GRANT COUNTY BOA�D OF COMMISSIONERS MONDAY,AUGUST 28, 2017 The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance. 8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting 9:00 a.m.—9:20 a.m. J Strickler,ASC Update and Misc BOCC Action (Items 1 through 12) A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 2 through 12 on the agenda as presented. The motion passed unanimously. 1. Possible vouchers for insurance, legal services,grant administration, etc. 2. The American Red Cross Shelter Agreement between the Red Cross and Grant County, by and through the Grant County Fairgrounds,for use of the facility as an emergency shelter during a disaster. Term is from the date of final signature to December 31, 2019. (Approved) 3. Addendum 2— Extension of Current Agreement (to Vendor Agreement) between Grant County, by and through Developmental Disabilities, and Service Alternatives to provide Individual Supported Employment and Group Supported Employment. The Addendum modifies the contract's first addendum termination date from August 31, 2017 to October 31, 2017. (Approved) 4. Addendum 2— Extension of Current Agreement(to Vendor Agreement) between Grant County, by and through Developmental Disabilities, and First Choice Services to provide Individual Supported Employment and Group Supported Employment. The Addendum modifies the contract's first addendum termination date from August 31, 2017 to October 31, 2017. (Approved) 5. Addendum 2— Extension of Current Agreement(to Vendor Agreement) between Grant County, by and through Developmental Disabilities, and Goodwill lndustries of the Inland Northwest to provide Individual Supported Employment and Group Supported Employment. The Addendum modifies the contract's first addendum termination date from August 31, 2017 to October 31, 2017. (Approved) 6. Addendum 2— Extension of Current Agreement(to Vendor Agreement) between Grant County, by and through Developmental Disabilities, and EnTrustto provide Individual Supported Employment and Group Supported Employment and Community Access. The Addendum modifies the contract's first addendum termination date from August 31, 2017 to October 31, 2017. (Approved) 7. Addendum 2— Extension of Current Agreement(to Vendor Agreement) between Grant County, by and through Developmental Disabilities, and Moses Lake Community Health to provide for education and information services and Birth to Three Child Development Services. The Addendum modifies the contract's first addendum termination date from August 3�, 2017 to October 31, 2017. Interagency Agreement IAA18118 Between Washington State Administrative Office of the Courts and Grant County Juvenile Court for the Support of BECCA Programs and Services for the purpose of processing Truancy, At Risk Youth (ARY) and Child in Need of Services (CHINS) programs. Term is July 1, 2017 through June 30, 2018 with compensation in the amount of $84,399.00. (Approved) 9. Interagency Agreement IAA18082 Between Washington State Administrative Office of the Courts and Grant County Juvenile Court for the Support of CASA Programs for the purpose of increasing the number of children served by court-appointed special advocates in dependency matters or to reduce the average caseload of volunteers to recommended CASA standards, Term is July 1, 2017 through June 30, 2018 with compensation in the amount of$76,093.00. 10. Update to Grant County, Washington Policy No. 800, Leave & Holidays, Section 806, Leave Without Pay, paragraph 806.5. Effective date is August 30, 2017. (Approved) 11. For BOCC signature on behalf of Grant County, by and through its department of New Hope Sexual Assault and Domestic Violence Services: (Approved) a) Certification on Customer ldentification Questionnaire in compliance with 31 CFR 1020.220, "Customer ldentification Programs for Banks, Savings Associations, Credit Unions, and Certain Non-Federally Regulated Banks" Customer ldentification Program (CIP Rule), U.S. Bank National Association must identify its customers. This is for Grant County,doing business as New Hope; and b) (b) NASPO Political Subdivision Addendum between U.S. Bank and Grant County, doing business as New Hope. (The accompanying W-9 form will be signed by the Grant County Auditor for inclusion in the submittal packet by New Hope. 12. 2017 Agreement Regarding Use of County Property for Public Purpose between Grant County and the American Legion,Art Semro Unit Post 28/American Legion Auxiliary, Art Semro Unit 28 for its annual Patriot Day event to be held September 11, 2017 in front of the Grant County Courthouse (at 5:15 p.m.). He is requesting a support letter to rename the Grand Coulee Dam Third Power House to the Nat Washington Third Power House. Mr, Scellick is holding a kick-off event on October 6, 2017 at the Nat Washington House 11:00 a.m.—11:50 a.m. Budget and Finance Update 1:00 p.m. —4:00 p.m. Insurance Broker Presentation MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24,080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42,24,090, in the amount of$974,911.11, as recorded on a listing and made available to the Board. The motion passed unanimously. COMMISSIONERS OFFICE 1. Commissioners Office and Public Defense Vouchers. (Approved) 2. Request from the quincy Valley Medical Center(Public Hospital District#2)to increase their registered warrant limit to$5,000,000.00, (Approved. The Board notified QVMC that this is the final cap on registered warrants) 3. Budget extension request from the Administrative Services Coordinator in the amount of $886,231.00 for the Grants Administration Fund#190 to receive and spend a new Washington State Department of Commerce Consolidated Homeless Grant No. 17-46108-10 for pass through funding for the Housing Authority of Grant County. (Approved,the public hearing was scheduled for October 2,2017 at 1:30 p.m.) PLANNING DEPARTMENT 4. Approval of 2018 Comprehensive Plan and Development Regulation Updates to the Public Participation Plan. (Approved) FACILITIES AND MAINTENANCE 5. Request the re-allocation of capital outlay budget funds that were previously approved to purchase a Water Softener system for the Law and Justice building, to now repair the fire alarm/smol<e detectors in the jail. (Approved) SHERIFF'S OFFICE 6. Budget extension request in the amount of$21,000,00 to purchase a new power supply for the Programmable Logic Control (PLC) system. Funding will come from their Jail Concessions fund. (Approved,the public hearing was scheduled for October 2, 2017 at 1:30 p.m.) SHERIFF'S OFFICE—EMERGENCY MANAGEMENT 7, Request for proclamation declaring September 2017 as National Preparedness Month, (Approved) Page 5 of 6 Grant County Commissioners Minutes Week of August 28, 2017 MISCELLANEOUS ITEMS The Commissioners sent notice of the 2018 Budget Call and Preparation Review Areas to all Grant County Offices and Departments. Commissioner Richard Stevens was authorized to sign the Health District Voucher listing in the amount of$10,626.12. The Chair of the Board was authorized to sign a Washington State Military Department Amendment B on Grant Agreement No. E16-073, for the Grant County Sheriff's Department of Emergency Management.
