RESOLUTION NO. 96 -47 -CC
RESOLUTION APPROVING
A PRELIMINARY PLAT
ROBERT & KATHRYN STRUGER
WHEREAS, the Board of County Commissioners of Grant County have been
advised by the Grant County Planning Commission that a public hearing was conducted on
February 7, 1996 on the matter of recommending approval the Preliminary Plat of
RANCHLAND ESTATES, a 212.18 acre subdivision into 39 lots in a portion of Southwest
quarter and the Southeast quarter of Section 25, Township 20 North, Range 27 East, W.M.
and;
WHEREAS, the Board of County Commissioners of Grant County have held a
public hearing on March 12, 1996 to consider the matter of approving the Preliminary Plat of
Ranchland Estates and continuing the hearing to March 19, 1996 and March 26, 1996.
WHEREAS, the Board of County Commissioners have conditioned approval of
the plat on the following items:
The development subsequent to approval of ,the zone change request shall be in
compliance with the Growth Management Act, The County Wide Planning Policies,
The Washington State Environmental Policy Act, the Grant County Comprehensive
Plan, the Grant County Zoning Ordinance, the Grant County Shorelines Master
Program, the Grant County Resource Lands and Critical Areas Ordinance and all
applicable federal, state, and local regulations, rulings or requirements.
2. Development shall comply to the fullest extent possible with the recommendations and
requirements of the Washington State Department of Fish and Wildlife including the
recommendation listed below:
a. Establish low density housing consistent with local zoning
designations.
b. Disturb the natural vegetation 90y W ft extent necessary for construction of
the roads and building sites; VWc NIC bkOdinS sites near the access roads to
further minimize disturbance aW to WamimW the amount of open space.
C. Establish control programs to vpN spxim4 weeds form spreading into
adjacent habitats.
d. Develop fire prevention and cadrol plans to reduce potential losses of species
and habitat form wild fire.
e. Encourage individual home site developers to incorporate the natural vegetation
into their landscaping and land management schemes to further minimize
disturbance.
f. Through covenants in the land deeds, require strict control of cats and dogs to
avoid predation and harassment f the native wildlife.
3. Development shall comply with all applicable requirements of the Grant County Fire
Flow guidelines and the Uniform Building Code and Uniform Fire Code.
4. Development shall comply with all improvements required by the Grant County Public
Works Department and the Washington State Department of Transportation.
5. Developer shall comply with all requirements deemed necessary by the Grant County
Health District, the Washington State Department of Health, and the Washington State
Department of Ecology regarding domestic water supply, sewage systems and storm
water control and treatment including, but not limited to: RCW 90.48.080 Discharge
of Polluting Water Prohibited; WAC 173-201, Surface Water Standards; WAC 173-
201A, Ground Water Quality Standards and WAC 246-272, On-site Sewage Systems.
6. If any Native American grave sites or archaeological resources are discovered or
excavated the developer shall stop work and notify the Yakama Nation Cultural
Resource Program and the Colville Confederated Tribes Cultural Resource Program.
7. Lots fronting on McConihe Rd. shall be shown on the face of the plat to have one access for
each two lots as applicable.
8. Prior to final approval of phase two of Ranchland Estates a performance bond approved by the
Grant County Public Works Department and Prosecuting Attorney's office shall be submitted
and approved or Road connecting the interior access road of plat to County Rd. 7.8 shall be
completed for secondary access to the lots.
9. Covenants submitted and approved by developer shall be filed with final plat.
WHEREAS, the Board of County Commissioners have found that this plat is
consistent with the Grant County Resource Lands and Critical Areas Development Ordinance.
WHEREAS, the Board of County Commissioners found that the plat is
consistent with the Comprehensive plan of Grant County.
WHEREAS, the Board of County Commissioners have found that the plat is
consistent with Grant County Zoning Ordinance.
WHEREAS, the Board of County Commissioners have found that a mitigated
determination of non -significance has been issued for this proposal.
WHEREAS, the Board of County Commissioners have found that the proposal
is not within the irrigated farm units of the Columbia Basin project and the property does not
receive and irrigation water allotment.
WHEREAS, the Board of County Commissioners have found the proposal does
not lie within land that is considered prime agriculture land or exclusive pasture land.
WHEREAS, the Board of County Commissioners have found that the proponent
did present sufficient evidence that changed circumstances in the area of the subject property
warranted a rezone of the property.
WHEREAS, the Board of County Commissioners have found that the proponent
has shown that a need exists in the area for smaller acreage's

zoning is compatible with ft suggamadiag land classifications.
NOW, THEREFORE, BE IT RESOLVED, that the Board of County
Commissioners for Grant County, Washington by this Resolution approve the Preliminary Plat
of Ranchland Estates on the property described below:
THOSE PORTIONS OF THE SOUTHWEST ANO SOUTHEAST
CUARTERS OF SECTION 25, TOWNSHIP 20 NORTH, RANGE
27 EAST, W.M., GRANT COUNTY. WASHINGTON, DESCRIBED
AS FOLLOWS:
CONTAINING 212.18 ACRES MORE OR LESS.
