Week of September 11,1995
The Grant County Commissioners session was called to order at
9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in
attendance with the Clerk of the Board.
The Commissioners read and approved the minutes of the
preceding session as written.
The Commissioners approved the request from the Sheriff's
Office for computer upgrades at a cost of $1683.00.
The Commissioners approved the salary increase of Deputy
Richard LaGrave of the Sheriff's Office to 100 percent of Step
Level One.
The Commissioners approved the purchase of three property room
alarms in the amount of $4500.00 from Law and Justice Funds for the
Sheriff's Office.
The Commissioners approved the cost of printing Sheriff's
Office SOP manuals in the amount of $2200.00
The Commissioners approved out of State travel for John Dazell
to pick up a vehicle.
Chairman Snead was authorized to sign the Interagency Mutual
Aid Agreement with Fire District #13 and Fire District #11.
The Commissioners notified DSHS, Division of Alcohol and
Substance Abuse that in response to Ken Stark's memorandum of
September 8,1995, asking for direction as to which county agency
should receive the "Structured Youth Offender Services" funding
that Grant County wants the funds to continue with our current
County Juvenile Court Services Department.
The Commissioners held a Public Hearing on the City of Soap
Lake Interim Urban Growth Area. A motion was made by Commissioner
Fancher, seconded by Commissioner Allison to adopt the proposed
IUGA for the City of Soap Lake. The motion carried.
The Commissioners held a Public Meeting regarding the Herb and
Kathryne Streuli application for a zone change from Suburban -
Agriculture to Suburban -1 on Lot 6, Kopp's Golden Acres less Replat
of Lot 6 Kopp's Golden Acres in Section 6, Township 19 N., Range 28
E., W.M. off of Westshore Drive North of County Road 5 N.E. A
motion was made by Commissioner Fancher, seconded by Commissioner
Allison to accept the recommendations of the Planning Commission
for approval, with Staff to prepare findings to include that it is
consistent with the surrounding zone, and recognize consistent
setbacks. The motion carried.
The Commissioners received a Notice of Claim on Keith Green.
The matter was referred to the Prosecuting Attorney for handling.
The Commissioners received a Summons and Complaint from Wayne
H. Odom. The matter was referred to the Prosecuting Attorney for
handling.
The Commissioners received an Alternative Writ of Mandamus
from Preferred Farm Lands,Inc., and Jim Weitzel. The matter was
referred to the Prosecuting Attorney for handling.
The Commissioners received a Summons and Complaint from Kay
and Norma Lybbert. The matter was referred to the Prosecuting
Attorney for handling.
As there was no further business to come before the Board the
session was continued until September 12,1995.
September 12,1995
The session was continued at 9:00 a.m. with all of the
Commissioners in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding
Road Vacation Requests -Lawrence Orchards, and Don Gillespie, Airway
Drive, Speed Limit Changes, Camwal Cove Short Plat(Road Improvement
Requirements), Fuel Tax Re -distribution Resolution.
The Commissioners received a Note for Motion Docket from
Preferred Farm Lands,Inc. and Jim Weitzel. The matter was referred
to the Prosecuting Attorney for handling.
As of this date the Board by a majority vote does approve for
payment those vouchers included in the list filed in the Auditors
Office 9/11/95 in the total amount of $119,541.71.
The Commissioners signed the Public Works Claims Fund Voucher
Approval #8-1 through #8-181 in the total amount of $1,354,153.06.
The Commissioners held a Public Hearing regarding the Paul
McConkie application for a Preliminary Plat on Tracts 44,45 and 46,
Lake Vista Tracts; record of survey in a portion of the Northwest
quarter of Section 25, Township 20 N., Range 27 E., W.M. located
off of Neppel Road and Boulder Crest Road in McConihe Flats
northwest of the City of Moses Lake. A motion was made by
Commissioner Allison, seconded by Commissioner Fancher to continue
the Hearing to September 25 at 2:30 p.m. since the proponent was
not in attendance. The motion carried.
A motion was made by Commissioner Allison, seconded by
Commissioner Fancher that Resolution Number 95 -111 -CC setting a
Public Hearing for October 2,1995 at 1:00 p.m. relating to the
facts requiring an appropriation and expenditure of funds for the
Current Expense Fund #001, Civil Service Department #110 in the
amount of $2,875 be passed. The motion carried.
The Commissioners appointed Larry Peterson to a further term
on the Grant County Housing Authority Board.
As there was no further business to come before the Board the
session was adjourned until September 18,1995.
