Week of December 18,1995
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the
Board.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners approved the salary increase of Ron Sell of the Planning
Department to 85 percent of the salary of the Planning Director effective December
1,1995.
The Commissioners approved the salary increase of Tone' M. Bowers of the
Clerks Office to 90 percent of base pay for a Deputy Clerk I effective December 1,1995.
The Commissioners received the resignation of Tyler Brown as a member of the
Planning Commission.
The Commissioners approved the salary increase of Diane Owings of the
Assessors Office to $2287 per month effective December 1,1995.
The Commissioners received a letter regarding a Statutory Warranty Deed on the
Sieg Land. The matter was referred to the Prosecuting Attorney for handling.
The Commissioners approved the salary increase of Richard Canterbury of the
Sheriffs Office to Step Level II Deputy Sheriff effective July 1,1995.
The Commissioners approved the salary increase of Carol Thompson of the
Sheriffs Office to 90 percent of control salary effective December 1,1995.
The Commissioners approved the Request for Transfer of Funds in the Juvenile
Department #117, Operating Fund #001 in the amount of $867.26.
The Commissioners approved the salary increase of Tom Oxwang of the Juvenile
Department to $2,905 effective July 1,1995.
The Commissioners approved the salary of James Porter of the Sheriffs Office at
80 percent of control salary as a Dispatcher effective December 19,1995.
The Commissioners received notification that Mike Pauley of the Dispatch Center
has resigned effective January 2,1996.
The Commissioners received notification from the Teamsters Union that the
Corrections bargaining unit has ratified Sheriff Wiesters changes to the Corrections
contract.
The Commissioners signed the Municipal Services Agreement with Grant County
Economic Development Council for the 1996 year.
The Commissioners held a continuation of Public Hearing on the Mattawa Interim
Urban Growth Area for the Town of Mattawa. A motion was made by Commissioner
Fancher, seconded by Commissioner Allison to adopt the revised IUGA with the revision
on Highway 24. The motion carried.
The Commissioners held a continuation of Public Hearing on the Grand Coulee
Interim Urban Growth Area for the town of Grand Coulee. A motion was made by
Commissioner Fancher, seconded by Commissioner Allison to adopt the IUGA for the
town of Grand Coulee. The motion carried.
The commissioners signed the 1996 Dispatch Services contract between the Grant
County Sheriff's Office and the Warden Police Department, Grant County Fire District
#12, McKay Memorial Hospital, Grant County Fire District #7, and Grant County Fire
District #3.
As there was no further business to come before the Board the session was
continued until December 19,1995.

The session was continued at 9:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding Bob Fancher,
Supplemental Agreement -Bridge #130, Road Establishment 'D' NW, SWAC, DL&I Appeal,
Budget, Shop/Office Plans, Vehicle Order Problems.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 95 -189 -CC setting a Public Hearing for January 24,1996
in the matter of establishing a certain County road named 'D' NW Road be passed. The
motion carried.
A motion was made by Commissioner Fancher, seconded by Commissioner
Allison that Resolution Number 95 -190 -CC in the matter of mileage rate for private cars
used on County business be passed. The motion carried.
A motion was made by Commissioner Fancher, seconded by Commissioner
Allison that Resolution Number 95 -191 -CC in the matter of approving the Justesen
Preliminary Plat in a portion of Section 18, Township 19 N. Range 28 E., W.M. be
passed. The motion carried.
A motion was made by Commissioner Fancher, seconded by Commissioner
Allison that Resolution Number 95 -192 -CC relating to the transfer of funds within the 1995
budget of the Current Expense Fund #001, TB Hospitalization Department #128 and
Capital Outlay Department #141 in the amount of $2,500 be passed. The motion
carried.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 12/18/95 in the total amount of
$280,423.49.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 95 -193 -CC in the matter of approving the Preliminary
Plat of Idano Ranch, Division #5 in a portion of Section 10, Township 20 N., Range 28
E., W.M. be passed. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 95 -194 -CC in the matter of denying an amendment to
the comprehensive plan of Grant County requested by Mike Ahmann in a portion of
Section 26, Township 20 North, Range 27 East, W.M. be passed. The motion carried.
The Commissioners spent the remainder of the day working on the 1996 budgets.
As there was no further business the session was continued until December
20,1995.

The session was continued at 10:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners spent the day working on the 1996 budgets.
As there was no further business to come before the Board the session was
continued until December 21,1995.

The session was continued at 1:00 p.m. with all of the Commissioners in
attendance with the Clerk of the Board.
A motion was made by Commissioner Fancher, seconded by Commissioner
Allison that Resolution Number 95 -195 -CC in the matter of increasing the handling fee
for NSF checks and returned items be passed. The motion carried.
The Commissioners signed the Professional Services Contract with Earl and Earl
for the provision of Indigent Defense Services in Superior Court.
The Commissioners spent the remainder of the day working on the 1996
budgets.
As there was no further business to come before the Board the session was
adjourned until December 27,1995.
