GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY,JULY 24,2017
The Grant County Commissioners session began at 8:3Q a.m. with all Commissioners in attendance.
8:30 a,m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a,m,—9:45 a.m. J Strickler,ASC Update and Misc BOCC Action (Items 1 through 15)
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 2, 5,
and 9 through 15 on the agenda as presented. Items 3,4, and 6 through 8 were not ready for signature.
The motion passed unanimously,
1. Possible vouchers for insurance, legal services,grant administration, etc.
2. Memorandum of Agreement between the State of Washington Department of Veterans Affairs
and Grant County,Washington which sets out the terms for Veterans Services.Term is August 1,
2017 through June 30, 2019. (Approved) �
3. Anticipating: Washington State Department of Social & Health Services DSHS and County
Agreement on General Terms and Conditions, (contract number not yet assigned), with Grant
County,through its Grant Integrated Services' Developmental Disabilities division. (Item not
ready for signature)
4. Anticipating: Shelter Agreement between the American Red Cross, a not-for-profit corporation
chartered by the United States Congress, and Grant County,for disaster relief
activities/emergency shelter at the Grant County Fairgrounds' facilities. Term is yet to be
determined. (item not ready for signature)
5. Washington State Department of Social & Health Services (DSHS) Agreement No. 1763-95998,
County Program Agreement�, PCAP, between Grant County,through its Grant Integrated Services
department, in the amount of$332,040.00. Term is July 1, 2017 through June 30, 2019.

6. Anticipating—NOTE: Specific name of contract amendment may change: Amendment#2 to
Contract between Grant County and Thyssenkrupp Elevator Corporation signed by the Board of
County Commissioners on March 20, 2017. The amendment extends the contracts' Date of
Completion from "on or before June 2017"to "on or before August 31, 2017". (Item not ready
for signature)
7. Anticipating—NOTE: Specific name of contract amendment may change: Amendment#1 to
Contract between Grant County and Cost Less Carpet signed by the Board of County
Commissioners on April 17, 2017, The amendment extends the contracts' date of substantial
completion from "on or before June�1, 2017" to "on or before August 31, 2017". (Item not
ready for signature)
8. Anticipating: Interlocal Investment Services Agreement between Grant County and the Quincy
Columbia Basin Irrigation District to permit the County Treasurer to Invest QCBDID monies into
the County's investment pool. Contract term is from date of final signature to December 31,
2020. (Item not ready for signature)

9. BOCC authorization on SmartGov transition through Paladin Data Systems Corporation (Sales
Order 2075)for an SG SMARTConnect Merchant unit and professional services for SG Web
Training and Configuration in the amount of$5,980,00 for Grant County, by and through the
Planning Department. (Approved)
10. BOCC authorization on Point & Pay Client Application on behalf of the Grant County Building and
Planning Departments (related to Smartgov Item #9 above). (Approved)
11. Update to Grant County, Washington Policy No. 50Q, Standards of Conduct,Section 512.8,
� County Motor Pool/Use of Personal Vehicles for County Business. Effective date is August 27,
2017. (Approved)
12. Subrecipient Agreement for CDBG Public Services between Grant County and the OIC of
Washington (on Grant County's grant agreement with the Washington State Department of
Commerce, No. 17-62210-005), (Approved)
13. Supported Living/Group Home Exhibit C, Revision#180100, on Washington State Department of
Social & Health Services (DSHS) Contract No, 1763-95888 with Grant County, by and through
Grant Integrated Services' Developmental Disabilities Department. (Approved)

Pursuant to RCW 42.30.110(1)(i) Commissioner Carter called an Executive Session to order at 9:02
a.m. to go until 9;17 a.m. to discuss with lega) counsel representing the agency matters relating to
agency enforcement actions, or to discuss with legal counsel representing the agency litigation or
potential litigation. In attendance were Commissioners Carter, Stevens and Swartz,June Strickler,
Administrative Services Coordinator and Mick McFarland,Attorney. Commissioner Carter closed the
session at 9:17 a.m.

As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$1,265,294.28, as recorded on a listing
and made available to the Board.

School with a bid opening date of August 22, 2017 at 1:30 pm. (Approved)
3. Washington State Department of Transportation Local Agency Agreement for podson Road
Overlay from SR 26 to Frenchman Hills Road for HMA overlay, shoulder finishing, raising

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor,to turn the bids

7. Request to transfer the Trial Court Improvement monies from the Law and Justice Fund per SSB

FAIRGROUNDS
8. Budget extension request in the amount of$8,650.00 to pay Pacific Engineering for materials
and an inspection of the Rodeo Arena Bleachers at the Fairgrounds. (Approved,the public
hearing was set for August 21, 2017 at 2:30 p.m.) ,
9. Budget extension request in the amount of$5,104.00 for dust control spray service using �
Envirotech Services, Inc. during the Grant County Fair. (Approved,the public hearing was set

10. Request to surplus one (1)Speed Measuring Device (Stalker Dual Radar Sn: DC097848)with the

PLANNING DEPARTMENT
13, Resolution relating to Comprehensive Planning in Grant County in accordance with the
Washington State Growth Management Act (RCW 36J0 A) and amending the 2006
Comprehensive Plan and associated Zone Changes. This 2017 Comprehensive Plan Amendment
hearing was held on July 18, 2017 at 3:00 p.m. (Approved, Resolution No. 17-064-CC)

21, 2017 payroll.

auditing officer as required by RCW 42.24,080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$27,055.01, as recorded on a listing and
made available to the Board.
