IN THE MATTER OF INCREASING
THE HANDLING FEE FOR NSF
CHECKS AND RETURNED ITEMS
RESOLUTION NUMBER 95- 195 -CC
WHEREAS, there has been an increase in the number and cost of NSF checks
and returned item checks handled by the County; and
WHEREAS, the cost of such checks has been a burden on County operations;
and
WHEREAS, the handling fee has been $10.00 since April 1, 1987 and has not been
increased since then;
NOW THEREFORE BE IT HEREBY RESOLVED, that Grant County will increase
the handling fee from $10.00 to $20.00 for all checks returned by financial institutions
beginning January 15,1996.

RE: INCREASING HANDLING FEE ON RETURNED CHECKS
As per previous discussions, the handling fee for returned checks
has been $10.00 since April 1, 1987. We incur a bank service fee
for each time a check is returned. When the returned check comes
back the first time, a check is made to see if the funds are
available. If the check is good, it is deposited a second time.
If the check still does not clear, it would be reversed out, the
district's fund is charged and money may be withdrawn from their
investment fund. Time is spent by our office researching what
fund to charge back or what property tax payment to reverese. We
believe the fee needs to be increased to twenty dollars to cover
the costs of handling and reversing. The increase should also
provide additional incentive to not write the bad check in the
first place.
Please review the need for this increase. The handling fee was
originally done by resolution on March 10, 1987.
