(509) 754-2011 Ext. 321 BOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASHINGTON IN THE MATTER OF CHANGING THE ZONING FROM AGRICULTURE TO SUBURBAN/AGRICULTURE IN A PORTION OF SECTION 14, TOWNSHIP 20 N., RANGE 27 E., W.M. RESOLUTION NO. 95-144—CC RESOLUTION AMENDING THE COUNTY COMPREHENSIVE PLAN CHARLES MARTIN WHEREAS, the Board of County Commissioners of Grant County have been advised by the Grant County Planning Commission that a public hearing was conducted on October 4, 1995 on the matter of changing the zoning from AGRICULTURE to SUBURBAN/AGRICULTURE in a portion of said Section 14, Township 20 North, Range 27 East W.M. and; WHEREAS, the Board of County Commissioners, having said recommendation, has given notice this matter would be considered at a Public Meeting on November 7, 1995. WHEREAS, the Board of County Commissioners have conditioned the approval on the following items: 1. Zone change request shall be in compliance with the Grant County Comprehensive Plan, the Growth Management Act, The County Wide Planning Policies, The Washington State Environmental Policy Act, the Grant County Zoning Ordinance, the Grant County Resource Lands and Critical Areas Development Ordinance and all applicable federal, state, and local regulations, rulings or requirements. 2. Fire protection needs shall be met by proponent to include all applicable requirements of the Grant County Fire Flow guidelines, the Uniform Building Code and Uniform Fire Code. 3. At time of development. the landowner shall comply with all required improvements deemed necessary by the Grant County Public Works Department. 4. Developer shall address comments from the Washington State Department of Transportation and obtain all required permits and or approvals from the WSDOT. 5. Proponent shall meet and comply to the fullest extent possible the recommendations of the Washington State Department of Fish and Wildlife which are listed as follows: a. Develop fire prevention and control programs to reduce the risk of fire losses of native shrub cover; this may include, among other things, green belts planted with fire resistant vegetation, or other means to reduce fuel buildup around the perimeter of the development. b. Establish weed control programs to prevent noxious weeds from spreading outside the development into the adjacent native habitats. C. Discourage off road vehicle use to minimize disturbances to habitats and nesting birds. d. Consult with the WA St. DOFW in the event burrowing owls are later discovered in the area to consider protection strategies. e. Through covenants in the land deeds, require strict control of cats and dogs to avoid predation and harassment of the native wildlife. 6. Developer shall comply with all applicable requirements as deemed necessary by the Grant County Health District concerning potable water source and sewage disposal. WHEREAS, the Board of County Commissioners have found that proposal is adjacent to land zoned Suburban -Agriculture. WHEREAS, the Board of County Commissioners have found that lot sizes of this proposal would be consistent with lot sizes within a one mile radius of the proposal NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners for Grant County, Washington, does, by this Resolution, amend the Grant County Comprehensive Plan and Official Zoning Map for Grant County to the effect that the following described property shall henceforth be zoned as SUBURBAN -AGRICULTURE: The Southwest quarter of Section 14, Township 20 North, Range 27 East W.M., Grant County, Washington, containing 160 acres.
