Week of August 14,1995
The Grant County Commissioners session was called to order by Chairman Tim
Snead. All of the Commissioners were in attendance with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners approved the request by the Superior Court and the Clerks
Office for a position to be called Superior Court Interpreter/ Clerk.
Chairman Snead was authorized to sign approval of the Liquor License Special
Occasion Application of Desert Aire Men's Club.
The Commissioners were notified that Elvin Kulp, Extension Chairman would be
out of the office from August 15 through August 25 and that Bob Gillespie will be Acting
Chairman during that time.
The Commissioners held a Public Hearing on the Crystal Springs Phase II
Preliminary Plat application proposed by Gary Morgan for a subdivision into 36 lots on
75 acres. A motion was made by Commissioner Fancher, seconded by Commissioner
Allison to uphold the findings of the Planning Commission with Staff comments with the
exception of number 6, 7 and 8 to be met. Number 1 regarding 50 foot setbacks to
read, gross area of buffering will be 50 feet, with a least 25 feet on each lot. The
Engineer to address runoff with the Public Works Department and the Bureau of
Reclamation, a stipulation that the septic system will be stubbed to the front of the
property for possible future hookup with the City of Moses Lake sewer system, Staff to
prepare findings of fact to include marker, buffer delineations on wetlands. Motion
carried. A motion was made by Commissioner Allison, seconded by Commissioner
Fancher to amend the motion to include Fire Marshal requirements of 25 foot setback
or fireflow and include Public Utility District requirement for a 5 foot easement be passed.
The motion carried.
As there was no further business to come before the Board the session was
continued until August 15,1995.
August 15,1995
The session was continued at 9:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding State
Purchasing Agreement, CRP Resolution -Bridge #241, 'M' NE, and Hearing Notice -
Establishment, "D" NW.
The Commissioners were notified by the Public Works Director that the Martin
Road and Bridge #315 projects were built in accordance with the plans and
specifications, and that all materials incorporated into the project met contract
specifications.
A motion was made by Commissioner Fancher, seconded by Commissioner
Allison that Resolution Number 95 -102 -CC in the matter of initiating County Road Project
designated as CRP No. 95-17 be passed. The motion carried.
The Commissioners approved the request by the Grant County Alcohol and Drug
Center for a 4.5 percent salary increase for non-union personnel effective August 1,1995,
retroactive to January 1,1995. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 95 -103 -CC commending the Columbia Basin All-Star
Team on their win which allowed them to be in the World Series be passed. The motion
carried.
A Public Hearing was held regarding the Cecil and Enella Gullatt zone change
request from Agriculture to Suburban -Agriculture on 20 acres. A motion was made by
Commissioner Fancher, seconded by Commissioner Allison to uphold the Planning
Commission recommendation for approval with Planning Staff recommendations to be
adopted and Staff to prepare findings. Motion carried. A motion was made by
Commissioner Allison, seconded by Commissioner Fancher to amend the motion
removing #5 and #6 of Staff findings. Motion carried.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 8/14/95 in the total amount of
$438,507.
A motion was made by Commissioner Fancher, seconded by Commissioner
Allison that Resolution Number 95 -104 -CC supporting Kittitas County in their request for
compensation from the United States Department of Defense for lost revenues to Kittitas
County due to the Yakima Firing Center land acquisition be passed. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 95 -105 -CC amending Commissioners Resolution
Number 91 -115 -CC establishing a petty cash/ revolving fund for the Grant County Mental
Health Department called Crisis Response Revolving Fund be passed. The motion
carried.
A Public Hearing was held regarding the zone change request by Ted Smith from
Agriculture to Suburban -Agriculture on 60 acres. A motion was made by Commissioner
Fancher, seconded by Commissioner Allison to continue the Hearing until August
22,1995 at 10:00 a.m. to confer with the Public Works Director on Road Right of Way.
The motion carried. A motion was made by Commissioner Allison, seconded by
Commissioner Fancher to amend the motion to include gathering information on a need
for Suburban Agriculture in the area, the Developer should be required to show a need
and benefit for Suburban Ag. The motion carried.
The Commissioners set the following items for Public Hearing or Public Meeting
from the Planning Commission:
Harold and Alice Nelson application for a Planned Unit Development set for a
Public Meeting, September 5,1995 at 2:30 p.m.
Herb and Kathryne Streuli application for a zone change from Suburban -
Agriculture to Suburban -1 set for Public Meeting, September 11,1995 at 3:30 p.m.
Paul McConkie application for a Preliminary Plat set for Public Hearing 9/12/95
at 2:30 p.m.
Rei Osaki application for a zone change from Agriculture to Suburban Agriculture
set for Public Hearing, September 18,1995 at 1:30 p.m.
Edwin Stuckmeyer application for zone change from Agriculture to Suburban -2 set
for Public Hearing, September 18,1995 at 3:00 p.m.
As there was no further business to come before the Board the session was
adjourned until August 21,1995.
