Week of December 19,1995
The Grant County Commissioners session was called to order by Chairman Tim
Snead. All of the Commissioners were in attendance with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners received a signed copy of a Memorandum of Agreement of
Grant County Developmental Disabilities and the Housing Authority of Grant County.
The Commissioners approved the salary of Victor E. Guzman of District Court at
$20.00 per hour as a Spanish Interpreter effective December 12,1994.
The Commissioners approved the Request for Transfer of Funds in the amount
of $4,303.69 in the Grant County Fairgrounds Department #158, Fund #116 budget.
The Commissioners signed the 1995 Law Enforcement Agreement between the
Town of Wilson Creek and the Grant County Sheriff's Office.
The Commissioners approved the request by the Juvenile Probation Department
for the purchase of a Copier for $6,670.53 and maintenance in the amount of $534.25,
with the funds to be provided by a DSHS grant.
The Commissioners approved the Request for Transfer of Funds in the amount
of $6,670.53 in the 1994 budget of the Juvenile Department #117, Operating Fund #001.
The Commissioners approved the salary increases for the Corrections Department
employees who settled their Union Contract for the 1994 year.
The Commissioners set a Public Hearing for January 17,1995 at 1:30 p.m.
regarding proposed changes to the Grant County R.V. Park Ordinances.
The Commissioners spent the remainder of the day working on the 1995 budgets.
As there was no further business to come before the Board the session was
continued until December 20,1994.
December 20,1994
The session was continued at 9:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding 10:00 a.m. Bid
Opening (County -wide Crushing), Load Restrictions, Supplemental Agreement -Frenchman
Hills, Snow & Ice Control -Witco, Vehicle Request -Sheriff's Office, 11:00 a.m. Mr. Knott,
Replat Lot 4 Pleasant View Acres, Port of Ephrata Appraisal, Drug/Alcohol Testing.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 94 -145 -CC in the matter of Load Restrictions on Grant
County Roads be passed. The motion carried.
The Commissioners held a bid opening regarding 1995 crushing contract. A
motion was `made by Commissioner Fancher, seconded by Commissioner Allison that
the bids be referred to Public Works for their review and recommendation. The motion
carried.
The Commissioners approved the salary increase of Veronica Quintanilla of the
Juvenile Probation Department to $1,853 per month effective January 1,1995.
The Commissioners denied a request by the County Clerk to put Christina D.
Neibef on the payroll as extra clerk hire.
Chairman Snead was authorized to sign documents regarding the Hanford Reach
area.
The Commissioners awarded the 1995 Crushing and Stockpiling bid to Tommer
Construction in the amount of $691,150.
The Commissioners approved the request by Planning Director Billie Sumrall to
carry over extra annual leave time into the 1995 year.
A motion was made by Commissioner Fancher, seconded by Commissioner
Allison that Resolution Number 94 -146 -CC relating to the transfer of funds within the 1994
budget of the Law and Justice Fund #121, Department #163 in the amount of $1,000
be passed. The motion carried.
A motion was made by Commissioner Fancher, seconded by Commissioner
Allison that Resolution Number 94 -147 -CC relating to the transfer of funds within the 1994
budget of the Current Expense Fund #001 in the amount of $50,000 be passed. The
motion carried.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 12/19/94 in the total amount of
$433,909.30.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 94 -148 -CC stating the Christine Rojas is no longer
designated to provide the services of a Mental Health Professional for Grant County
Mental Health be passed. The motion carried.
The Commissioners spent the remainder of the day working on the 1995 budget.
As there was no further business to come before the Board the meeting was
adjourned until 2:00 p.m. December 21,1994.

The session was continued at 2:00 p.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners spent the day working on the 1995 budget.
As there was no further business to come before the Board the session was
continued until December 22,1994.

The session was continued at 10:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners spent the day working on the 1995 budget.
As there was no further business to come before the Board the session was
adjourned until December 27,1994.
