The Grant County Commissioners session began at 9:00 a,m. with all Commissioners in attendance.

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve item 8 on

2. Anticipating: Washington State Department of Social & Health Services DSHS and County
Agreement on General Terms and Conditions, (contract number not yet assigned),with Grant
County,through its Grant Integrated Services' Developmental Disabilities division. (Item not
ready for signature)
3. Anticipating: The American Red Cross Shelter Agreement between the Red Cross and Grant
County, by and through the Grant County Fairgrounds, for use of the facility as an emergency
shelter during a disaster, Term is from the date of final signature to December 31, 2019. (Item
not ready for signature)
4. Anticipating—2017 Grant County and Thyssenkrupp Elevator Corporation Contract Extension
(which is Amendment#2 to the contract between Grant County and Thyssenkrupp Elevator
Corporation signed by the Board of County Commissioners on March 20, 2017). The
amendment extends the contracts' Date of Completion from "on or before June 2017"to
"September 30, 2017", (Item not ready for signature)
5. Anticipating—2017 Grant County and Cost Less Carpet Contract Extension (which is
Amendment#1 to contract between Grant County and Cost Less Carpet signed by the Board of
County Commissioners on April 17, 2017). The amendment extends the contracts'date of
substantial completion from "on or before June 31, 2017"to "August 31, 2017". (Item not ready
for signature)
6. Anticipating: Interlocal Investment Services Agreement between Grant County and the Quincy
Columbia Basin Irrigation District to permit the County Treasurer to invest QCBDID monies into
the County's investment pool. Contract term is from date of final signature to December 31,
2020. (Item not ready for signature)
7. Anticipating—NOTE: Specific name of contract may change. Grant County Fairgrounds Lawn
'I Care Service Contract between Grant County, by and through the Grant County Fairgrounds, and

agreement No. 18-31310-165 with Grant County, by and through its New Hope Domestic �
Violence and Sexual Assault Services department. The grant is to support Core and Specialized
Sexual Assault Services Program grant activities with funding in the amount of$255,754.00 and
a term ofJuly 1, 2017 through June 30, 2018. (Approved)

As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$732,069.81, as recorded on a listing
and made available to the Board.

GRANT INTEGRATED SERVICES
6. Request for out of state travel for Teresa Hutsell to attend the 23rd National
Psychopharmacology Update Conference from February 14— 17, 2017 in Las Vegas, NV.

TECHNOLOGY SERVICES
7. Request to purchase security cameras and additional equipment in the estimated amount of
$25,778.91 for the Courthouse and Annex buildings security project. This was approved in their
capital budget. (Approved)
8. Request to allow 2 onsite trainings for 2 days each from Microcom Technologies for the Ubiquiti
Broadband Wireless Admin and Ubiquiti Enterprise Wireless Admin courses. The cost is
$7,960.00 for 4 employees to attend and the funding is currently in their training budget.

9. Request to increase their Advance Travel Cash Fund#114 from $5,000.00 to$10,000.00 due to
many employees attending training and traveling at the same time. (This item is being

The Commissioners held an Open Record Public Hearing to consider a petition from Jose Aguirre
to vacate certain county rights-of-way I<nown as Wheeler Townsite Excess in S 16,T 19 N, R 29 E,

Jeff Tincher, Public Works Director read into the record his engineer's report:
The Board of County Commissioners of Grant County Washington has received a petition
to vacate portions of County Road Right-of-Ways (ROWJ in the Town of Wheeler, lying in
Section 16 of Township 19 North, Range 29 East W.M., all in Grant County, Washington,
as highlighted on the attached Exhibit A.
The Board of County Commissioners determined that consideration should be given to the
petition and directed the County Road Engineer to prepare a report on the proposed
vacation and abandonment for a public hearing to be held at 1:45 PM, August 1, 2017.
The Notice of Hearing was published in the County Official Newspaper and the Notice of
Hearing was posted at each termini in compliance with RCW 36.87.050.
The proponents of the petition own the entire frontage along the petitioned County Road
Right-of-Way. These ROWs are along County maintained roads, Main Street#43030&3ra
Ave #43390. The County will be retaining a 60 foot minimum ROW width and 20 foot
radius at the intersection on all County maintained roads. All affected parcels are either
owned by the proponents or have frontage on other currently maintained public roads.
1 find that, these proposed sections of County Road ROW are not necessary and useful to
the public and the public would be benefitted by its vacation and abandonment.
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor,to close the
public comment portion ofthis hearing. The motion passed unanimously. Commissioner
Stevens moved to approve the vacation as presented. Commissioner Taylor seconded and the
motion passed unanimously. The hearing adjourned. (Resolution No. 17-067-CC)
