GRANT COUNTY BOARD OF �OMMISSIONERS
MONDAY,AUGUST 14. 2017
The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m,—9:00 a.m. Elected Official Monday Morning Meeting �
9:00 a.m.—9:20 a.m. J Strickler,ASC Update and Misc BOCC Action (Items 1 through 15)
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor,to approve items 3, 6,
7, and 9 on the agenda as presented. Items 2,4, 5,8, and 10 were not ready for signature. The motion
passed unanimously.
1. Possible vouchers for insurance, legal services,grant administration, etc.
2. Anticipating: The American Red Cross Shelter Agreement between the Red Cross and Grant
County, by and through the Grant County Fairgrounds, for use of the facility as an emergency
shelter during a disaster. Term is from the date of fiinal signature to December 31, 2019. (Item
not ready for signature)
3. 2017 Grant County and Thyssenkrupp Elevator Corporation Contract Extension (which is
Amendment#2 to the contract between Grant County and Thyssenkrupp Elevator Corporation
signed by the Board of County Commissioners on March 20, 2017). The amendment extends
� fihe contracts' Date of Completion from "on or before June 2017" to "September 30, 2017".

4. Anticipating—2017 Grant County and Cost Less Carpet Contract Extension (which is
Amendment#1 to contract between Grant County and Cost Less Carpet signed by the Board of
County Commissioners on April 17, 2017). The amendment extends the contracts' date of
substantial completion from "on or before June 31, 2017"to "August 31, 2017". (Item not ready
for signature)
5. Anticipating—Grant County Fairgrounds—KJ's Lawn Care Service Contract between Grant
County, by and through the Grant County Fairgrounds, and Kevin Judkin, d/b/a KJ's Lawn Care.
Term is January 1, 2018 through December 31, 2020. (Item not ready for signature)
6. Resolution No. 17-074-CC Authorizing Execution of Intergovernmental Cooperation Agreement
(Interlocal Agreement) between Grant County and the Grant County Conservation District for
Voluntary Stewardship Program. (Approved)
7. Intergovernmental Cooperation Agreement (Interlocal Agreement) between Grant County, by
and through its Planning Department, and the Grant County Conservation District for Voluntary
Stewardship Program (for the next funding cycle). (Approved)
8. Grant County Board of Commissioners Professional Services Agreement for the 2017 Fairground
Bleacher Replacement Project, Project No. 16258SA in the amount of$45,000.00 with Pacific
Engineering& Design, LLC. (Item not ready for signature)
9. Memorandum of Understanding for Operations of the Odyssey Case Management System
between the Administrative Office of the Courts and Grant County, by and through the Clerk's
Office. (Approved)

10. Anticipating: Reimbursement Request#1 on Washington State Department of Commerce on
Consolidated Homeless Grant (CHG) No. 17-46108-10, administered through the Grant County
Housing Authority, in the amount of$11,818.27, (Item not ready for signature)

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens,to approve items 1
and 2 on the agenda as presented. The motion passed unanimously.
1. Local Agency Professional Services Lump Sum Consultant Agreement No. 17-001 with Iteris Inc.
for Gorge Amphitheater and Campground Traffic Study Peer Review, in the maximum amount
payable of$13,500.00. (Approved)
2. Request to the Department of Transportation for a Federal Functional Class (FFC)change for
Maple Drive, 19 to 18, from Grape Drive to Stratford Road. (Approved)
2:00 p,m,—2:10 p.m. Bid Opening, Beverly Burke Road Overlay Project(SR 243 to SR 26),
CRP 17-01
IThe following bids were received:
• Granite Construction $2,501,476.50
• Central Washington Asphalt $2,124,410.00
• Columbia Asphalt Co, and Gravel $2,309,377.00
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to turn over the
bids to Public Works for their review and recommendation. The motion passed unanimously.
2:30 p,m.—2;50 p.m. Consent Agenda (Items 1 through 7)
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens,to approve items 1
through 6 on the agenda as presented. Item 7 was held for further review. The motion passed
unanimously.
COMMISSIONERS OFFICE
1. Commissioner's Office and Public Defense Vouchers. (Approved)
2. The Commissioners July 31, 2017 Minutes for approval. (Approved)
3. Special occasion liquor license application for Desert Aire Mens Club. Their event will be held at
the Snack Shack at Golf Course in Mattawa,WA. (Approved)

4. Letter of appointment to Farrah Wardenaar to the Board of Equalization for a 3 year term.
(Approved)
5. Multi-Agency Communications Center MACC Bond Claims Payment Request(Batch 01-38) in the
amount of$3,808.88. (Approved)
CENTRAL SERVICES
6. Request to proceed with the repair of fire alarms on the 2"d floor of the Jail. The Safety Team
has submitted a proposal in the amount of$19,750,00 (not including tax) and funding will come
from excess FEMA funds on a separate capital project. (Approved)
PROSECUTING ATTORNEY'S OFFICE
7. Resubmittal of a budget extension request that was previously denied at the 8/8/17 Consent
Agenda meeting. They are requesting a budget extension in the amount of$34,483.00 to
purchase Prosecutor by I<arpel Software from Karpel Solutions. The amount approved for this
purchase in their 2017 capital expenditure budget is$73,150.00 and the total amount needed is
$107,633.00. (This item is being held for further review until the 8/21/17 Consent Agenda
meeting)

MISCELLANEOUS ITEMS
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$447,645.58, as recorded on a listing
and made available to the Board.
On September 13, 2016 the Commissioners notified the Grant County Economic Development Council
that effective December 31, 2016,they will decline additional Strategic Infrastructure Program funding
(Fund 113) requests due to possible legislative reductions in funding and current obligations on
infrastructure bonds.This also affects the Economic Enhancement Rural County Fund 133. Today,
August 14, 2017,the Grant County Commissioners re-opened funding requests for the use of the SIP 113
funds,

MISCELLANEOUS ITEMS
Commissioner Richard Stevens was authorized to sign the Health District Voucher listing in the amount
of$9,805.68.
The Commissioners authorized the Deputy Clerk of the Board to stamp their signatures of approval to a
recommendation from the Public Works Director to award the Beverly Burke Road Overlay Project to
Central Washington Asphalt in the amount of$2,124,410,00.
