Commissioner Taylor was out and excused. 8:30 a.m.—9:00 a,m. Elected Official Roundtable Meeting 9:00 a.m,—9:20 a.m. J Strickler,ASC Update and Misc BOCC Action (Items 1 through 5) A motion was made by Commissioner Stevens, seconded by Commissioner Carter,to approve items 1, 2, 4 and 5 on the agenda as presented. Item 3 was not ready for signature. The motion passed with 2 Commissioners in attendance. 1. WA State STOP Formula Grant Renewal Application for FFY 2017 funds (grant period Jan 1, 2018-Dec 31, 2018), between New Hope and the Office of Crime Victims Advocacy. This funding is for the support of communities in their efforts to develop and strengthen effective law enforcement and prosecution strategies to combat violent crimes against women and to develop and strengthen victim services in cases involving violent crimes against women. The STOP Grant recognizes that victims are best served when all systems are working together toward the common goal of support victims and holding offenders accountable. (Approved) � • Grant County funds: $17,762 ' • Adams County funds: $15,416 � 2. Sexual Assault Services Competitive Application (grant period Jan 1, 2018-December 31, 2018), ; between New Hope and the Office of Crime Victims Advocacy. A competitive application to be used to support efforts to develop and strengthen services and effective strategies in response j fio the crime of sexual assault against adults or youth, age 11 and older, in Washington state. � (Approved) � 3. Anticipating: Letter of Agreement for Grant County Tourism Kiosk between Jesse Shergill of ; Shergill Enterprises, LLC and Grant County, Washington,for the administration and maintenance { of a Grant County Tourism Commission I<iosk to be placed on property located at Big Wally's, 9944 N. The motion passed with 2 Commissioners in attendance, 1, Execution of Contracts: 3-NE Road Overlay Project (CRP 17-04) awarded to Granite Construction Co. of Moses Lake, WA for the bid amount of$422,090.30. (Approved) 2. Request to the County Road Department for Reimbursable Work between Grant County and Washington State Parks and Recreation Commission to Pave and Patch Repair on Park Lalce Road between the Mirror Creel<and Deep Lake Road Intersection (Sun Lakes& Dry Falls State Parks) to be completed no later than 6/30/2018 and not to exceed a maximum of$5,000. (Approved) 1:45 p.m.—1:55 p.m. Open Record Public Hearing, Vacating 8-NW Rights-of-Way in S 23, T20N, R26EWM The Commissioners held an Open Record Public Record to consider the petition request from the Hesse family to vacate the unbuilt Right-of-way of 8-NW. Jeff Tincher, Public Works Director, read into the record his engineer's report: The Board of County Commissioners of Grant County Washington has received a petition to vacate a portion of County Road Right-of-Way(ROW), the South 30 feet of the SE%of Section 23, Township 20 North, Range 26 East W.M., all in Grant County, Washington, as highlighted on the attached Exhibit A. The Board of County Commissioners determined that consideration should be given to the petition and directed the County Road Engineer to prepare a report on the proposed vacation and abandonment for a public hearing to be held at 1;45 PM, September 26, 2017. The Notice of Hearing was published in the County Officia/Newspaper and the Notice of Hearing was posted at each termini in compliance with RCW 36.87.050. This section of County Road ROW is currently unimproved and the County does not maintain an active Road only this ROW. All affected parcels are either owned by the proponents or have frontage on other currently maintained public roads. 1 find that, this proposed section of County Road ROW is not necesspry and useful to the public and the public would be benefitted by its vacption and abandonment. The motion passed with 2 Commissioners in attendance, Commissioner Taylor moved to approve the vacation as presented. Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. Request to purchase 9 small ballot boxes in the amount of$13,320,15 from Fort Knox Ballot Box, pursuant to RCW 29A.40.160(15)which requires a minimum of one ballot drop box per fifteen thousand registered voters in the county and a minimum of one ballot drop box in each city,town, and census-designated place in the county with a post office. (Approved) MISCELLANEOUS ITEMS Request from the Central Services Director for the sole source purchase of and installation of an automated Logic Control Infrastructure software and hardware system through Standard Plumbing and Heating. (Approved,Sole Source Resolution No. 17-088-CC) As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of$549,437.10, as recorded on a listing and made available to the Board. The Chair of the Board was authorized to sign the Johnny Reynolds (Reynolds Short Plat#2) File#P 17- 0195 (preliminary 17-0041) Final Plat Submission and Review.
