Agreement, Services for Victims and Survivors—VOCA, with Grant County, by and through its '
New Hope Domestic Violence and Sexual Assault Services department. Grant is for$100,096.00 �
with a term of November 1, 2017 through June 30, 2019. This Agreement is accompanied by a
number of forms that will require signature, as well. (Approved) �
13. Anticipating through the Human Resources Department lNote: Name of the agreement and I

Management Administrators (HMA),the County's new Third-Party Administrator. The 'i
agreement serves to replace Premera as the County's claims processor and Infinisource as the '
County's COBRA administrator, permitting the County to unbundle its healthcare services. (Item

14. Anticipating through the Human Resources Department(Note: Name of the agreement and �,
details may slightly differ from this entry]: Agreement between Grant County and Renalogic, a ',
specialty medical provider for End-Stage Renal Disease (ESRD). (Item not ready for signature) '�
15. Grant County Request for Reimbursement No. 1 on CDBG Public Services Grant No. 17-62210-
005 for the period July-October, 2017,with the Department of Commerce and administered �
through the OIC of Washington, in the amount of$1,913.68. (Approved) ;
16. BOCC signature on Appointment and Oath of Office of Special Deputy Prosecuting Attorney i
between Garth Dano, Prosecuting Attorney, and Anthony Menke of Menke Jackson Beyer, LLP
to serve as a Special Deputy Prosecuting Attorney to perform and render legal assistance and II
counsel regarding labor law, employment law and personnel matters, and such other matters ;
and proceedings as required by the Prosecuting Attorney or designee. Term is from date of final �
signature through December 31, 2018. (Approved) j
17. Addendum #1, Extension of Current Agreement(entitled "Commercial Lease"), between Steve i
and Chris Molitor and Grant County, by and through the Grant County Sheriff's Office,for the
property known as 391 Limit Street in Ephrata, Washington. The extension amends the
agreement's term to payment on a month-to-month basis until such time as either party desires
to terminate the agreement. (Approved) i
18. Reimbursement Request(A-19)for contract work performed by Grant County, by and through �
Grant Integrated Services, during October and November of 2017 on Washington State �
Department of Corrections contract in the amount of$457.50. (Approved) �

The Grant County Commissioners held an Open Record Public Hearing to consider the following
budget extensions and emergency repair requests for the Sheriff's Office: (

• Fund#001, Department#115 in the amount of$10,500.00 to purchase a new �
Carrier 5 ton package heat pump to replace the failed one at their Work
Release Facility

• Request for emergency repair of the ceiling in a jail cell, damaged by an
inmate. Stan's Construction and Son, LLC can perform the work for the amount �
of$2,778.84. A budget extension is also being requested to Fund#001, ;
Department#115 as they do not have the funds in their current budget for this
expense. �
• Request for emergency replacement of the evaporator coil in the walk-in ;
cooler at the Work Release Facility. Basin Refrigeration and Heating can ;
perform the work for the approximate amount of$ 3,550.00, A budget i
extension is also being requested Fund #001 Department#115 as they do not �
have the funds in their current budget for this expense. !
A motion was made by Commissioner Stevens, seconded by Commissioner Carter to close the ;
public comment portion ofthe hearing.The motion passed with 2 Commissioners in attendance.
Commissioner Stevens moved to approve the budget extension as presented. Commissioner �

The Commissioners held an Open Record Public Hearing to adopt the Six Year Transportation !
(mprovement Program for the years 2018-2023,
Jeff Tincher, Public Works Director, stated the highlights are: ADA sidewalks, updating priority
gravel to BST Program in the years starting in 2021 and 2023. �
