approved)
5. Grant County Reimbursement for Reimbursement No. 4 on CDBG Public Services Grant No. 17-
62210-005 for the period of March 31, 2018, with the Department of Commerce and administered
through the OIC of Washington in the amount of $15,375.37. (Approved)
6. Core, Prevention and Specialized Sexual Assault Services Funding Application between Grant County,
dba New Hope and Department of Commerce, Office of Crime Victims Advocacy for $266,754 from
July 1, 2018 through June 30, 2019. This contract is for the provision of sexual assault services to
Grant and Adams Counties. (Approved)
7. FY19 Children's Advocacy Center Funding Application between Grant County, dba New Hope and
the Department of Commerce, Office of Crime Victims Advocacy for $92,495.00 from July 1, 2018
through June 30, 2019. This contract is for the provision of children's advocacy services to Grant
County and Adams Counties. (Approved)
8. Memorandum of Understanding from Moses Lake School District. MLSD is requesting transfer of
approximately 3.74 acres of property located east of the Grant County Fairgrounds and north of
MLSD Parcel #170613002 which was purchased by Moses Lake School District from the County in
2017. If approved the Moses Lake School District will reconstruct the Green Gate road. (Approved)

MISCELLANEOUS ITEMS
Department Head Review
A McGuire, WSU Extension Update
The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the April
13, 2018 payroll.
The Commissioners signed Resolution No. 18 -045 -CC relating to a supplemental budget extension. The
public hearing was held on April 2, 2018 at 2:00 p.m. regarding the following:
• Economic Enhancement Strategic Infrastructure Program Ending Fund# 113, Department# 155
in the amount of $70,000.00 ($35,000 Grant, $35,000 Loan) for SIP project #2018-01 Port of
Quincy, Industrial Park No. 5, Site Improvements.
• Auditor's Office — Election Department Fund# 001, Department# 108 in the amount of $5,775.30
to purchase a Sharp MX-305ON printer/copier/fax from Business Interiors. Funding will come
from Current Expense.
• New Hope Fund# 128, Department# 170 in the amount of $8,367.00 to accept Verizon
Foundation funds received from a contract with WSCADV. Funds will be spend on wages,
mileage, and client non-food supplies.
• Central Services Fund# 126, Department# 168 in the amount of $194,861.54 for the emergency
generator replacement project. Funding from Real Estate Excise Tax funds.
• Central Services Fund# 121, Department# 163 in the amount of $28,000.00 for the purchase of
furniture for the Prosecuting Attorney's Office. Originally approved in their capital outlay
budget is $48,000.00. This extension would cover the added expense not known during the
2018 budget process and come from Law and Justice Funds.

AUDITOR'S OFFICE —ACCOUNTING DEPARTMENT
6. Request authorization for a short-term Interfund loan from the Solid Waste Fund #401 to
Current Expense Fund #001 to cover payroll and expenses anticipated to be incurred in April.
(Approved)
7. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved, in the amounts of
$882,240.82, $64,760.28 and $19.74)
FAIRGROUNDS
8. Budget extension request in the amount of $902,000.00 for the grandstand bleacher
replacement project (permitting, waste disposal and miscellaneous expenses). $500,000.00 was
obtained from a State Health and Safety Grant. Funding for the balance is to be determined.
(Approved, funding for the $402,000.00 balance will come from the sale of the fairgrounds
property. The public hearing was scheduled for May 14, 2018 at 2:00 p.m.)
9. Budget extension request in the amount of $12,050.70 to install an auto -sampling device for the
Fairgrounds discharge water to the City of Moses Lal<e Sewer System.
This device is an ISCO brand equipment and will be purchased from Whitney Equipment as it is
currently installed on the system and is compatible. Finding for this request is to be determined.
(Approved, funding will come from the County Fairgrounds Sewer Project. The public hearing
was scheduled for May 14, 2018 at 2:00 p.m.)
VETERANS SERVICES DEPARTMENT
10. Request to purchase a storage container in the amount of $3,647.99 from Simple Box. Funding
is available in their Miscellaneous Services Fund #104. (Approved)
CENTRAL SERVICES
11. Budget extension request in the amount of $150,611.88 to purchase equipment and hire
personnel for security enhancements to the Law and Justice Building. This will include a
Rapiscan X -Ray Screening System, Wall< -though Metal Detector, Miscellaneous construction
costs and Phoenix Protective Corp. personnel. Funding is being requested from Trial Court
Improvement funds. (Approved, the public hearing was scheduled for May 14, 2018 at 2:00
P.M.)
12. Budget extension request in the amount of $11,087.78 to purchase carpet for the Prosecuting
Attorney's Office. Bond funds were previously going to be used to fund this project but they are
no longer available. Current Expense funds are being requested. (Approved, but the BOCC
amended that the funding will come from Law and Justice Funds. The public hearing was
scheduled for May 14, 2018 at 2:00 p.m.)
