Vehicle request update 4. 2 new funding opportunities 5, Executive Session-Personnel Pursuant to RCW 42.30.110(1)(g) Commissioner Carter called an Executive Session to order at 10:18 a.m.to go until 10:21 a.m. to review the performance of a public employee. In attendance were Commissioners Carter, Stevens and Swartz, and Suzi Fode, Director of New Hope. Commissioner Carter closed the session at 10:21 a.m. 10:30 a.m.—10:50 a.m. L Stoltman, Conservation District Update 11:00 a.m.—11:20 a.m. Open Record Public Hearing, Ordinance amending Ch. 6.10 of the Grant County Code titled "Fire Hazards" and Imposing Yearly Burn Restrictions. The Commissioners held an Open Record Public Hearing to consider adopting an ordinance that would amend Chapter 6.10 of the Grant County Code titled "Fire Hazards". The amendment will add language that will impose county wide burn restrictions every year beginning June 15t"and end August 315Y�with provisions for automatic extension if conditions warrant the extension; and implement burn restriction conditions and procedures, Dave Nelson, Fire Marshal and Building Department Director, stated that he's b2en with Grant County for 21 years and 20 of those years, a burn ban was imposed. It seems prudent to adopt this ordinance. This also adds the definition of a burn barrel. And institute an automatic burn ban every year. Annual burn ban has been changed to burn restrictions. Mr. Nelson went through the restriction list. The ordinance states that the Board of County Commissioners can , extend the burn restriction as needed. Jeremy Burns, Chief for the Ephrata Fire Department, and represents the Grant County Fire Chiefs and Commissioners,stated our communities are having to learn with wild fires. He understands that educating the public will be necessary. Dan Smith, Chief for Grant County Fire District No. 5 stated he is in support of the ordinance but is concerned with the dates; believes June 15t" is too soon to begin the burn restrictions. Believes starting later and ending later would be better. If the BOCC extends the burn restriction through this ordinance,then notification would have to be done each year if an extension is needed. This year is a good examples that fire season is extending through September. He supports having the ban through 10/1. It's going to be an educational process to get people to remember the annual burn ban dates. Commissioner Carter asked about orchards burning trees with pests. Silviculture is regulated by state law. Don Fortier, Chief for Grant County Fire District No. 3 also would lil<e to see the restriction dates extended to more time, He would like to also address shooting in the future, as it is also a cause of fires. Eric Linn, Chief for Fire District 10 and 11. He believes a broader date span would be better. The fire districts are seeing earlier and later fire season. June 1—Sept 30 Commissioner Stevens asked if the Board can approve an extension of the proposed dates of the burn restriction. The Clerk of the Board stated she believed that yes,the BOCC could. Jim Mitchell clarified that yes, he also believed that the BOCC can extend the dates of the proposed burn restriction. A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to close the public comment portion of this hearing. The motion passed unanimously. Commissioner Taylor moved to approve the ordinance with the amendment to extend the dates of the restriction to June 1 through September 30. Commissioner Stevens seconded the motion for discussion and stated that it appears that the Fire Chief recommendations are all over the board. Many different dates were recommended. Commissioner Taylor then amended his motion to change the dates of the restriction to June 15 to September 30th. Discussion ensued. There was no second to the amended motion so Commissioner Stevens stated the original motion by Commissioner Taylor still stands and called for the question. The motion passed unanimously and the hearing adjourned. (Ordinance No. 17-082-CC) 1:30 p.m,—2:20 p.m. J Tincher, Public Works Update A motion was made by Commissioner Taylor, seconded by Commissioner Stevens,to approve items 1 and 3 on the agenda as presented. Item 2 was not ready for signature.The motion passed unanimously. 1. Authorization to Call for Bids: Alternate Daily Cover 2017 with a bid opening date of October 3, 2017 at 1:30 pm. (Approved) 2. Execution of Contracts: Endeavor Safe Routes to School Project awarded to Neppel Electric& Controls LLC of Moses Lake, WA for the bid amount of$116,881.00. (Not ready for signature) 3. Recommendation to award the Supply and Installation of Service Windows at the Solid Waste Landfill in Ephrata to AI's Glass Service in the amount of$5,626,30 (not including tax). A Certificate of Sufficiency was received from the Auditor's Office validating the signatures of the registered voters, as required by RCW 52.04.011. As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of$780,042.93, as recorded on a listing and made available to the Board. WEDNESDAY,SEPTEMBER 6,2017 4:Op p.m.—5:00 p.m. VETERANS ADVISORY BOARD MEETING MISCELLANEOUS ITEMS The Commissioners authorized the Deputy Clerl<of the Board to stamp their signature to those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of$282.43, as recorded on a listing and made available to the Board. The Commissioners approved the recommendation of the Public Works Director to award the 3-NE Road Overlay Project to Granite Construction Company for the contract amount of$422,090,30 and authorized the Clerk of the Board to stamp their initials of approval.
