Week of July 25,1994
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Helen Fancher. All of the Commissioners were in attendance with the Clerk
of the Board.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners approved the salary of Roberta Chlarson of the Sheriff's
Department at $1,444.80 per month effective September 1,1994.
The Commissioners approved the salary increase of Linda Berg of the Sheriff's
Department to $1,592.00 per month effective August 1,1994.
The Commissioners approved the salary of William McClintock of the Sheriff's
Department to $2,089.60 per month effective June 1,1994.
Chairman Fancher was authorized to sign the approval of liquor license change
of Willows Trailer Village Grocery and Smith Bros. General Store.
The Commissioners notified the County Treasurer that Robert Sutter is authorized
to act as the treasurer for the E-9-1-1 funds for investment purposes and that the interest
on the funds is to be deposited in the E-9-1-1 fund.
The Commissioners approved the salary increase of Courtney Conklin of the
Sheriff Department to $2,089.60 per month effective July 1,1994.
The Commissioners approved the salary of Edwardo Gonzales of the Juvenile
Probation Department at 80 percent of the salary for a Bilingual Probation Counselor
effective July 18,1994.
The Commissioners approved out of state travel for Larry Yount of the Sheriff's
Department to travel to Portland, Oregon for a conference.
The Commissioners received the revised Urban growth Area boundaries for the
City of Moses Lake.
The Commissioners received a signed copy of contract #0102-GGG-5460(1)
between Department of Social and Health Services and Grant County regarding the
Juniper Ridge Group Home.
The Commissioners received information regarding the Meadows Preliminary Plat
from Maysae Norisada's attorney.
The Commissioners received a signed copy of the Interlocal Agreement for North
Central Prevention Consortium.
A Public Hearing was held and a motion was made by Commissioner Snead,
seconded by Commissioner Allison that Resolution Number 94 -90 -GC, Ordinance No.
94 -90 -CC establishing an Excise Tax on Radio Access Lines for continuing operation of
the Grant County Enhanced 9-1-1 Emergency System, and procedures for collection and
administration of said tax be passed. The motion carried.
A Public Hearing was held and a motion was made by Commissioner Snead,
seconded by Commissioner Allison that Resolution Number 94 -91 -CC, Ordinance No.
94 -91 -CC providing for the amendment of the existing ESCD to include the City of
Ephrata or in the alternative, the establishment of an Emergency Services
Communication District in the City of Ephrata and its consolidation with the existing
ESCD be passed. The motion carried.
The Commissioners met with various Elected Officials, Department Heads and
others regarding matters of mutual concern.
As there was no further business the session was continued until July 26,1994.
July 26,1994
The session was continued at 9:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding City/ County
Agreement -Dodson Road, Bid Authorization -Dodson Road, Bid Award Recommendation—
Wing Plows, Resolution—CRP, BR. #246, Recycling Logo, Vehicle Damage.
The Commissioners signed the Authorization to Call for Bids on Dodson Road
project with the Bid opening to be August 16,1994 at 10:00 a.m.
The Commissioners signed an agreement with the City of Ephrata on the Dodson
Road project.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 94 -92 -CC in the matter of initiating County Road Project
designated at CRP No. 94-15 be passed. The motion carried.
The Commissioners approved the Public Works bid recommendation on four wing
plows and awarded the bid to Sahlberg Equipment,inc. in the amount of $37,650.80.
A Public Meeting was held regarding the Jack Hilson preliminary plat proposal
located in a portion of the SE 1/4 of Section 17, Township 28N.,Range 30 E.W.M. A
motion was made by Commissioner Allison, seconded by Commissioner Snead to sign
the Determination of Nonsignificance. The motion carried. A motion was made by
Commissioner Snead, seconded by Commissioner Allison to uphold the Planning
Commission base don the recommendations of the Health District, Public Works
Department, and Grant County Fire Marshal. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 94 -93 -CC relating to the establishment of a change fund for the
Clerks Department be passed. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 94 -94 -CC relating to the transfer of funds within the 1994 budget
of the Law and Justice Fund in the amount of $175,000 for the Phase I remodel to the
Juvenile Department be passed. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 94 -95 -CC relating to the facts requiring an appropriation and
expenditure of funds for the Current Expense Fund #001, Juvenile Department #117 in
the amount of $25,000 be passed. The motion carried. Public Hearing to be held
August 16,1994 at 1:00 p.m.
The Commissioners signed the Public Works Payroll Journal for the month of July
in the total amount of $248,140.10.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 7/25/94 in the total amount of
$187,512.29.
The Commissioners held a Public Meeting regarding the zone change request by
William Sanowski from Agriculture to Suburban -Agriculture in a portion of Section 10,
Township 20 N.,Range 25 E.W.M. Farm Unit 24, Irrigation Block 71. A motion was made
by Commissioner Snead, seconded by Commissioner Allison that the matter be
continued until August 22,1994 at 1:30 p.m. at the request of the proponent. The motion
carried.
As there was no further business the session was adjourned until August 1,1994.
