GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, FEBRUARY 5, 2018
The Grant County Commissioners session began at 9:00 a.m. with Commissioners Taylor and Carter in
attendance. Commissioner Stevens was out and excused..
9:00 a.m. — 9:20 a.m. J Strickler, ASC Update and Misc BOCC Action (Items 1 through 6)
A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve item 5 on
the agenda as presented. Items 2 through 4, and 6 were not ready for signature. The motion passed
with 2 Commissioners in attendance.
1. Possible vouchers for insurance, legal services, grant administration, etc.
2. Anticipating: Grant County Economic Development Council 2018-2019 Municipal Services
Agreement with Grant County, Washington. Term is January 8, 2018 through December 31,
2018 with compensation in the amount of $25,000. (Item not ready for signature)
3. Anticipating: Amendment to Amerigroup Washington, Inc. Participating Provider Agreement
with Grant County, by and through its Grant Integrated Services department. The amendment
modifies Attachment A— Behavioral Health Capitation (Medicaid Reimbursement), and attaches
the Behavioral Health Services Wraparound with Intensive Services. Effective date is January 1,
2018. (Item not ready for signature)
4. Anticipating: BOCC Chair's "electronic signature" on Garda Cl Northwest, Inc.'s Armored Car
Service Agreement with Grant County, by and through the Treasurer's office. Term is January 1,
2018 through January 1, 2019. (Item not ready for signature).
5. Detention Services Agreement between Martin Hall Juvenile Facility Board and Grant County,
Washington. Term is January 1, 2018 through December 31, 2019. (Approved. This item was
originally signed on 12/25/17 but is now being rescinded and replaced with this document).
6. Anticipating: 20.18-2019 Professional Services Agreement, Conflict and Overflow Investigator,
between Grant County and Marvin Scott. Term is February 1, 2018 through December 31, 2019.

District Court Grievance Meeting (Cancelled)
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $838,839.17, as recorded on a Fisting
and made available to the Board.
The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the
February 2, 2018 payroll.

The session was continued at 9:00 a.m. with Commissioners Stevens and Carter in attendance.
Commissioner Taylor was out for the morning and excused.

Hog Mowers and Mack Dump Truck
The Commissioners held an Open Record Public Hearing to declare surplus 2-Bush Hog Mowers
and a 1981 Mack Dump Truck,
Mickey Webb, Fairgrounds Director, stated that once surplus'd, he plans to sell these items via
public online auction.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Stevens seconded and the motion passed with 2 Commissioners in attendance. Commissioner
Carter moved to approve the surplus as presented. Commissioner Stevens seconded and the
motion passed with 2 Commissioners in attendance. The hearing adjourned.

A motion was made by Commissioner Taylor Stevens, seconded by Commissioner Carter, to approve
items Ithrough 3 on the agenda as presented. Items 4 and 5 were not ready for signature. The motion
passed unanimously.
1. Request to purchase the following for their Central Shop (tools and equipment) (Approved)
a. One (1) each HDS-35, 4 Post Truck Lift in the amount of $14,963.00 and two (2) each RJ
15, Rolling Bridge Jacks in the amount of $4,900.00 excluding sales tax, including
shipping from BenclPak, Inc. through NASPO ValuePoint Contract#05316 administered
through the Department of Enterprise Services.
b. One (1) each EEWH312A Swing Arm Tire Changer in the amount of $4,580.08, excluding
sales tax, including shipping from Snap -on Industrial through NASPO ValuePoint
Contract #05316 administered through the Department of Enterprise Services
c. One (1) each TPMS3Tire Sensor System Tool with one (1) each Programmable Sensor
Add -on in the amount of $1,244.69 and one (1) each Master Interchangeable Puller Set
with Tool Control Cabinet in the amount of $2,349.95 excluding sales tax, including
shipping from Snap -on Industrial through NASPO ValuePoint Contract #04316
administered through the Department of Enterprise Services
2. Authorization to Call for Bids: 58,000 lb. Truck Chassis 2018 with bid opening date of February
27, 2018 at 1:30 pm. (Approved)
3. Recommendation to award the Rock Rake Teeth purchase to Pohl Springs Works in the amount
of $6,825.00. (Approved)
4. Anticipating: Quote Award: Carbide Cutting Edges (Not ready for signature)
5. Execution of Contracts: Herbicide Materials 2018 (Not ready for signature)
• Items 15, 17, 25, % of 29, %2 of 45, 48 —to Crop Production Services Inc. in the amount of
$27,163.30 not including sales tax.

A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to turn the bids
over to Public Works for their review and recommendation. The motion passed unanimously.

A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to turn the bids

2:30 p.m. — 2:50 p.m. G Dano, Prosecuting Attorney's Office Update
Pursuant to RCW 42.30.110(1)(i) Commissioner Stevens called an Executive Session to order at
2:57 p.m. to go until 3:02 p.m. to discuss with legal counsel representing the agency matters
relating to agency enforcement actions, or to discuss with legal counsel representing the agency
litigation or potential litigation. In attendance were Commissioners Stevens, Taylor and Carter,
and Jim Mitchell, Civil Deputy Prosecuting Attorney. Commissioner Stevens closed the session at
3:02 p.m.

A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items 1
through 8 on the agenda as presented. The motion passed unanimously.

2. Commissioners January 22, 2018 Minutes for approval. (Approved)
3. Letter of reappointment for Carl Russell to the Grant County Mosquito Control District #2 for
another 2 year term from March 31, 2018 through March 30, 2020. (Approved)
4. Change of location application for Empire, moving to Moses Lake, WA, from the Washington
State Liquor and Cannabis Board. (Approved)
CENTRAL SERVICES
5. Request for budget extension in the amount of $11,132.11 to receive insurance reimbursement
funds due to equipment damages caused by recent power outages. (Approved, the public
hearing was scheduled for February 27, 2018 at 10:00 a.m.)
6. Request for an emergency purchase and bypass the bidding process for the purchase of an
emergency generator for the courthouse complex. The current generator has failed and no
longer possible to repair. (Approved)

JUVENILE COURT AND YOUTH SERVICES
7. Request for budget extension in the amount of $524,153.27 for salaries and benefits that were
not calculated correctly in their 2017 budget and for expenses related to the transition to Martin
Hall Detention Center that were not budgeted. (Approved, the public hearing was scheduled
for February 27, 2018 at 10:00 a.m.)
PROSECUTING ATTORNEYS OFFICE
8. Request for out of state travel for Chad Jenks to attend the Karpel Solutions National User
Group Meeting from May 1— 3, 2018 in St. Louis, MO. (Approved)
