RESOLUTION NO. 93 -121 -CC
WHEREAS, Chapter 72.09 RCW has authorized Grant County (the "County") to
establish a Law and Justice Council (Council); and
WHEREAS, the Grant County Commissioners (Commissioners) believe the County
would benefit from a Law and Justice plan (Plan) which would seek to maximize local
law and justice resources, including personnel and facilities, reduce duplication of
services, and provide for sharing resources between local and state government in
order to accomplish local efficiencies without diminishing effectiveness;
WHEREAS, the Commissioners believe that the County would benefit from a Plan;
WHEREAS, the development of a local law and justice Plan to include review of
other law and justice matters as requested by the Commissioners would be beneficial by
providing alternatives to alleviate jail over -crowding and allowing Grant County
officials consideration and selective or total implementation of said Plan, and other
matters to which the local Council has been requested to respond;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Grant County that there is hereby established the Grant County Law and Justice
Council. Said Council shall have the following members from within Grant County:
1. The Grant County Sheriff;
2. A representative of the municipal police departments;
3. The Grant County Prosecutor;
4. A representative of the municipal prosecutors;
5. A representative of the city legislative authorities;
6. A Superior Court judge;
7. A District Court judge or Municipal Court judge;
8. The County Clerk;
9. The County Risk Manager;
10. The Secretary of Corrections;
11. The Administrator of Juvenile Court Services; and
12. The Chief Corrections Officer of the Grant County Jail.

LAW AND JUSTICE PLANNING COUNCIL
Any of the designated members may appoint a representative to attend Council
meetings.
BE IT FURTHER RESOLVED, that the Council will research, coordinate, plan,
and respond to requested directions from the Commissioners as an advisory board to
the Board of Grant County Commissioners regarding law and justice concerns within
Grant County.
BE IT FURTHER RESOLVED, that the administrative structure of the Council
shall be as follows:
1. All meetings of the Council shall be covered by the latest edition of
Roberts Rules of Order;
2. A Quorum shall consist of fifty percent (500) of the filled positions on the
Council; and
3. The Council shall organize and elect a chair at the first meeting scheduled
after selection of the complete Council and after the Commissioners have been advised
of the selections. The Chairperson shall call for periodic meetings of the Law and
Justice Council in order to develop a law and justice plan, in accordance with RCW
72.09.300, to be submitted to the Grant County Commissioners.
