Week of November 27,1995
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the
Board.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners sent a letter to the Liquor Control Board stating their approval
of the Grand Coulee Dam Area Chamber of Commerce special occasion liquor license
for their annual auction.
The Commissioners were notified that Dr. Lynnel Rowan has been appointed to
the dairy position with Cooperative Extension beginning February 1,1996.
The Commissioners were notified that Jeffrey Petersen has been hired as a
Provisional Deputy by the Sheriff's Department effective November 13,1995 at 80 percent
of control salary for Deputy Level I.
The Commissioners held a continuation of Public Hearing regarding the proposed
Preliminary Plat request by Ron Gear on 31.31 acres into 6 lots in a portion of Section
10, Township 20 N., Range 28 E., W.M. known as Idano Ranch Division #5. A motion
was made by Commissioner Allison, seconded by Commissioner Fancher to approve the
Preliminary Plat of Idano Range Division #5 with the following stipulations:
1. 50 foot fire separation.
2. Public Works requirement of $2560 for the cost share on Idano Lane to the Plat
line.
3. East Columbia Basin Irrigation District recommendation for release of water
rights or to follow their policy for a water delivery system to each lot.
4. The subdivision shall be in compliance with the Growth Management Act, the
County wide Planning Policies, the Washington State Environmental Policy Act, the
Grant County Zoning Ordinance, the Grant County Resource Lands and Critical
Areas Development Ordinance and all applicable federal, state, and local
regulations, rulings or requirements.
The motion carried. Staff to write up findings of fact.
The Commissioners held a Public Meeting regarding the Ray Justesen Preliminary
Plat application for a subdivision of 6 lots on approximately 6 acres of property in a
portion of Section 18, Township 19 North, Range 28 East, W.M. A motion was made
by Commissioner Fancher, seconded by Commissioner Allison that the matter be set for
Public Hearing December 12,1995 at 1:30 p.m. The motion carried.
The Commissioners held a Public Meeting regarding a zone change request by
Emmett Hathcox from Agriculture to Suburban -2 on property in a portion of Section 14,
Township 16 North, Range 26 East, W.M. for homesites. Mr. Hathcox called on
November 13,1995 to request that the matter be rescheduled. After reviewing the
information received from the Planning Commission the Commissioners made a decision
to go ahead with the Public Meeting and a motion was made by Commissioner Fancher,
seconded by Commissioner Allison to uphold the Planning Commission denial of the
request with Staff to prepare findings to include the Planning Commission findings. The
motion carried.
As there was no further business to come before the Board the session was
continued until November 28,1995.
November 28,1995
The session was continued at 9:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding Project
Agreement -Bridge No. 241, Proposed Annual Road Program.
The Commissioners held a Public Hearing to determine the assessment for
funding the 1996 budget of the Grant County Noxious Weed Control Board.
A motion was made by Commissioner Fancher, seconded by Commissioner
Allison that Resolution Number 95 -162 -CC on property tax reform be passed. The
motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 95 -163 -CC revising the assessment rate for Hillcrest
Lighting District for 1996 from $12.00 per parcel to $13.00 per parcel be passed. The
motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 95 -164 -CC revising the assessment rate for Gateway
Lighting District for 1996 from $28.00 per parcel to $31.00 per parcel be passed. The
motion carried.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 11/27/95 in the total amount of
$363,477.26.
The Commissioners signed the Public Works Payroll Journal for the month of
October in the amount of $234,656.88.
A motion was made by Commissioner Fancher, seconded by Commissioner
Allison that Resolution Number 95 -165 -CC relating to the transfer of funds within the 1995
budget of the Law and Justice Fund #121, Department #163 in the total amount of
$36,800 be passed. The motion carried.
A motion was made by Commissioner Fancher, seconded by Commissioner
Allison that Resolution Number 95 -166 -CC relating to the transfer of funds within the 1995
budget of the Law and Justice Fund #121, Department #163 in the amount of $5,000
be passed. the motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 95 -167 -CC setting a Public Hearing for December
12,1995 at 2:30 p.m. relating to the facts requiring an appropriation and expenditure of
funds for the All Terrain Vehicle Fund #119, Department #161 in the amount of $31,553
be passed. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 95 -168 -CC setting a Public Hearing for December
12,1995 at 2:30 p.m. relating to the facts requiring an appropriation and expenditure of
funds for the Current Expense Fund #001, Various Departments in the amount of
$302,796 be passed. The motion carried.
As there was no further business to come before the Board the session was
adjourned until December 4,1995.
