Week of July 5,1994
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Helen Fancher. Commissioner Snead was in attendance with the Clerk of the
Board. Commissioner Allison was out of the office most of the day due to illness.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners approved the starting salary of Roberta Chlarson of the
Sheriff's Department at $1,444.80 per month effective July 1,1994.
The Commissioners appointed Richard N. Flanigan of the Accounting Department
as Grant County's Americans with Disabilities Act Coordinator.
A motion was made by Commissioner Snead, seconded by Commissioner Allison
that Resolution Number 94 -83 -CC in the matter of adding the City of Ephrata to the
Emergency Service Communication District be passed. The motion carried.
The Commissioners set a Public Hearing for July 25,1994 at 1:30 p.m. regarding
a proposed ordinance establishing an excise tax on radio access lines.
The Commissioners set a Public Hearing for July 25,1994 at 2:30 p.m. regarding
a proposal to add the City of Ephrata to the Emergency Service Communication District.
The Commissioners met with the Public Works Director regarding a Bid
Authorization -Dover Street, Bid Authorization -Wing Plows, Waste Oil Amendment, Tire
Disposal.
The Commissioners signed an Authorization to Call for Bids for four wing plows.
Bid opening date to be July 19,1994 at 10:00 a.m.
The Commissioners signed an Authorization to Call for Bids for Dover Street. Bids
to be opened August 2,1994 at 10:00 a.m.
The Commissioners received a summons and complaint from Alaska Airlines,lnc.,
et al. The matter was referred to the Prosecuting Attorney for handling.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 94 -84 -CC in the matter of adopting a waste oil amendment to
the Regional Local Hazardous Waste Management Plan for Grant, Adams, and Lincoln
Counties be passed. The motion carried.
The Commissioners signed the payroll journal warrant #63914 through #64373
for the month of June.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 6/30/94 in the total amount of
$119,482.66.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 7/5/94 in the total amount of
$209,698.51.
The Commissioners received a signed copy of Contract 2315093129(5) between
the Department of Social and Health Services and Grant County Mental Health.
The Commissioners received a signed amendment to employment services
agreement between Grant County and S.L. Start and Associates.
The Commissioners received a signed amendment to employment services
agreement between Grant County and Career Path Services.
Chairman Fancher was authorized to sign the Agreement between Department of
Social and Health Service and Directions in Community Living. The document was sent
to the State for their signatures.
Chairman Fancher was authorized to sign the contract amendment between Grant
County Mental Health and Developmental Disabilities which was then sent to the
Department of Social and Health Services for their signature.
The Commissioners held a Public Hearing regarding the zone change request by
Lela Brown from Agriculture to Suburban of five acres in aportitntof S2,T21 N.,R26E.W.M.
near Ephrata. A motion was made by Commissioner Snead, seconded by
Commissioner Fancher to grant the zone change on 2 1/2 acres already developed from
Agriculture to Suburban, based on recommendations from the Health Department and
Department of Ecology. Staff to prepare findings of fact. The motion carried.
As there was no further business to come before the Board the session was
adjourned until July 11,1994.
