A motion was made by Commissioner Taylor, seconded by Commissioner Stevens,to approve item 2, '
and 4 through 11 on the agenda as presented, Item 3 was not ready for signature. The motion passed �
unanimously. ;

relating to the sale of County property to the Moses Lake School District#161,for the District's ;

Authorization Form. Funding is in the amount of$46,000 through the WSMD and State �

9. Real Estate Purchase Agreement between Grant County, by and through its Public Works
Department, and the Port of Royal Slope for the sale of praperty described as follows: Grant
County Assessor Parcel #160083002, located at 5035 Road 13.9 SW, Royal City, WA,together
with all building, improvement and fixtures constructed or located on the land (Buildings) and all
easements and rights benefitting or appurtenant to the Land (collectively,the Real Property).
The Real Property is legally described as: TAX#7688 THE FOLLOWING DESCRIBED REAL ESTATE
SITUATED IN THE COUNTY OF GRANT, STATE OF WASHINGTON: THE SOUTH HALF OF THE
SOUTHEAST QUARTER OF THE SOUTHEAST QUARTER OF SECTION 7,TOWNSHIP 16 NORTH,

10. Renewal of Small Enterprise License Agreement (County and Municipality Government, E214-3)
between Grant County and Environmental Systems Research Institute, Inc. (Esri)for GIS
software access, maintenance of the software, credits for web-based trainfng, and ability to �
deploy the software when and where needed. This is for a three year term in the amount of
$162,000.00 (no increase in price). (Approved) !
11. Interlocal Investment Services Agreement between the City of Quincy and Grant County,
Washington,for Quincy to invest monies in the County investment pooL Term from date of final i
signature to December 31, 2022. (Approved) i

John and Bernice Williams of Quincy came in to discuss Rd. 13. Road maintenance, does not ,
plow all the way down to J.8. Because of the fire, sagebrush and other vegetation has burned
that would provide a wind break. With this gone,they believe there will be more drifting this
winter.Their road used to get plowed and grated, but that has stopped and want to know why.
There was discussion about this part of the road may not be a County road. Richard discussed
how they would start the process to convert from private road to county road. The
Commissioners will check with Public Works and get bad<to Mr. and Mrs. Williams to find out if �
it is a county road in front of their property of if private.

, A motion was made by Commissioner Taylor, seconded by Commissioner Stevens,to approve items 2
and 3 on the agenda as presented. Item 1 was signed via the ASC Misc BOCC Action agenda. The
motion passed unanimously.
1. Real Estate Purchase Agreement with the Port of Royal Slope for the Port to purchase county
property located at 5035 Road 13.9 SW, Royal City (Parcel No. 160083002) and 5108 Road 13,9
SW, Royal City(Parcel No. 071390810). (This item was signed at the ASC Misc BOCC Action
agenda meeting)
2. Recommendation to award the Alternate Daily Cover 2017 project to Space Savers, Inc.to
furnish and deliver Waste Cover ADC, One pallet (40 each 50 Ib. bags)for the amount of
$1,041.24 and perform onsite testing to evaluate the effectiveness of said product. If after
testing the product proves suitable, Public Works will provide a further recommendation to
purchase additional product. (Approved)
3. Request to purchase Crack Filler Material from Special Asphalt Products, Inc. through a
Department of Enterprise Services contract in the amount of$36,256.82 less sales tax. (Crack
filler material will be used on Dodson Road between Frenchman Hills Road and SR 26 in
preparation for an HMA Overlay in the spring of 2018). (Approved)
