HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of January 24,1994 The Grant County Commissioners session was called to order by Chairman Helen Fancher. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners received a summons and complaint from Jesus "Jessie" De Lagarza, et al. The matter was referred to the Prosecuting Attorney for handling. The Commissioners approved the longevity rate for 1994 at $10.42. The Commissioners approved the salary increases for the Grant County Fairgrounds employees after evaluation by Willis and Associates. Ken Henderson to receive a $200 per month increase effective January 1,1994, Andrew Bechyne received a $200 per month raise effective January 1,1994 and an additional $200 to take effect January 1,1995, Deanna Mueller to receive a $200 per month raise effective January 1,1994. Linda Edwards was moved up to a 60% time employee effective January 1,1994. The Commissioners approved the reorganization of the Grant County Alcohol and Drug Center office staff personnel with salary increases as follows. Delete the secretarial fte position and hire a part-time clerical helper at $7.55 per hour, restructure the Office Assistant position with a salary increase to $1574 per month effective January 1,1994, restructure the Receptionist position with a salary increase to $1378 per month effective January 1,1994, promote Donna LeBlanc to the position of Accounting Clerk at 95% of proposed salary of $1747 per month effective January 1,1994. The Commissioners approved the request by the Sheriff's Department for the purchase of a vehicle needed for an additional deputy. Total amount including vehicle, shield, light bar, radio and siren to be $17,260 from admissions tax funds. The Commissioners approved the request by the Sheriff Department for the purchase of a line tracer including a power pack and charger from Capital Outlay in the total amount of $880.69. The Commissioners approved the salary of Gwyndolin Scott of the Sheriff Department at $1,364 per month effective February 15,1994. The Commissioners approved the salary increase of Linda Berg of the Sheriff Department to 90% of control salary for a Jail Cook. A motion was made by Commissioner Snead, seconded by Commissioner Allison that Resolution Number 94 -11 -CC regarding the Grant County Housing Needs Assessment be passed. The motion carried. Chairman Fancher was authorized to sign the Order for Re -sale of Tax Title Property requested by Arther T. Hillman of Electric City. The Commissioners received a fully executed copy of contract/ amendment #2315-93129(1) between Grant County and DSHS. The Commissioners met with representatives of the City of Moses Lake regarding their planned urban growth areas. As there -was no further business the session was continued until January 25,1994. January 25,1994 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding 10:00 a.m. bid opening(motor graders w/plows), Bid authorization -1994 Fuel Purchases, Bid Authorization Bridge #395(Adams Rd.) and Bridge #104('31' NE), Bid Award Recommendation -Cars and Pickups, Quit Claim Deed-SR262,Road approach permits, SR282-Drumheller Road, Levy Certification. A bid opening on Motor graders and plows was held and a motion was made by Commissioner Snead, seconded by Commissioner Allison that the bids be referred to the Public Works Department for their review and recommendations. The motion carried. The Commissioners signed an Authorization to Call for Bids for 1994 fuel purchases with the bid opening date to be March 1,1994 at 10:30 a.m. The Commissioners signed an Authorization to Cali for Bids for CRP 92-6,Bridge #104, Knopp's Hill, and CRP 93-7, Bridge #395, L.5 -SW with the bid opening date to be February 15,1994 at 10:00 a.m. The Commissioners signed a Contract with One Way Construction for CRP 93-12, Bridge #358, 5 -NW Road. The Commissioners approved the recommendations by the Public Works Department for the purchase of cars and pickups. The Commissioners appointed the following people to positions on the Grant County Law and Justice Council: Grant County Sheriff, William Wiester Moses Lake Police Chief, Fred Haynes Quincy Police Chief Merle Wilson Royal City Police Chief Noel Ballinger Grant County Prosecutor, John Knodell A representative of the municipal prosecutors, Richard C. Fitterer Ephrata Mayor, Dick Matheny Superior court Judge, Ken Jorgensen District Court Judge, Janis Whitener -Moberg County Clerk, Dedra J. Osborn County Risk Manager, Bob Mosher Secretary of Corrections, Lars Carlson A representative of the Administrator of Juvenile Court Services, Greg Grammer Grant County Jail Chief Corrections Officer, Pete McMahon Ex Officio Member, County Commissioner, Tim Snead A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 94 -12 -CC setting the levies for 1994 taxes be passed. The motion carried. The Commissioners approved the purchase of a diesel generator from Adams County for the price of $2690 from E-9-1-1 funds. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 1/24/94 in the total amount of $118,668.88.
