Week of March 25,1996
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the
Board.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners approved the request by the County Clerk for transfer of
funds within the Law and Justice Fund.
The Commissioners approved the starting salary of Stephanie M. Canterbury of
the County Clerk's Office at $1,797 per month effective March 8,1996.
The Commissioners received notification that the Court of Appeals affirmed the
denial of unemployment benefits for Shirley Keenan after her termination in District Court.
Chairman Snead was authorized to sign the Notice of Separation or Work
Interruption of Scott Stevens of the Juvenile Department.
The Commissioners received a signed copy of the Douglas County, Grant County
Solid Waste Inter -government Agreement.
The Commissioners held a Public Hearing and a motion was made by
Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 96-
37 -CC authorizing an appropriation and expenditure of funds in the D.D.Residential
Department 402-176 in the amount of $23,000 be passed. The motion carried.
As there was no further business to come before the Board the session was
continued until March 26.
March 26,1996
The session was continued at 9:00 a.m. with Commissioner Snead and
Commissioner Allison in attendance. Commissioner Fancher was out of the office.
The Commissioners met with the Public Works Director regarding Contract
Execution -Fuel Suppliers, Larsen Subdivision -Parking, Sagebrush Flats Road.
The Commissioners signed contracts with North Central Petroleum and Cenex
Supply and Marketing for 1996 fuel bids.
A Public Hearing was held and a motion was made by Commissioner Allison,
seconded by Commissioner Snead that Resolution Number 96 -38 -CC, Ordinance #96-
38 -CC amending Section 11.04 of the Speed Limits Ordinance be passed. The motion
carried.
The Commissioners received a Claim for Damages from Miguel Gonzalez. The
matter was referred to the Prosecuting Attorney for handling.
The Commissioners approved the starting salary of Terry Parker of the Sheriff's
Department at $1523.20 per month effective March 19,1996.
The Commissioners approved the salary of Jeff Petersen who transferred from
Deputy Sheriff to Dispatch at 80 percent of control salary for a Dispatcher.
The Commissioners held a Public Meeting on the one year time extension on the
Preliminary Plat of West Pointe Estates requested by Bernie Van Diest. A motion was
made by Commissioner Allison, seconded by Commissioner Snead to uphold the
Planning Commission approval of the request. The motion carried.
The Commissioners held a continuation of Public Hearing on the Preliminary Plat
of Ranchland Estates requested by Robert Strugar for the subdivision of 39 lots on
212.18 acres of property in a portion of Section 25, Township 20 North, Range 27 East,
W. M. for homesites in McConihe Flats adjacent to the intersection of County Road E and
McConihe Road. A motion was made by Commissioner Allison, seconded by
Commissioner Snead to approve the recommendation of the Planning Commission and
grant the Preliminary Plat with the conditions listed by the Planning Department and
access agreement with the proponent, which is that there will be one access per 2 lots
and beginning with the second phase the road would be completed to Rd. 7.8 or
bonded for the completion on the road for secondary access. Covenants will also be
accepted as a condition of approval. The motion carried. Staff to prepare findings of
fact.
The Commissioners signed the Public Works Claims Fund Voucher approval #3-1
through #3-2 in the total amount of $17,982.61.
The Commissioners signed the Public Works payroll journal for the month of
March in the total amount of $233,818.56.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 3/25/96 in the total amount of
$698,496.23.
As there was no further business to come before the Board the session was
adjourned until April 1,1996.
