IN THE MATTER OF CHANGING RESOLUTION NO. 96-43—CC
THE ZONING FROM GENERAL COMMER-
CIAL TO RESIDENTIAL -2 IN A PORTION RESOLUTION AMENDING THE
OF SECTION 25, TOWNSHIP 22 NORTH, COUNTY COMPREHENSIVE
RANGE 26 EAST, W.M., GRANT COUNTY, PLAN AND OFFICIAL ZONING MAP
WASHINGTON

WHEREAS, the Board of County Commissioners of Grant County have been advised by the
Grant County Planning Commission that a public hearing was conducted on March 6, 1996 on the matter of
changing the zoning from GENERAL -COMMERCIAL to RESIDENTIAL -2 in a portion of said Section 25,
Township 22 North, Range 26 East W.M..
WHEREAS, the Grant County Planning Commission was unable to make a quorum decision on
a motion for recommendation to approve or deny the zone change.
WHEREAS, the Board of County Commissioners have set and given notice of a public hearing
on the proposal on March 2, 1996.
WHEREAS, the Board of County Commissioners have conditioned the approval on the
following items:
1. No direct access to State Highway 28 will be allowed.
2. Access permits shall be required from the Grant County Public Works Department prior to
issuance of building permits on the proposal lots and sight distances will be addressed by the
Department.
WHEREAS, the Board of County Commissioners have found that proposal does comply with
the Grant County Resource Lands and Critical Areas Development Ordinance.
WHEREAS, the Board of County Commissioners have found that the proposal does comply
with the Grant County Comprehensive Plan.
WHEREAS, the Board of County Commissioners have found that the proposal is not within the
Columbia Basin Project and does not receive an irrigation water allotment.
WHEREAS, the Board of County Commissioners have found that a mitigated determination of
non -significance has been issued for this proposal.
WHEREAS, the Board of County Commissioners have found that the proposal is within the
Interim Urban Growth Boundary Area of the City of Soap Lake.
WHEREAS, the Board of County Commissioners have found that the City of Soap Lake had no
comment on the rezone.

NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners for Grant
County, Washington, does, by this Resolution, amend the Grant County Comprehensive Plan and Official Zoning
Map for Grant County to the effect that the following described property shall henceforth be zoned as
RESIDENTIAL -2:
Lots 5, 6, 7, and 8; Block 1; Lakeview Park Plat in a portion of Section 25, Township 22
North, Range 26 East, W.M., Grant County, Washington consisting of approximately 60,000
square feet of land area.
