A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 4
through 30 on the agenda as presented. Items 2 and 3 were not ready for signature. The motion passed
with 2 Commissioners in attendance.
1. Possible vouchers for insurance, legal services, grant administration, etc.
2. Anticipating: Professional Services Agreement for Legal Representation of Indigent Individuals
in Grant County Superior Court (Adult Felony Only), Conflicts/Overflow Contractor, between
Grant County and N. Smith Hagopian. Term is January 1, 2018 through December 31, 2019.

3. Anticipating: Grant County Economic Development Council 2018-2019 Municipal Services

5. Interlocal Investment Services Agreement between Grant County, Washington, and the
Washington Rural Counties Insurance Pool (WRCIP) for participation in the County Investment
Pool, pursuant to RCW 39.34.080 and RCW 36.29.022. Term is from effective date of filing as
per RCW 39.34.040 after the agreement is executed by the County and shall end on December

6. Resolution No. 18-003-CC Authorizing Execution of Interlocal Investment Services Agreement

28. Signature Authorization Form and Amendment A to E911 County Coordinator Professional
Development Contract SFY 2018, No. E18-043, between the Washington State Military
Department and Grant County, Washington. The amendment serves to decrease the contract
amount by $23,000 for a new grant total of $23,000, in addition to modifying various terms and
conditions and the statement of work. (Approved)
29. Invoice No. 9985 for $150,000 payment to Port of Moses Lake for Industrial Waste Water
Treatment Facility at the Port of Moses Lake (pursuant to Resolution No. 99-47-CC for twenty-
year period of January 1, 1999 to January 1, 2019); payment is made through Economic

30. Invoice No. 9984 for $50,000 payment to Port of Moses Lake for Interlocal Industrial Process
Water Systems Agreement between Port of Moses Lake and Grant County (comprised of annual
payments of $50,000 for twenty-year period: January 1, 1999 to January 1, 2019); payment is

healthcare reserves required for Grant County's self -insured benefits program. Monies will be
transferred from the Interfund Benefits Fund #505.185 ($3,000,000.00) and the Interfund
Benefits Reserve Fund #505.000.30 ($500,000.00) into this newly created fund. This transfer of
funds is to be considered a "gift" to this Healthcare Reserve fund. (Approved, Resolution No.
