HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of August 21,1995 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the salary increase of Eddie Gonzales of the Juvenile Probation Department to $2,564 per month. The Commissioners approved the salary of Martin Sorom of the Juvenile Probation Department at 90 percent of the salary for the position of Intensive Supervision Counselor. The Commissioners approved the request by the Juvenile Probation Department for an increase of $5,000 in their Professional Services Account #41.00. The Commissioners received notification that the Sheriff Deputy bargaining unit has ratified the negotiated settlement for 1995 and 1996. The Commissioners approved the salary increase of Deputy Tom Percy of the Sheriff's Department to Step Level III effective May 1,1995. The Commissioners appointed Larry Angell to the position of Grant County Planning Director effective August 22,1995 with the salary of 90 percent of the salary for Planning Director until December I, 1995 at which time he will receive 100 percent of the salary. The Commissioners approved the request for capital outlay funds to update Court Commissioner Brown's computer in Superior Court. Chairman Snead was authorized to sign the Application for Fireworks display permit for Pyro Spectaculars NW at State Central Speedway. The Commissioners received a signed copy of Contract Number 2715-99252 with the Department of Social and Health Services. The Commissioners set a Public Hearing for September 18,1995 at 10:00 a.m. regarding the supplemental budget for Emergency Services Fund #102, Department #144 in the amount of $30,054 from unanticipated state/federal funds. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -106 -CC setting a Public Hearing for September 18,1995 at 10:00 a.m. relating to the facts requiring an appropriation and expenditure of funds for the Current Expense Fund #001, Miscellaneous General Government Department #125 in the amount of $4,000 be passed. The motion carried. The Commissioners held a continuation of a Public Hearing on the Electric City IUGA at 2:00 p.m. A motion was made by Commissioner Allison, seconded by Commissioner Fancher to accept the Electric City IUGA as submitted. The motion carried. The Commissioners gave approval for the use of the parking lot by the United Methodist Church on Sunday, September 10, 1995 between the hours of 12:30 p.m. and 5:00 P.M. As there was no further business to come before the Board the session was continued until August 22,1995. August 22,1995 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding 10:00 a.ml Franchise Hearing(Town of George), Ted Smith -Zone Change, Material Removal License - Chris' Excavation, Sagebrush Flats Road. The Commissioners held a Public Hearing regarding the Franchise Application by the Town of George for permission to construct, operate and maintain a sewer system over, under, across and along certain County Highways. Commissioner Fancher recused herself from the decision since the Town has an option to purchase property from her family and she wished to avoid the appearance of a conflict of interest. A motion was made by Commissioner Allison, seconded by Commissioner Snead to accept the application for Franchise as presented. The motion carried. The Commissioners held a continuation of Public Hearing regarding the proposed zone change requested by Ted Smith. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to grant the zone change contingent on the obtaining of 20 ft. right of way on Section 13 and 30 ft. from the developer. The motion carried. There was proof given for the need of small acreages in the Royal City area. The Commissioners signed approval for the submittal to the State E 9-1-1 Office Grant County's Plan for Enhanced 9-1-1. The Commissioners approved the salary of Dorothy Alvarado of the Support Enforcement Department of the Prosecuting Attorney's Office at $1,769.40 per month. The Commissioners approved the salary increase of Tammy Wiersma of the Prosecuting Attorney's Office to 100 percent of a Legal Secretary I, effective September 1,1995. The Commissioners approved the salary of Joylynn Bershauer of the Prosecuting Attorney's Office at 80 percent of a Legal Secretary I effective August 1,1995. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 8/21/95 in the total amount of $224,796.68.
