A RESOLUTION AUTHORIZING PARTICIPATION WITH THE MUNICIPALITIES,
HOUSING AUTHORITY OF GRANT COUNTY AND THE GRANT COUNTY ECONOMIC
DEVELOPMENT COUNCIL, IN A HOUSING NEEDS ASSESSMENT PROGRAM AND
"PLANNING ONLY" CDBG GRANT APPLICATION.
Recitals
1. Grant County has a shortage of affordable housing.
2. Participation in many DCD, block grant, private incentive and
public participation grants and projects requires that an
assessment be done of the availability of affordable housing
within the County to document housing shortages.
3. To better assist the County, each city and its citizens in
identifying and providing affordable housing participation with
the Municipalities, the Housing Authority of Grant County and
the Grant County Economic Development Council is in the best
interests of the County and its citizens.
Resolved
1. That Grant County agrees to serve as lead agency and the Grant
County Commission Chair be authorized to execute the necessary
documents in applying for a Washington State Community
Development Block "Planning Only" Grant to prepare a Housing
Needs Assessment, Citizen's Participation Plan and an Affordable
Housing Plan for the unincorporated areas of the County as well
as the cities and towns within the County.
2. That Grant County agrees to participate with the Municipalities,
the Housing Authority of Grant County and the Grant County
Economic Development Council in this housing needs assessment
through the proposed Interlocal Agreement.
3. That the Grant County Commission Chair be authorized to appoint
a Housing Committee with a representative to serve on the
County -wide Housing Task Force created by the Interlocal
Agreement.
