Week of September 18,1995
The Grant County Commissioners session was called to order at 9:00 a.m. with
all of the Commissioners in attendance with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners distributed an amended letter regarding land segregation and
recording of land segregations and issuance of development permits.
Chairman Snead was authorized to sign the Interagency Mutual Aid Agreement
with Fire District 3.
A Public Hearing was held and a motion was made by Commissioner Fancher,
seconded by Commissioner Allison that Resolution Number 95 -112 -CC relating to a
supplemental extension in the 1995 budget of the Emergency Services Fund #102,
Department #144 in the amount of $30,054 from unanticipated state or federal funds be
passed. The motion carried.
A Public Hearing was held and a motion was made by Commissioner Fancher,
seconded by Commissioner Allison that Resolution Number 95 -113 -CC authorizing an
appropriation and expenditure of funds for the Current Expense Fund #001,
Miscellaneous General Government Department #125 in the amount of $4,000 be
passed. The motion carried.
A Public Hearing was held regarding the Rei Osaki zone change request from
Agriculture to Suburban Agriculture in a portion of Section 26, Township 22 N., Range
26 E., W.M. in Farm Units 66 and 67, Irrigation Block 70, Columbia Basin Project west
of the Lakeview Golf Course. A motion was made by Commissioner Fancher, seconded
by Commissioner Allison to uphold the Planning Commission denial with Staff to write
up findings to include the fact that the property is irrigated farm ground. The motion
carried.
A Public Hearing was held regarding the Edwin Stuckmeyer zone change request
from Agriculture to Suburban -2 in a portion of Section 2, Township 21 N., Range 26
E.,W.M. adjacent to the Desert Villa Mobile Home Park on State Highway 28,
approximately 2 miles Northeast of the City of Ephrata. A motion was made by
Commissioner Fancher, seconded by Commissioner Allison to uphold the Planning
Commission approval of the zone change subject to the requirements of State and
County agencies with jurisdiction, with Staff to prepare findings of fact. The motion
carried.
The Commissioners signed an Interlocal Agreement for the 1996/97 Grant County
Fuel Tax Redistribution Program.
As there was no further business to come before the Board the session was
continued until September 19,1995.
September 19,1995
The session was continued at 9:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding Franchises,
Road Vacations -Don Gillespie, Speed Limit Changes, Cul-de-sacs.
The Commissioners received notification from Edith Santana that her termination
date had changed from September 15,1995 to October 13,1995.
Chairman Snead was authorized to sign approval of the salary increases for the
Grant County Alcohol and Drug Center.
A Public Hearing was held and a motion was made by Commissioner Allison,
seconded by Commissioner Fancher that Resolution Number 95 -114 -CC authorizing an
appropriation and expenditure of funds for the Current Expense Fund #001, Juvenile
Department #117 in the amount of $5,000 be passed. The motion carried.
A Public Hearing was held and a motion was made by Commissioner Allison,
seconded by Commissioner Fancher that Resolution Number 95 -115 -CC, Ordinance
Number 95 -115 -CC providing for the amendment of the existing ESCD to include that
portion of Grant County North of Township 26 N., which is not currently in the ESCD,
or in the alternative, the establishment of an emergency services communication district
in that portion of Grant County North of Township 26 North which is not currently in the
ESCD, and its consolidation with the existing ESCD and relating to and providing for the
continuing of all necessary and appropriate procedures for the administration and
collection of the Grant County Emergency Services Communication District excise tax on
all telephone access lines and cellular communications systems and other similar wireless
telecommunication systems; and providing for other matters properly relating thereto be
passed. The motion carried.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 9/18/95 in the total amount of
$439,458.94.
As there was no further business to come before the Board the session was
adjourned until September 25,1995.
