Week of January 29,1996
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the
Board.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners approved the request by Superior Court for the purchase of
conference phones, a fax machine and judicial robes.
The Commissioners approved the salary increase of Pamela J. Harris of the Clerks
Office to $1770 per month effective February 1,1996.
The Commissioners approved out of state travel for Alan Key and Courtney
Conklin to attend the Pacific Northwest 4 Wheel Drive Convention.
The Commissioners approved the purchase of a Fax machine out of Law and
Justice Funds for the Sheriff's Department in the amount of $1195.00.
The Commissioners approved the request by Jerry Hamley to carry over 46 hours
above the 25 days allowed for annual leave into 1996.
The Commissioners approved the salary increase of Joylynn Bershauer of the
Prosecuting Attorney Department to 100 percent of Legal Secretary I effective February
1,1996.
The Commissioners approved the request by Grant County Mental Health to allow
Janine Boykin to begin her medical benefits through the County effective April 1,1996.
A motion was made by Commissioner Fancher, seconded by Commissioner
Allison that Resolution Number 96 -8 -CC relating to the transfer of funds within the 1996
budget of the Law and Justice Fund #121, Department #163 in the amount of $1,800
be passed. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 96 -9 -CC in the matter of the appointment of trustee of
the North Central Regional Library District Roger Lucas of Electric City be passed. The
motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 96 -10 -CC granting a Preliminary Plat Extension to Bob
Holloway and Lorin Grigg on Wild Goose Point Major Subdivision be passed. The motion
carried.
A Public Hearing was held and a motion was made by Commissioner Fancher,
seconded by Commissioner Allison to approve the preliminary plat of Lakeshores West
requested by Gerald G. Simon with the findings of fact stated by the Planning
Commission, plus finding #1 and #4 suggested by the Planning staff, also all conditions,
including the change of setbacks to 100 ft. from 150 ft., but excluding the boating
requirement. The motion carried.
The Commissioners held a Public Meeting regarding the Preliminary Plat of Cross -
8 Estates requested by Arthur J. and Janet R. Berg for the subdivision of 40 lots on
101.68 acres of property in a portion of Section 34, Township 21 North, Range 26 East,
W.M. for homesites. A motion was made by Commissioner Fancher, seconded by
Commissioner Allison to uphold the Planning Commission recommendations with findings
of fact from the Planning Commission and Staff to be included, with mention to be made
that the zone was changed before the advent of the Growth Management Act. The
motion carried.
As there was no further business to come before the Board the session was
continued until January 30,1996.
January 30,1996
The session was continued with all of the Commissioners in attendance with the
Clerk of the Board.
The Commissioners met with the Public Works Director regarding a Bid Opening
on Cars and Pickups, Contract Execution -Herbicide Applications, Shop Doors-Hartline
Shop, Butler Lane?, and Sagebrush Flats.
The Commissioners signed the Authorization to Call for Bids on Herbicide
Materials with bid opening to be February 13,1996 at 10:45 a.m.
The Commissioners signed a Work Agreement with Basin Tree Service and Pest
Control,lnc. for Herbicide application.
The Commissioners held a bid opening on Automobiles and Pickups. The
Commissioners approved the recommendation of the Public Works Department and
awarded the bids to Moses Lake Ford, C and V Auto and Jess Ford.
The Commissioners signed the Public Works Department Claims Fund Voucher
Approval #1-1 through #1-2 in the total amount of $19,796.75.
The Commissioners signed the Public Works Payroll Journal for the month of
January in the amount of $254,212.94.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 1/30/96 in the total amount of
$561,184.75.
The Commissioners held a Public Hearing regarding a proposed Hearings
Examiner Ordinance. A motion was made by Commissioner Fancher, seconded by
Commissioner Allison that the matter be continued until February 20 to allow for any
further public comments to be received. The motion carried.
The Commissioners held a Public Meeting regarding the proposed Preliminary Plat
of Green Gables requested by Green Gables Partnership for the subdivision of 14 lots
on 17 acres of property in a portion of Section 5, Township 19 North, Range 28 East,
W.M. for homesites. A motion was made by Commissioner Fancher, seconded by
Commissioner Allison to uphold the Planning Commissioners recommendation for
approval of the Plat with Planning Commission and Planning Staff recommendations with
the additions of #1,5,6 and 7 of the Staff Report to be added. The motion carried.
The Commissioners held a Public Meeting regarding the proposed Preliminary Plat
of Green Gables Plat, Division III for the subdivision of 5 lots on 5.06 acres of property
in a portion of Section 5, Township 19 North, Range 28 East, W.M. for homesites
requested by J & F Partnership. A motion was made by Commissioner Fancher,
seconded by Commissioner Allison to uphold the Planning Commission recommendation
for approval with Planning Commission and Planning Staff recommendations with the
addition of #1,5,6 and 7 of the Staff Report to be added. The motion carried.
Chairman Snead was authorized to sign the letter to Robert Oenning, Director of
Washington State 9-1-1 Office regarding the desire of the Multi Agency Communications
Center to locate in the National Guard Armory in Moses Lake.
The Commisisoners received a signed copy of the Intergovernmental Cooperative
Purchasing Agreement between Grant County and Thurston County.
As there was no further business to come before the Board the session was
adjourned until February 5,1996.
