GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, DECEMBER 18, 2017
The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.
9:00 a.m. — 9:20 a.m. J Strickler, ASC Update and Misc BOCC Action (Items 1 through 16)
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 11
through 15 on the agenda as presented. Items 2 through 10, and 16 were not ready for signature. The
motion passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc.
2. Anticipating: BOCC signature on Appointment and Oath of Office of Special Deputy Prosecuting
Attorney between Garth Dano, Prosecuting Attorney, and Leslie Nellermoe of Nossman, LLP for
legal guidance and assistance, supervision and consultation, including advice, with respect to the
Grant County Public Works Department and environmental and landfill matters, and the
provision of legal opinions regarding such matters as may be appropriate to the County, as
directed by the Prosecuting Attorney's Office. Term is from date of final signature through
December 31, 2019. (Item not ready for signature)
3. Anticipating [Note: Name of the agreement and details yet to be determined]. Regarding the
City of Quincy agreeing with Grant County for payment of a portion of the Quincy Valley Medical
Center debt (registered warrants for hospital). (Item not ready for signature)
4. Anticipating: Grant County Historical Society Lease Agreement with Grant County, Washington,
for the Museum property located at 742 Basin Street NW, Ephrata, Washington. (Item not ready
for signature)
5. Anticipating: Professional Services Agreement for Legal Representation of Indigent Individuals
in Grant County Superior Court (Adult Felony Only), Conflicts/Overflow Contractor, between
Grant County and N. Smith Hagopian. Term is January 1, 2018 through December 31, 2019.

6. Anticipating: Professional Services Agreement for Legal Representation of Indigent Individuals
in Grant County Superior Court (Adult Felony Only), Conflicts/Overflow Contractor, between
Grant County and Clarke Tibbits. Term is January 1, 2018 through December 31, 2019. (Item not

7. Anticipating: 2018-2019 Professional Services Agreement, Conflicts/Overflow Investigator,
between Grant County and Gary T. Way, known as Way Investigations. Term is January 1, 2018

8. Anticipating: 2018 Animal Shelter Contract between Grant County, Washington, and Grant.
County Animal Outreach, Inc. Term is January 1, 2018 through December 31, 2018. (Item not

9. Anticipating through the Human Resources Department `Note: Name of the agreement and
details may slightly differ from this entry]: Agreement between Grant County and Healthcare
Management Administrators (HMA), the County's new Third -Party Administrator.

The agreement serves to replace Premera as the County's claims processor and Infinisource as
the County's COBRA administrator, permitting the County to unbundle its healthcare services.

10. Anticipating through the Human Resources Department [Note: Name of the agreement and
details may slightly differ from this entry]: Agreement between Grant County and Renalogic, a
specialty medical provider for End -Stage Renal Disease (ESRD). (Item not ready for signature)
11. Contract between Grant County and Del -Sol, Inc. for custodial duties in various County locations,
pursuant to the Custodial Request For Proposals (RFP). The Contract is administered through
the County's Central Services department. Term is January 1, 2018 through December 31, 2020,
subject to the Contract's terms of paragraph 3.2 and is in the amount of $253,167.12 per year.

12. Addendum to Contract No. SRW05358 between Grant County and Otis Elevator Company, to:
(1) add new courthouse elevator (machine # AEL467) to the existing service agreement for
$250.00 per month; and (2) reduce the price on elevator machine #D59370 to $250.00 per
month from modernization. The Addendum takes effect January 1, 2018. (Approved)
13. Reimbursement Request (A-19) for contract work performed by Grant County, by and through
Grant Integrated Services, during November of 2017 on Washington State Department of
Corrections contract in the amount of$228.75, (Approved)
14. Request from the City of George on Strategic Infrastructure Program (SIP) #2016-11, Industrial
Park No. 5 Water System Improvements, for reimbursements to be made in three (3)
installments (due to limited cash reserves that can be advanced towards timely payment of
project invoices). (Approved)
15. Request to create resolution to rescind 1996 Safety/Risk Management Policies & Procedures
Manual from the Grant County Central Safety Committee project review team. (Approved)

Contract between Grant County and Martin Hall for housing juvenile offenders. Term is January

MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $48,348.62, $22,690.09, and
$954,836.49, as recorded on a listing and made available to the Board.
The Chair of the Board was authorized to sign the Ryan Hopperstad (Hopperstad Short Plat (FU 71 Blk
40)) File # P 17-0347 (preliminary P 17-0165); and the Dorsey Winfree (Winfree Short Plat) File # P 17-
0386 (preliminary P 17-0151) Final Plat Submission and Review.

Extensions
The Commissioners held an Open Record Public Hearing to consider the following budget
extension requests:
• Sheriff's Office Fund #001 Department #114 in the amount of $74,985.00 to receive
reimbursement funds from Coulee City School District and Live Nation for overtime
wages (Fund 001.114).
• Sheriff's Office Fund #001 Department #114 in the amount of 12,100.00 to receive
reimbursement funds from the Washington State Patrol for Marijuana Eradication and
overtime paid.
• Tourism Commission Fund #114 Department #156 in the amount of $13,000.00 from
Tourism beginning fund balance (114.156) for Professional Services and Communication
expenses not budgeted for.

Planning Department Fund #001 Department #111 in the amount of $5,980.00 from the
current expense fund to purchase SG SMARTConnect Merchant software and associated
training from Paladin Data and Point and Pay.
New Hope Fund #128 Department #170 in the amount of $142,349.50 due to an
increase in revenues from VOCA increases to current grants, new funding sources and
successful fulfillment of new grant applications.
A motion was made by Commissioner Taylor, seconded by Commissioner Carter to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in attendance.
Commissioner Taylor moved to approve the budget extensions as presented. Commissioner
Carter seconded and the motion passed with 2 Commissioners in attendance. The hearing
adjourned. (Resolution No. 17-108-CC)

1. Authorization to Call for Bids: Herbicide Materials 2018 with a bid opening date of January 9,
2018 at 1:30 pm. (Approved)
2. Resolution No. 17-109-CC Notice of Hearing for the vacation of Right of Way known as T-NE
from Wheeler Road to 4-NE with a hearing date set for January 23, 2018 at 1:45 pm. (Approved)

HUMAN RESOURCES
Recommendation Memorandum regarding a request from Kevin Davis, Facilities &
Maintenance, for an exception to the Annual Leave Maximum and carry over 80 hours of annual
leave into 2018. The Director recommends approval. (Approved)

FACILIITES & MAINTENANCE
3. Request to surplus 4 — St. Johns workstations, Shelving Unit, Steel Shelving Unit and File Cabinet.
The majority of the items were broken desks that have been taken to the landfill. The other
items were broken and of no use and have also been taken to the landfill. (Approved)
VETERAN SERVICES
4. Recommendation by the Veteran Service Coordinator to fill a vacancy on the Grant County
Veterans Advisory Board that was created when Rod Davis resigned. After reviewing
applications the Coordinator would like to recommend Carrie McCormick to this board with the
term ending April 22, 2021. (Approved)
DEVELOPMENT SERVICES
5. Request for out of state travel for Damien Hooper to attend the American Planning Association
Conference from April 21- 24, 2018 in New Orleans, LA. (Approved)
GRANT INTEGRATED SERVICES
6. Request for signature on Vehicle Bill of Sale for a used Ford Econoline motor home that is being
purchased from Amerigroup Florida, Inc. that will be used for services around Grant County.

SHERIFF'S OFFICE — INTERAGENCY NARCOTICS ENFORCEMENT TEAM ONET)
7. Request for signature on Property Transaction Form to surplus an evidence alarm system, Asset
ID 102626. This item has been taken to the landfill. (Approved)
TECHNOLOGY SERVICES
8. Request for signature on Property Transaction Forms to surplus the following items: HP Laserjet
Enterprise P3015X printer, Pesom Powerlire S5 Projector and Equipment, Projector, HP Pro Book
6560B HP Laptop, Axis 223 Netcam Camera, and Axis Network Camera. These items were lost
and department has been unable to locate. (Approved)
9. Request for signature on Property Transaction Forms to surplus the following items: 2 each Axis
P5534 NTWK PTZ Camera. These two cameras are lost and department has been unable to
locate. (These are for the Sheriff's Office) (Approved)
