The motion passed unanimously. 1. Possible vouchers for insurance, legal services, grant -administration, etc. - 2. Memorandum of Agreement between Washington State University Extension and Grant County (Appendix A), for the period January 1, 2018 through December 31, 2018 to provide an extension program and funding in the amount of $100,632.00. (Approved) 3. Grant County Reimbursement for Reimbursement No. 3 on CDBG Public Services Grant No. 17- 62210-005 for the period of February 2018, with the Department of Commerce and administered through the 01C of Washington in the amount of $13,489.13. (Approved) 4. 2018 Agreement Regarding Use of County Property for Public Purpose between Grant County and Sage N Sun for its annual recreational event to be held June 7, 2018 through June 10, 2018. Recommendation to award the Road Stabilization 2018 project and to provide 718 tons of Magnesium Chloride (30%) to EnviroTech Services, Inc. in the amount of $113,817.36 ($158.52/ton). (Approved) 2. Washington State County Road Administration Board (CRAB) Digital Submittal Certification form (due April 1). (Approved) 3. Request to the County Road Department for Reimbursable Work for the Town of Wilson Creek Bridge Load Rating project to be completed no later than 12/31/18 and not to exceed the maximum of $2,000.00. (Approved) 4. Execution of Contracts: (2) 58,000.00 2018 Truck Chassis awarded to Freightliner Northwest of Spokane, WA for $272,736.30 (including sales tax). The motion passed unanimously. 1:35 p.m. —1:40 p.m. Bid Opening, Road 28 -SW Reconstruction Project The following bids were received: • Hurst Construction $424,998.00 • Selland Construction $451,130.00 • Tommer Construction $517,108.25 • Granite Construction $489,168.00 • Wheeler Excavation $377,777.00 • HLT Construction $422,266.00 A motion was made by -Commissioner -Carter, secondedbyCommissioner-Taylor,-to turnthebids - -- - over to Public Works for their review and recommendation. The motion passed unanimously. 1:45 p.m. — 2:00 p.m. Open Record Public Hearing, Vacation of Alley between Lots 15 and 4 of the Trinidad Plat (Wayne Smith Petitioner) The Commissioners held an Open Record Public Hearing to consider a petition from Wayne Smith to vacate the rights-of-way known as the alley between lots 25 and 4 of Block 10, Trinidad Resurvey Plat, in S 18, T 20 N, R 23 E, WM. Jeff Tincher, Public Works Director, read into the record the following Engineers Report: The Board of County Commissioners of Grant County Washington has received a petition to vacate that portion of County Road Right -of -Way (ROW) being a portion of Right -of - Way known as the alley between lots 25 and 4 of Block 10, Resurvey of and Addition to Trinidad, lying in Section 18 of Township 20 North, Range 23 East W.M., all in Grant County, Washington, as highlighted on the attached Exhibit A. The Board of County Commissioners determined that consideration should be given to the petition and directed the County Road Engineer to prepare a report on the proposed vacation and abandonment for a public hearing to be held at 1:45 PM, March 27, 2018. The Notice of Hearing was published in the County Official Newspaper and the Noticeof Hearing was posted at each termini in compliance with RCW 36.87.050. This section of County Road ROW is currently unimproved and the County does not maintain an active Road on this ROW. All affected parcels are either owned by the proponents or have frontage on other currently maintained public roads. I find that, this section of County Road is not necessary and useful to the public and the public would be benefitted by its vacation and abandonment. Commissioner Taylor seconded and the motion passed unanimously. Commissioner Taylor moved approve the vacation as presented. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. The motion passed unanimously. COMMISSIONERS OFFICE 1. Commissioners Office and Public Defense Vouchers. (Approved) 2. Commissioners March 5, 2018 Minutes for approval. (Approved) 3. New liquor license application for Emerald Desert Nursery, 7499 Road L.5 NW, Quincy, WA 98848, from the Washington State Liquor and Cannabis Board. (Approved) TECHNOLOGY SERVICES 4. Request to purchase technical assistance and network support services from Ednetics (their Cisco hardware support VAR) in the amount of $17,688.80 (including tax) to design and configure DMVPN network service. This was approved in their 2018 budget. (Approved) DISTRICT COURT 5. Budget extension request in the amount of $2,715.89 to purchase a laptop via Technology Services for Courtroom 209, using Trial Court Improvement Funds. (Approved, public hearing scheduled for April 30, 2018 at 11:00 a.m.) AUDITOR'S OFFICE— ACCOUNTING DEPARTMENT 6. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved. The total amount is $427,359.10) MISCELLANEOUS ITEMS The Commissioners approved the recommendation of the Public Works Director to award the 28 -SW Road Construction project (CRP 17-03) to Wheeler Excavation in the amount of $377,777.70. The Commissioners signed a 29 Year Dedicated Service Award to Howard Anderson.
