Week of May 23,1994
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Helen Fancher. All of the Commissioners were in attendance with the Clerk
of the Board.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners received the fully executed copies of the 1994 Dispatch
Agreement between the Grant County Sheriff's Office and the Quincy Police Department
and Quincy Fire Department.
The Commissioners approved the salary increase of Greg Hutchison of the Sheriff
Department to $2381 per month effective May 1,1994.
The Commissioners approved the salary increase of Sheila Poe of the Juvenile
Probation Department to $1,757 per month effective April 1,1994.
The Commissioners received a copy of City of Moses Lake ordinance no. 1621
annexing certain territory to the City of Moses Lake.
The Commissioners notified the Accounting Department of the salary increases
for the 1994 year for various employees.
As there was no further business the session was continued until May 24,1994.

The session was continued at 9:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding 10:00 a.m. bid
open ing-Auctioneering Services, HHW Collection Event-Sept.10(?), Six Year Program -
Projects(?), Reimbursable Work -Port of Mattawa, Personnel -Truck Driver Road District
No. 3.
The Commissioners held a Bid Opening at 10:00 a.m. for Auctioneering Services.
A motion was made by Commissioner Snead, seconded by Commissioner Allison that
the bids be referred to Public Works for their review and recommendation.
The Commissioners received a letter from the City of Ephrata regarding E-9-1-1
and Centralized Dispatch.
A Public Meeting was held regarding the Planned Unit Development request by
Robert Taylor, Sun Cliff Estates near Sunland Estates. A motion was made by
Commissioner Snead, seconded by Commissioner Allison to set a Public Hearing on the
matter for June 20,1994 at 1:30 p.m.
A Public Meeting was held regarding the proposed replat of Northshore Estates
Short Plat requested by James and Sharon Gallagher. A motion was made by
Commissioner Snead, seconded by Commissioner Allison that the matter be set for
Public Hearing June 20,1994 at 2:30 p.m. The motion carried.
A Public Meeting was held regarding the proposed replat of Geer Second Short
Plat requested by Dwight Carr. A motion was made by Commissioner Snead, seconded
by Commissioner Allison to sign the Determination of Non -significance. The motion
carried. A motion was made by Commissioner Allison, seconded by Commissioner
Snead to uphold the Planning Commission approval of the replat request with the
requirement that Public Works, Health Department, State Department of Health
recommendations, and that a Group B Water System permit be required prior to
development, or that they connect to the Moses Lake Municipal water and sewer
systems. The motion carried. Staff to prepare findings of fact.
Commissioner Fancher was authorized to sign the liquor license approval for
Desert Aire Golf Club,Moses Coulee Ranch, and Hill Top Mini -Market.
The Commissioners approved the starting salary of Carole Highland of the
Prosecuting Attorneys Office at $2,735 per month effective May 16, 1994.
The Commissioners signed the Public Works Payroll Journal for the month of May
in the total amount of $218,037.69.
As of this date the Board by a majority vote does approve for payment those
vouchers filed in the Auditors Office 5/23/94 in the total amount of $235,305.13.
As there was no further business the session was continued until May 26,1994.
May 26,1994
The session was continued at 10:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with representatives from other counties for a meeting
of the Upper Columbia River Counties group.
The Commissioners signed a sales concession agreement for the Grant County
Information Station Program requested by Grant County Tourism Commission.
As there was no further business the session was adjourned until May 31,1994.
