Week of July 17,1995
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Tim Snead. Commissioner Allison was in attendance with the Clerk of the
Board. Commissioner Fancher was out of town.
The Commissioners read and approved the minutes of the preceding session as
written.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 95 -91 -CC regarding transfer of sick leave be passed. The
motion carried.
The Commissioners received a signed copy of Contract Number 2743-98882
between the Department of Social and Health Services and Grant County Mental Health.
The Commissioners set a Public Hearing for August 7,1995 at 7:00 p.m. regarding
the City of Warden Interim Urban Growth Area.
The Commissioners approved the salary increase of Dahlia Rubio of the
Prosecuting Attorney's Department to Legal Secretary III salary effective July 1,1995.
The Commissioners set a Public Hearing for July 31,1995 at 3:00 p.m. regarding
the City of Royal City Interim Urban Growth Area.
The Commissioners set the following matters from the Planning Commission for
Public Meeting or Public Hearing:
Gary & Bonnie Remlinger Replat set for Public Meeting August 7,1995 at 1:30
p.m.
Norm Staat Replat set for Public Meeting August 7,1995 at 3:00 p.m.
Pat Maier Preliminary Plat set for Public Hearing August 8,1995 at 1:30 p.m.
Gary Morgan, Crystal Springs Phase II Preliminary Plat set for Public Hearing
August 14,1995 at 1:30 p.m.
Cecil Gullatt Zone Change set for Public Hearing August 15,1995 at 1:30 p.m.
Ted Smith Zone Change set for Public Hearing August 15,1995 at 3:00 p.m.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 7/17/95 in the total amount of
$538,369.24.
A Public Hearing was held regarding the Ed Johnson Planned Unit Development
request for 99 lots on 35 acres for the development of a mobile home subdivision in a
portion of the West half of the Northeast quarter of Section 2, Township 21 North, Range
26 East, W.M. between Ephrata and Soap Lake on State Highway 28. A motion was
made by Commissioner Allison, seconded by Commissioner Snead to uphold the
Planning Commission approval with the following items to be resolved, access issue with
Department of Transportation, Public Works, Fire flow or separation, State Board of
Health regarding water system and Staff to write up findings of fact. The motion carried.
As there was no further business to come before the Board the session was
continued until July 18,1995.
July 18,1995
The session was continued at 9:00 a.m. with Commissioner Snead and
Commissioner Allison in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Department regarding Bid
Authorization on 'M' Se, Bid Award Recommen dation-Airway Drive, Architectural Services
Agreement-Zeck/ Butler.
The commissioners accepted the Public Works Director recommendation and
awarded the bid for Airway Drive, CRP 94-6 to Harden Construction Company in the
amount of $624,678.80.
The Commissioners signed the Authorization to Call for Bids on August 8,1995 at
10:00 a.m.for the M -SE Rd. project.
The Commissioners approved the salary increase for Communication Officer
Monika Catey to $2,163 per month effective March 1995.
The Commissioners received notification from the Department of Transportation
that in accordance with the terms and conditions of Turnback Agreement TB 2-0030
executed on June 27,1995 the jurisdiction of roads, streets and highways covered by
said agreement are hereby transferred to Grant County effective August 1,1995.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 95 -92 -CC approving the Plat alteration for Ramona Haney for 4
lots on 5.0 acres in a portion of Section 11, Township 19 North, Range 28 East, W.M.
be passed. The motion carried.
The Commissioners approved out of State travel for Colette James to travel to
Boise, Idaho to attend Dissociative Identity Disorder training.
The Commissioners received signed copies of Agreement Number WA9597 and
Agreement Number G19597 with Grant County Mental Health.
The Commissioners received notification of acceptance of Ordinance 95 -62 -CC
regarding TCI Cablevision.
The Commissioners received a signed copy of the Architectural Agreement with
Zeck Butler Architects for the Public Works Department Complex.
As there was no further business to come before the Board the session was
adjourned until July 24th, 1995.
