HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of April 10,1995 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the request by the Sheriff's Office to pay the amount of $300.00 per year clothing allowance to the INET Sergeant. The Commissioners received a summons and complaint from Richard Roybal. The matter was referred to the Prosecuting Attorney for handling. A Public Hearing was held and a motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -38 -CC authorizing an appropriation and expenditure of funds for the C.R.I.D. 93-3 Construction Fund #323, Department #001 in the total amount of $247,589 be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -39 -CC, Ordinance Number 95 -39 -CC repealing Chapter 9A.06 and Chapter 9.06 of the Grant County Code, and reenacting a new section to the Grant County Code, regulating the control of dogs in Dog Control Areas within the County be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -40 -CC, Ordinance No. 95 -40 -CC relating to public safety and prohibiting minors from remaining in any public place in Grant County, defining the duties of parents and guardians charged with the custody and care of minors, and other adults; and providing penalties for violations thereof be passed. The motion carried. The Commissioners set a Public Hearing for April 25,1995 at 1:00 p.m. regarding a request for supplemental budget for All Terrain Vehicle Fund from unanticipated state funds in the amount of $11,884. The Commissioners held a bid opening regarding work to be done on the Ardell Pavilion. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that the bid be submitted to the Fair Board for review and recommendation. The motion carried. The Commissioners received notification from the Teamsters Union that the bargaining unit members in the Courthouse, Dispatch 911 and Prosecutors Office have ratified the negotiated settlement for wages and benefits for 1995. Chairman Snead was authorized to sign the Notice of Separation or Work Interruption of David A. Reed of the Assessors Office. The Commissioners approved out of state travel for Linda Edwards, Grant County Fair Manager to attend the managers conference in Whitefish Montana. Chairman Snead was authorized to sign the approval of Special Occasion Liquor License for the Desert Aire Mens Club. The Commissioners signed the Variance Permit and Substantial Development Permit requested by Washington State Department of Fish and Wildlife on Application No. GC -SDP -95-1 and GC -SDP -95-2 regarding handi-capped access. The Commissioners approved the salary increase of Cheryl Gantenbein of the District Court Department to the salary of a Deputy Clerk III effective January 1,1995. Chairman Snead was authorized to sign the Proposed Scope of Services Agreement with John Graham Associates. The Commissioners set a Public Meeting for April 1,1995 at 1:30 p.m. regarding the Donald F. Bean zone change request on 2.56 acres from Agriculture to Suburban -2 in a portion of S2,T21 N.,R26E.,W.M. The Commissioners notified the Auditor of 1995 salary increases for some employees. The Commissioners set a Public Meeting for April 1,1995 at 3:00 p.m. regarding the Preliminary Plat request by Martin Wymond on 40 acres into 16 lots in a portion of S2,T21 N.,R26E.,W.M. As there was no further business to come before the Board the session was continued until April 11,1995. April 11,1995 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding the Port of Ephrata, 1995 Asphalt Prices, and Crack Sealing-DL&I. The Commissioners signed the Request for Transfer of Funds in the Juvenile Department in the total amount of $8,514. The Commissioners notified the State Liquor Board that they had no problem with Paddy McGrews of Quincy providing catering service for liquor, wine and beer to Smith Bros. General Store, a Quincy restaurant on April 12,1995. The Commissioners signed the Public Works Department Claims Fund Voucher Approval #3-1 through #3-180 in the total amount of $666,019.62. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 4/10/95 in the total amount of $169,764.06.
