Week of May 31,1994
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Helen Fancher. All of the Commissioners were in attendance with the Clerk
of the Board.
The Commissioners read and approved as written the minutes of the preceding
session.
The Commissioners received a petition from home owners of O'Sullivan Shores
regarding the oiling of road J.2 S.E.
The Commissioners received some information regarding the SEPA review on the
Meadows Preliminary Plat from the Health Department.
The Commissioners signed the Payroll Warrants List #63369 through #63843 for
the month of May.
The Commissioners approved the request by the Planning Department regarding
the hiring of Larry Angell as a full time Growth Management Planner for the remainder
of the year to work on completion of the Comprehensive Plan.
The Commissioners received a request from the Ephrata City Council regarding
Enhanced 9-1-1.
The Commissioners signed the Public Works Department Voucher Approval #5-1
through 5-3 in the total amount of $17,020.68.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 5/31/94 in the total amount of
$308,435.07.
The Commissioners met with the Public Works Director regarding Bid
Recommend ation-Auctionee ring Services, Bid Authorization -Bridge No. 315, Martin Road,
Reimb. Work Request -Grand Coulee Project Hydro -Electric Authority, Quad RTPO-Status,
10:00 a.m. Franchise Hearing -Road '30' SW.
The Commissioners approved the recommendation of the Surplus Auction
Committee to award the bid for Auctioneering Services to Northwest Auction Company.
The Commissioners signed the Authorization to call for Bids on Bridge #315,
Martin Rd. Bid opening date to be June 28,1994 at 10:00 a.m.
The Commissioners held a Public Hearing regarding the application for County
Road Franchise requested by Byrd and Barnes to enter upon, construct, operate and
maintain certain facilities upon County Highways. A motion was made by Commissioner
Allison, seconded by Commissioner Snead to continue the matter until June 7,1994 at
10:00 a.m. The motion carried.
The Commissioners held a Public Meeting regarding the proposed Preliminary Plat
requested by J. Barney in a portion of S32,T20N.,R28E.W.M. near Grant County Airport
in Moses Lake. A motion was made by Commissioner Allison, seconded by
Commissioner Snead to uphold the Planning Commission recommendation of approval
subject to Public Works, State Department of Health, Grant County Public Utility District
recommendations. Staff to prepare findings of Fact. The motion carried.
The Commissioners held a Public Hearing regarding the Jim and Mary Thomsen
and Harvey and Lan Tai Schaapman zone change request from Agriculture to "S-A, "S-1 ",
"S-211, 1113-211, "C-R", "C -N" and "P -F" and amendment to the Planned Unit Development of
Valley View Estates containing 1,240 acres. Public comment was taken, and the public
comment portion of the Hearing was closed. A motion was made by Commissioner
Snead, seconded by Commissioner Allison that the matter needed to be discussed with
staff and would be adjourned to a time uncertain. The motion carried.
As there was no further business to come before the Board the session was
adjourned until June 6,1994.
