Week of October 3,1994
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Helen Fancher. All of the Commissioners were in attendance with the Clerk
of the Board.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners approved the awarding of the Juvenile Department expansion
and renovation bids to S.G. Morin and Sons,lnc. in the total amount of $244,980.
The Commissioners approved the salary increase of Bili Owensby of the
Assessors office to $2094 per month effective October 1,1994.
The Commissioners approved the following Requests for Transfer of Funds within
the Grant County Fair budget:

The Commissioners received a signed copy of Permit #6793 from Department of
Transportation regarding the placement of the Tourism Kiosk in the George area.
The Commissioners approved the costs for Book Publishing Company to update
the County Code books.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 94 -107 -CC designating Christine Rojas, M.S. as a Designated
Mental Health Professional in Grant County be passed. The motion carried.
Chairman Fancher was authorized to sign the Notice of Separation or Work
Interruption on Diana Escamilla of the Grant County Health District.
A motion was made by Commissioner Snead, seconded by Commissioner Allison
that Resolution Number 94 -108 -CC adopting the Planning Commission recommendation
in the matter of approval of a Planned Unit Development on 252 acres into 65 lots in a
portion of Section 13, Township 18 North, Range 22 East, W.M. be passed. The motion
carried.
As there was no further business the session was continued until October 4,1994.
October 4,1994
The session was continued at 9:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding 1995 Cost -Share
projects.
The Commissioners approved the request by the Building Department to advertise
for a new position to assist with building permits and other duties.
Chairman Fancher was authorized to sign a letter updating the areas of
cooperation between the U.S. Department of Energy int he planning for and response
to operational emergencies at the Hanford site which might have consequences in Grant
County.
Chairman Fancher was authorized to sign the Determination of Non -significance
on the extension of power to the second jetty in the Town of Coulee City city park
requested by the Town of Coulee City.
Chairman Fancher was authorized to sign the Determination of Non -significance
on the mobile phone coverage for Ephrata and the surrounding area with one pre-
fabricated shelter to house radio equipment and a 250' guyed tower, requested by
United States Cellular Mobile Telephone Network.
Chairman Fancher was authorized to sign the Determination of Non -significance
on the use of agricultural ground for agricultural purposes, i.e. handling, piling, and
loading sugar beets for shipment by rail between October and December by Columbia
River Sugar Company in Farm Unit 299, Block 42, in a portion of Section 9, Township
18 N., Range 29 E.W.M.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 94 -109 -CC setting a public hearing for October 25,1994 at 1:30
p.m.relating to the facts requiring an appropriation and expenditure of funds for the
Tourism Fund #114, Department #156 in the amount of $12,000 be passed. The motion
carried.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 94 -110 -CC setting a public hearing for October 25,1994 at 1:30
p.m. relating to the facts requiring an appropriation and expenditure of funds for the
Current Expense Fund #001, Misc. General Government Department #125 in the amount
of $6,500 be passed. The motion carried.
A Public Hearing was held regarding the proposed revisions to existing zoning
districts, "S-1", "S-2", "O -SR", "S-A", and the addition of a new zoning district, "S-3". A
motion was made by Commissioner Snead, seconded by Commissioner Allison to
continue until a time to be determined later. The motion carried.
A Public Hearing was held regarding Grant County Housing Needs Assessment.
Chairman Fancher turned the hearing over to Commissioner Snead who has been more
involved with the housing needs assessment process. Commissioner Snead invited Roxi
Nanto to explain the process that has been used to gather data. Karen Maib from Grant
County Cooperative Extension Department asked about the study done by Tom Phillips,
and was told that it was a completely different study. A form to allow for further public
comment was distributed to those in attendance, to allow them to address their concerns
and comments on housing, community and economic issues and any other concerns
they might have related to this project.
The Commissioners signed the warrants list #65613 through #66226 for the
September payroll.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 9/30/94 in the total amount of
$141,489.35.
A continuation of a Public Meeting regarding the zone change request by Robert
G. Robinson from Agriculture to Commercial Freeway Service in a portion of Section 32,
Township 19 N., Range 29 E.W.M. was held. A motion was made by Commissioner
Snead, seconded by Commissioner Allison to uphold the Planning Commission denial
of this proposal with staff to prepare findings. The motion carried.
The Commissioners appointed Dora Quiroz and Ludene Gerhauser to positions
on the Grant County Mental Health and Developmental Disabilities Board.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 10/3/94 in the total amount of
$252,431.43.
As there was no further business to come before the Board the session was
adjourned until October 10,1994.
