Week of November 28,1994
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the
Board.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners approved the Request for Transfer of Funds in the amount
of $1800 requested by Cooperative Extension.
The Commissioners approved the request by the Juvenile Probation Department
for a budget extension for the 1994 year in the amount of $8,667.
Chairman Snead was authorized to sign the Notice of Separation or Work
Interruption of Alice J. DeBoer of the Health District.
The Commissioners approved the request for budget increase for the 1994
Elections budget in the amount of $4,000.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 94 -131 -CC adopting the Planning Commission
recommendation for approval of the request by Arlo Leishman for a zone change from
Suburban -Agriculture to Suburban in a portion of Section 1, Township 19N., Range 28
E., W.M. be passed. The motion carried.
The Commissioners held a Public Meeting regarding the zone change request by
Jim E. Ellsworth from agriculture to Heavy Industrial in the NW 1/4, SW 1/4 of the NW
1/4 of Section 7, Township 20 N, R26 E.,W.M.. A motion was made by Commissioner
Fancher, seconded by Commissioner Allison that the Planning Commission denial of the
request be upheld. The motion carried.
The Commissioners signed the 9-1-1 Emergency Communications Systems
Agreement between United Telephone Company of the Northwest and Grant County.
The agreement was then sent to United Telephone for their signatures.
The Commissioners held a continuation of a Public Hearing regarding the
proposed Hearings Examiner Ordinance. A motion was made by Commissioner
Fancher, seconded by Commissioner Allison that the matter be continued to a time
uncertain to gather further public input and then set another hearing date. The motion
carried.
As there was no further business the session was continued until November

The session was continued at 9:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding Resolution -Fund
Transfers(Solid Waste, Equipment Rental, and Pits and Quarries), Airway Drive, Annual
Road Program, Budget and Personnel.
The Commissioners signed the Employee Assistance Program Agreement with
Medical Service Corporation.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 94 -132 -CC relating to the transfer of funds within the
1994 budget of the Pits and Quarries Fund #560 be passed. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 94 -133 -CC relating to the transfer of funds within the
1994 budget of the Solid Waste Management Fund #401 be passed. The motion
carried.
A motion was made by Commissioner Fancher, seconded , by Commissioner
Allison that Resolution Number 94 -134 -CC relating to the transfer of funds within the 1994
budget of the Equipment Rental Fund #510 be passed. The motion carried.
The Commissioners received a signed copy of Contract and amendment numbers
2315-93129(8) between the Department of social and Health Services and Grant County.
A Public Hearing was held and a motion was made by Commissioner Fancher,
seconded by Commissioner Allison that Resolution Number 94 -135 -CC authorizing an
appropriation and expenditure of funds for the Current Expense Fund #001, Coroner
Department #120 in the amount of $5,000 be passed. The motion carried.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 11/28/94 in the total amount of
$139,314.28.
The Commissioners signed the Public Works Claims Fund Voucher Approval #11-
1 through 11-3 in the total amount of $88,008.72.
The Commissioners signed the Public Works Payroll for the month of November
in the amount of $228,919.19.
As there was no further business to come before the Board the session was
adjourned until December 5,1994.
